October 3, 2000
A regular meeting of The Board of Trustees of Apache Junction Public Library was
held October 3, 2000 at 6:02 p.m. at the Apache Junction Library pursuant to notice as
prescribed by law.

1.Acceptance of Agenda:Barbara Gardner moved that item 6a,
Discussion and vote on the Friends'
proposition for a capital funding effort,
be addressed before item 2, Acceptance
of minutes for September 5, 2000.She
also moved that item 5b, Discussion and
possible vote on bookmobile, be
discussed concurrently with item 6d,
Discussion on building expansion.The
motion carried.The question of
accepting the agenda with these changes
was placed before the Board and was
accepted by general consent.

2.Acceptance of minutes for September
5, 2000 Regular Meeting:
and Linda Overacker, presented a plan
for a capital fundraising campaign.
Grants Specialist, Roger Hacker,
explained how the Kresge Foundation
would supply grants for brick-and-
mortor and would match funds up to
$500,000.He also explained how APS
donates services and personnel to assist
in developing the campaign.Linda
Overacker requested the Library Board
members approve the plan and show
their support by attending the City
Council worksession on October 16,
2000.She also stated that the Friends of
the Library will be reporting back to the
Library Board on a regular basis.The
Friends are preparing for a 2003 opening
date.
Scott Gardiner made motion to approve
the Friends' proposition for a capital
funding campaign and Barbara Gardner
seconded it.A roll call vote was taken
and passed unanimously.
Directives to staff are as follows:a letter
of appreciation to the Friends of the
Library for their presentation and
showing the Library Board's support and
a letter to the Mayor of Apache Junction
and the City Council, showing the
Library Board's support and requesting
Council support for the plan.
The question of accepting the minutes
for the September 5, 2000 Regular
Meeting was placed before the Board
and was accepted by general consent.

Pamela Loui reported that she attended a
leadership success program where she
was able to hear former president Gerald
Ford and Elizabeth Dole speak.
Pamela reported that the statistics look
better than one year ago.Book
circulation is up, as is the circulation of
the Start Smart deposit collection which
was started last month.There is a
continued increase in the circulation of
audiotapes and AV -kits, videocassettes
and in-house computer use.A slight
decline in magazines and in-house video
use was reported.Patron visits increased
over the past year.A good increase in
new patrons, adult and juvenile, was
partially due to Library Card Sign-up
Month.358 titles were added to the
collection along with 46 audiocassettes
and 118 videocassettes.286 titles were
withdrawn from the collection along
with 2 audiocassettes and 3
videocassettes.
The Library collected receipts of
$1,139.32 for fines, $406.00 for copies
and the Library received one donation of
$25.00.
Also reported were 434.25 volunteer
hours.Elizabeth Burks presented six
children's Storytimes with 123
attending.The newest Storytime this
fall is "Babytime" and 16 attended this
first time presentation.A youth book
exchange was put on by the Friends
group with the Library's support and 23

5.Old Business:
a.Continued discussion and vote on
Food For Fines program:
participated.Pamela stated that this
might be an annual event at the Library.
One regular TAB meeting was held with
20 in attendance and a teen mystery
party was held with 20 participating.
Ten computer classes were held with 55
attending.This number is expected to
increase as the winter visitors return to
the valley.One card catalog instruction
class was also held with 2 attending.
This number is also expected to increase
as the winter visitors return.The Writers
Club had four meetings.There was 1
Kids Voting workshop with 12 in
attendance.This program teaches the
children the importance of voting and of
what a vote can mean.The Literacy
Program had 11 student visits and
student hours were at 33.Pamela
reported that the literacy software
problems have been corrected and these
figures should increase.
Barbara Mueting reported contacting the
food bank and their supplies run low in
July and August.Andrea Hinkel asked
if this should be done in the Spring.
Pamela Loui suggested not having this
program at the same time every year, or
even every year, since patrons tend to
wait to return books until this program
runs.Barbara Gardner suggested
running the program in March, 2001.
After some discussion Barbara Gardner
made a motion to have the Food For
Fines program in March, 2001 and

vote was taken and passed unanimously.

Pamela Loui reported Library staff
reactions on a "Work For Fines"
program as being not very favorable.It
would cost more in staff time to monitor
this program than any fines that patrons
could possible owe.Andrea Hinkel
suggested tabling this item until
someone has a viable idea.
Pamela Loui reported that membership
dues for a trustee, friend or board
member is $25.00 annually and there is
an additional charge for attending the
conference.New memberships begin
January 1, 2001.Pamela gave handouts
to the Library Board members and
reported that there would be no special
programs on Saturday for trustees at the
conference this year.Information is
usually available for trustees every other
year and there will be much more for
trustees at the 2001 conference.
Pamela Loui commented that if the
Seniors are moved to another building
before the multi -generational center is
completed, the only space that will

become available to the Library is the
program room.The Little Rec'rs
program would move over to the current
senior center until the multi -generational
center is built.Pamela also asked if the
Board wanted, should everything be in
place and we would know by the middle
of November, that we would start
putting some things in place for posting
or advertising to get an arctitect contract.
All board members agreed.
This item will be revisited at the
December meeting when more is known
of what the Council has decided to do
with the Friends' proposition.
The suggestion was made that board
members be focused on the Friends'
fundraising plan and the building
expansion and that the issue of the
bookmobile be tabled until a later date.
