Idaho Road Regular Meeting February 6, 2001 A regular meeting of The Board of Trustees of Apache Junction Public Library was held February 6, 2001 at 6:04 p.m. at the Apache Junction Library pursuant to notice as prescribed by law. Roll Call Present Gardiner, Scott Gardner, Barbara Hinkel, Andrea Nesser, Theresa Staff: Pamela Loui, Library Director I.Acceptance of Agenda: 2 Acceptance of Minutes for January 2, 2001 Regular Meeting: Absent Foat, Virginia Kimball -Wright, Beverly Mueting, Barbara The question of accepting the agenda was placed before the Board and was accepted by general consent. The question of accepting the minutes for the January 2, 2001 Regular Meeting was placed before the Board and was accepted by general consent. 3.Correspondence and Communications:None. 4.Librarian's Report:Pamela Loui reported that the library now has four new computers that were acquired through the Bill and Melinda Gates Foundation.Two days of training was held for eight staff members and two system administration people. Pamela also reported that the Reading Odyssey Program is currently being offered for City of Apache Junction Library Board of Trustees Regular Meeting February 6, 2001 Page 2 5. Old Business: a.Report on Volunteer Recognition Breakfast: elementary students.29 have signed up during the first two days. Circulation of books, audio and videocassettes and patron visits were all up, over a year ago.615 titles were added to the collection and a few Government Documents were added.Quite a few titles were withdrawn.There have not been as many interlibrary loans.Volunteer hours were at 571.75. Children's programs included the regular "Storytimes", one "Wild Thing" program with 139 attending, one WIC Storytime and four "Tots and Books" There was one TAB meeting held and 16 participated. Adult events included 21 computer classes with 227 participating, four Writers Club sessions, 15 PIT Stops, three book discussion groups with a total of 33 participating and a Reflexology Brown Bag Lunch with 25 attending. The Literacy program had 31 student visits and 63.5 student hours. The quarterly reference survey shows 924 requests received, which included 577 hardcopy searches and 165 on-line searches.742 requests were completed in the same day. The Annual Volunteer Recognition Breakfast was held and the City Manager was there to thank the volunteers.Andrea Hinkel attended and once again, helped hand out certificates. City of Apache Junction Library Board of Trustees Regular Meeting February 6, 2001 Page 3 b.Report of the Legislative Day: Andrea encourages other board members to attend this event.Rick Gardner was recognized for top hours and Evelyne Chaffey was honored for her tremendous help with the RIF program. Pamela Loui reported attending for part of the day. Andrea Hinkel reported attending Legislative Day with Denise Keller, County Librarian from Florence.She stated that the theme throughout the day was on forming partnerships.She commented that they were able to talk with Senators Jack Brown and Peter Rios and Representative Cheryl Chase about Library legislation including the issue of the Archives Building.Pamela stated that the House Bill 2206, a cooperative bill for museums and libraries, will really help the library because it has Economic Development Information Center money and since we are an EDIC library it would be useful to us.It would make more economic databases available across the state that the library would be able to use.Andrea reported that Dan Schilling talked about HB2206 and that business is good in communities where libraries, museums and schools are good.This bill will provide some money to help strengthen libraries. Pamela reported that the State Grants -In -Aid is still there for $300,000.Andrea stated that one of the things they talked with the Senators about was how useful State Grants -In -Aid was last year and how important it is to have it again this year. Andrea gave a web site address for the legislature (www.azleg.state.as.us)where anyone can go to find out what is going on.She also had a listing of all the State Senators and Representatives and information on the bills that concern the library (SB1118, HB2208 and H1B2206). New Business: a.Review letter to Legislators: Pamela Loui reported that Ordinance #1147, giving the Library Board the ability to change meeting dates, passed and it should be possible to make changes by the next board meeting date.She also stated that whatever day the board members choose that it not be changed, except annually, because it is only posted once a year. Andrea Hinkel suggested that this item be tabled until the March meeting since three members are absent. Barbara Gardner motioned to table this item until the March meeting and Scott Gardiner seconded it. All members present were in favor so the item is now tabled until March. Pamela Loui reported that the draft of the Invitation for Statement of Qualifications was sent to the City Attorney and the City Clerk for their approval.We also have the bid list from the City.Pam will have more information to report at the March meeting. Andrea Hinkel reminded board members about drafting a letter to Legislators supporting bills from Legislative Day.She also suggested that each board member follow it up with individual e -mails. Andrea stated that everyone should be sure to include the bill numbers we are in support of (Representatives: HB2206, HB2208.Senators: SB1118), what the bill is and why we support it. The hard copy letter is more formal and the e-mail is less formal. Andrea will draft the first letter and gave a directive to staff to prepare the letters, call all board members and have them sign the letters and then mail to the appropriate legislator.Also, a City of Apache Junction Library Board of Trustees Regular Meeting February 6, 2001 Page 5 copy of the list of bills and legislators is to be given to all board members. b.Review By -Laws:Barbara Gardiner stated that Article 2-1 would have to be changed to reflect what Ordinance 1147 states. Andrea Hinkel asked if this item should be tabled until next month so more input can be given. Scott Gardiner stated that Article 2-4 needs to state exactly which version of "Robert's Rules of Order" the library board needs to be using. Barbara Gardner suggested the by-laws say, "use Robert's Rules of Order as adopted by the City Council". Scott Gardiner commented on Article 6-1, "have charge of the library and all library property". Barbara Gardner stated that this item was in the Arizona Revised Statutes and the library board signs off on the budget and items of that sort. Scott Gardiner suggested adding the A.R.S.s to the by-laws.
