May 8, 2003
A regular meeting of The Board of Trustees of Apache Junction Public Library was
held May 8, 2003, at 6:00 p.m. at the Apache Junction Library pursuant to notice as
prescribed by law.

The question -of accepting the agenda for the
May 8, 2003, regular Meeting was placed
before the Board.The agenda was then
accepted by general consent.

4.Correspondence and Communications:None.
5.Librarian's Report:Pam was pleased to announce that 460 non-
perishable food items have been collected
for the "Food for Fine" campaign since the
beginning of May.Increases continue in
every circulation category.We have added
new hardback books and paperbacks.
Weeding of the collection and removal of
lost items continues.Programs continue this

6. Old Business:
a.Update of library budget
Request for 2003/04.
month with 9 storytimes and 189 in
attendance.There were 4 babytimes with 61
attendees and 5 school visits with 225
attendees.Ten daycare readings were
presented with 347 in attendance and there
were 8 RIF distributions with 369 attendees.
There were 2 presentations of the Great
Arizona Puppet Theater with 230 attendees
and one presentation of the Gold Canyon
Literacy Night with 36 attendees.The Teen
Chat Café had 17 attendees and there was
one Teen Book Discussion with 7 in
attendance.The Teen Advisory Board
conducted a meeting with 13 attendees and
there was a Teen Advisory Board
recognition event with 34 attendees.
Adult events included the "This N' That
Book Club" with 9 attendees and the "Dying
for a Mystery" club with 6 attendees.
"Names on the Land: Arizona Place Names"
had 5 attendees.OneBook AZ had a
discussion on a book called "Plainsong"
with 6 attendees.There was a Senior Center
presentation with 54 attendees and the
Writers Club included 24 attendees.Eight
computer classes were held with 61
attendees and there was one computer class
for Headstart adults that had 7 attendees.
There were five PIT stops and one
neighborhood meeting at the Arroyo Verde
neighborhood with 18 attendees.A
quarterly reference survey was conducted
the week of April 7 — April 12, 2003.There
were 915 reference requests received and
828 requests were answered by reference
staff the same day they were asked.
Pam has made her presentation to the
Budget Committee.The Budget Committee
will be following up with each department
later on in the month.The Budget
Committee received higher budget proposals
than projected revenues so some cuts will

7.New Business
a.The USA PATRIOT Act and
how it relates to citizens who
visit the Library.
need to be made in the City budget proposal.
The City Council has set June 16th as the
first night to do budget hearings.Pam will
continue to add a budget update to each
agenda until after it is adopted so Library
Board members stay informed.
Rhonda Jackson asked how the Library staff
would handle a request from a law
enforcement agency to search patron
records.Pam told the Board that all staff is
aware that a request from any law
enforcement agency must be sent to Pam or
whoever is in charge of the Library at the
time the request is made.In addition,
Library staff has been told to contact the
City Attorney in case of an FBI request so
that the City Attorney can respond to the
request.If local law enforcement requests a
search, the library follows state statute
which requires that a court order be obtained
before proceeding.Stephen Flynn asked
that the Library simply warn the patrons that
there is a possibility that their electronic
documents etc. may be subject to search and
investigation. Michael Klatt asked how we
would go about providing this information
to the patrons.Stephen Flynn suggested that
a sign be posted.Pam informed the Board
that the USA PATRIOT Act text can be
accessed over the internet if anyone is
interested in learning more.If the Board
would like to pursue this, they would need
to decide among themselves and eventually
be agreed on what they would want to
happen.It would then have to go to the City
Attorney to make sure that there are no
violations of any laws. Pam asked that the
Board members keep in mind that there may
be some patrons who would feel fearful to
use the library services if they think there is
a possibility of law enforcement agency
officials viewing their information.

A motion was made by Rhonda Jackson to
table this item to the June meeting.Beverly
Kimball Wright seconded the motion.All
members present were in favor.
b.Report from Youth Services
Department on Library
programs.Liz Burks talked about the Summer Reading
Program. Children 0-18 years can join
"Extra! Extra! Read your way to the Ball
park!"This is sponsored by the Arizona
Diamondbacks and the Arizona Republic.
Children will follow a game board and
based on the amount of time they read will
move along and earn prizes on the way.
There is a great variety of prizes like a
megaphone, fan, chalk and sticky snakes.
When they complete the program, kids will
get a letter signed by Tony Womack and a
voucher that will allow them to go to a free
Diamondbacks game.Summer reading
starts on June 2.Other events will include:
Bobby Freeman the Diamondbacks' musical
mascot performing on the organ. Storytimes
will continue through June.There will be an
AJ Kids book discussion with cool
activities.David Zacarte, the Comedic
Ventriloquist will perform."Worm Drive,
the Musical" will be presented and a kids
concert with Surfdog.In anticipation of the
release of the next Harry Potter book, Jolly
Roger as a Wizard will perform. Tom
Marcellino, Animal Control Officer will
teach about Rattlesnake awareness.There
will be an American Girls Tea and a fun
visit from Ronald McDonald.Free movies
will be showing each Thursday during the
summer.
There will also be a Teen Summer Reading
program called "Great Books make Great
Movies."For every five hours of reading, a
prize will be given.There are many great
prizes and when the kids finish their log they
will get a free movie pass.There will be
some special programs including:Bradley
the Great with his comic, magic act.There
will be Ballroom and Swing dance lessons.

A candy making session will take place and
Ovations will be here to teach about make-
up and skin care. The Quest Book discussion
title will be The Giver by Lois Lowry.
The Library Board Annual Report
is due to the City Council on or before
the first Monday of July. Pam requested
that the Library Board consider holding a
special meeting on June 26, 2003 so that the
report could be considered. Motion was
made by Theresa Nesser and seconded by
Virginia Foat to hold the special meeting on
June 26, 2003 at 6:00 p.m. All members
voted to approve the date and time of the
special meeting.

to citizens .who visit the Library.
