A regular meeting of The Board of Trustees of Apache Junction Public Library
was held April 14, 2005 at 6:02 p.m. at the Apache Junction Library pursuant to notice as
prescribed by law.

The question of accepting the agenda for the
April 14, 2005, regular Meeting was placed
before the Board and was accepted by
general consent.
The question of accepting the minutes for
the March 10, 2005, regular Meeting was
placed before the Board. Joyce Payne made
a motion to accept the minutes.Valerie
Powell seconded the motion. All members
present were in favor.

5. Librarian's Report:
a.Presentation by and discussion
with Richard and Bauer
Architects and Pinnacle One
Project Manager on Plans
for the future of the Library.Pam Loui introduced-Jim Rithard and Kelly
Bauer of Richard & Bauer.Architedture and
Project Manager Ray DelZOttp of Pinnacle
One.Mr.'Richard and•Ms:l3auer then made
a presentation to the'Libraty Bdafd that '
described the expansion process,and
ideas.It included' the ficis gathered on the
structure of the existing building, defining
the library's needs, site analysis and site
options, space needs and expansion options.
A question and answer period followed
concerning some of the concepts identified.
Valerie Powell asked about teen area trends.
Mr. Richard answered they are in areas more
sympathetic to an active environment,
separate from children and adults, where
they can chat, have music, and play video
games.
Ms. Powell asked about the,drive-thru
concept if you•could .call ahead, order books,
and drive up and pick them up?
Mr. Richard said, "Yes."
Valerie Powell asked if "floaters" are like at
Wal-Mart where the clerks are walking
around and offering assistance?
Mr. Richard responded with a "Yes" and
Ms. Bauer responded that they would
encourage staff to have a PDA.Reference
information would be wireless and easily
accessed while walking about.
Everett Deidiker asked if they saw the
coffee shop as a concept as the answer to
Starbucks?Where you bring your laptop

and get a book to read? And, do you see any
place in the building being WIFI?
The response from Richard and Bauer was
"Absolutely.Inside or outside."
Mr. Deidiker asked if looking at the larger
option and looking at other communities
with libraries, what is the population that
this option would facilitate?
Mr. Richard responded that they calculated
the existing service population which
includes 45,000 currently and 35,000 winter
visitors.They calculated the number of
people actually using library services and
that was adjusted up based on time from the
last census growth rates plus another 20% to
project a 10 year out picture.
Mr. Deidiker then asked if in 10 years at the
population we are at, do other communities
expand libraries or do they build new sites in
another place?
Mr. Richard answered that the target is we
would limit the overall size of facilities on
this site to 40,000 sq. ft. maximum.All
other facilities for the library system would
be developed as branches.
Joyce Payne asked what would be left out in
the difference between 30,000 sq. ft. and
40,000 sq. ft. proposed in the two options.
Richard and Bauer answered that is not
described completely.Smaller collection
area, less meeting room space, a little less
people space.
Valerie Powell:theri stated that with both of
these options you Are incorporating the
lobby area out _there Obviously it's
pretty tall.Wh'at'.the.height of that?Will
it incorporate the sameheight.so you keep
the glass views?,

Mr. Richard stated that this is not yet
decided — the inclination is yes, we want
height, volume and views.
Theresa Nesser asked if there was any
thought of building two stories?
Mr. Richard pointed out the staffing
problem with that.
Valerie Powell followed by asking that
given the height like Theresa.said, is it
possible to take that ;new addition and
incorporate a:balcony aiea in at a later time
of is that not feasible?,
Mr. Richard reiponded that he would not
recommend that kind of construction inside
an operating facility.It would be more cost
effective to build more space adjacent to it.
Elevated structure is 50% more in terms of
the cost.Pouring concrete on the ground is
very simple, but in an elevated structure,
that concrete has to be held up.
Mr. Deidiker asked if option A could be
turned into B if budgetary requirements
mean that we can only go to A?How hard
would it be to expand another 10,000 sq ft.?
Mr. Richard answered that the project would
be split into different phases.
Rhonda Jackson asked if they were factoring
in that a lot of teens come here to study and
not socialize and in their area they need
study places as well?
Ms. Bauer said they would give them a
group study room that would be more of a
quiet area.
Valerie Powell asked where would parking
be in Option B and would there be more
parking?

a.Update on Budget for
2005/2006.
Mr. Richard responded that there would be
more parking.There would be 200 spaces
versus the 70 spaces currently available.
Ms. Powell followed with "Where would
the entrance be?"

Mr. Richard answered "Yes:
Lori D'Amico asked if the courtyard would
be in the small section where the drive up is,
how would that work?
Mr. Richard used the diagram to show the
way the drive up would work.
Lori D'Amico asked if it would not be
feasible to continue that driveway to where
the new portion of the building would be
and have it circle around?
Mr. Richard responsed that it has to do with
where you want to put the Circulation
workroom.
Pam reviewed statistics for the monthly
report.Statistics in most categories have
increased over one year ago.
There will not be many new requests for the
2005/2006 budget.Staff will be focusing on
areas that need the most attention.No new
staff will be added this year.

Library Board Annual Report.

Pam requested that the special Board
meeting be set for Monday, June 27, 2005 at
6:00 p.m.Valerie Powell made a motion to
hold the special Board meeting on Monday,
June 27, 2005 at 6:00 p.m. Theresa Nesser
seconded the motion.All members present
were in favor.
