Idaho Road Regular Meeting March 9, 2006 • A regular meeting of The Board of Trustees of Apache Junction Public Library was held March 9, 2006 at 6:04 p.m. at the Apache Junction Library pursuant to notice as prescribed by law. Librarian's Report: Absent Joyce Payne The question of accepting the agenda for the • March 9, 2006, regular Meeting was placed before the Board. Rhonda Jackson made a motion to accept the agenda. Terri Parker seconded the motion.All members present were in favor. The question of accepting the minutes for the February 9, 2006, regular Meeting was placed before the Board. Pam reviewed statistics for the monthly report and showed that some categories have increased while some declined compared to those of one year, ago. Old Business: a.Update and discussion on library building project.Contracts were extended for Richard & Bauer Architects, Inc. and Pinnacle One Project Management. A responsibility matrix will be created and this will tell us about the different steps of the process and who is most responsible for each step.In April or May the concept plan will be turned into a full blown schematic drawing. b.Update on development of the former Senior Center space.Pam sent out a memo to the library staff to •let them know that renovation may take place as early as August of 2007.Estimates received for the cost of cabling and electrical for the interim use were too high. A wireless hotspot will be created instead. •Tables and seating from the lobby will be moved into this space and patrons will be encouraged to use that space with their own laptops. c.Update on Digital Audio books. We also would like to bring in the soda machine and possibly look into other vending options. This area will have some space for staff offices but will mostly be a public area for seating, wireless computing and snacking. Some of the materials-the FOL currently have in the lobby will move to this space as well.There will be 6 staff members with their workspace in parts of the South wing.We are working on getting this process completed by the end of April. City of Apache Junction ,Library Board of Trustees Regular Meeting Page 3 7.New Business: .Discussion on library card •issues for out -of -county residents.The first issue is as follows: Currently, we only charge $1.00 per month for someone to come in and get a computer user's card. There is a concern that some people who do not live in our area may abuse this system by simply signing up for a new card each month. The recommendation is to change the charge to $1.00 per week.That way it will still accommodate patrons here as guests.It will encourage the person who is just trying to avoid paying the out of county charge to think twice about it.If you came in every week to pay it would cost $52.00 per year instead of the $40.00 annual fee. Rhonda made a motion that patrons be charged $1.00 per visit. No second was offered.Tess then asked that the Board wait until all issues were discussed before making any decision. The second issue is as follows: Payment of the out of county fee in one lump sum.It was asked if there was a partial payment plan.The staff did try to offer this in the first month. There was never any interest by patrons.Also it does require extra work and additional tracking. The circulation staff believed that since they had not been asked for it that they would not do it. The third issue is as follows:Someone asked about the idea of guest cards for out of state patrons.Pam stated that we have the opportunity for the $1.00 per week fee and anyone could get this access. Rhonda Jackson expressed the opinion that the charge could be a per use charge.A motion was made by Terri Parker to change the computer user temporary card fee from $1.00 per month to a $1.00 per week. Meet library staff member. c.Review of Library Budget proposal for Fiscal Year 2006/07 and possible vote for recommendation. d.Discussion on Library Legislative Day. 8.Request for future agenda items. motion passed with three in favor and two opposed. Meet Barbara Sexton.Barbara is a Library Clerk II.She has been with the library for 3 years and works part-time. She first started as a Page and then moved on to the computer lab. Now she works at the circulation desk.Barbara enjoys the variety of the job and assisting patrons. Pam has asked for additional personnel and increases have been requested in most categories.Theresa Nesser made a motion to recommend that the budget proposal be forwarded to the City Council for approval. Terri Parker seconded the motion.All members present were in favor. Attendees to Library Legislative Day included Lori D'Amico and her husband and Terri Parker and her mother. They enjoyed their time meeting with some of the representatives in attendance. Some pictures from the event were also taken. Old Business. Update on the library building project.
