Regular Meeting
March 12, 2009
A regular meeting and Executive Session of The Board
of Trustees of Apache Junction Public Library was held
March 12, 2009 at 6:31 p.m. at the Apache Junction Library
pursuant to notice as prescribed by law. With the President
absent, Vice President Rhonda Jackson conducted the
meeting.

before the Board. Theresa
Nesser made a motion to
accept the agenda. Loretta
Nielsen seconded the motion.

I. Librarian's Report:
Rhonda Jackson adjourned the
Executive Session and
reconvened the regular
meeting.
The question of accepting the
minutes for the February 12,
2009 regular Meeting was
placed before the Board.
Theresa Nesser made a motion
to accept the minutes.
Everett Deidiker seconded the
motion. All members present
were in favor.
None.
Pam provided a letter
received from patron Mari
Gardner.In Mrs. Gardner's
letter she speaks about the
painted fencing in the front
of the building. She does not
like the fence and suggests
ideas to beautify the look.
Mrs. Gardner would like to
find a free or nearly free
source that would take care
of this and has requested
that someone get back to her
regarding her request.
Pam reviewed the monthly
report and stated that there
were increases in circulation
of materials compared to
those of one year ago.
Programs continue to be
popular.

Phyllis Niemela is the
President of the Friends of
the Library.She stated that
their Chapter 2 Bookstore is
now the only bookstore in
Apache Junction.Phyllis
handed out business cards
created by the Friends of the
Library. These cards have a
$1.00 off coupon on them if
brought in when purchasing
books in Chapter 2 Bookstore.
There are many books ranging
from .10 cents to $3.00.The
Friends of the Library are
also selling commemorative
tiles for the wall outside
the front of the library.
Meet Spencer Paden.Spencer
has been with the library for
over 22 years. He will be
taking over for Pam after her
departure.Spencer's goal
for the library is to
minimize the impact on the
public caused by staff
reduction.
Joel discussed that this is a
result of the Council's
change in the date of the
term of office on a board or
commission so that incoming
City Councils vote on
appointments to the boards

Customer Satisfaction
Survey.

Nesser made a motion that
Article III - Terms of Office
be changed as follows:
Trustees are appointed by the
Mayor and approved by the
City Council for three (3)
year terms commencing on the
first day of November and
ending on the 3ls' day of
October three (3) years
thereafter." Janice Stenglein
seconded the motion.A roll
call vote showed that all
members present were in
favor.
Pam discussed the results of
the customer satisfaction
survey that took place in
February. The survey showed
that respondents rated the
Staff Assistance, Available
Seating, Adult Programs,
Facilities, Wireless Access,
and Overall Satisfaction with
the Library as Good or
Excellent at a higher
percentage than in the
previous year.Of those
customers who took the time
to make comments, 82 wanted
more books in one form or
another, 58 commented on
parking, 55 wanted the
Library open more hours,54
wanted more DVD/VHS movies,
and 43 wanted more computers
or more time or help on
computers.
Pam discussed the "State of

who will be leaving
the Library at the
end of March.
charts from the last quarter
of 2007 and 2008 through the
first monthof 2009. These
charts show increases over
time in patron visits, public
computer use, video checkout,
library cards issued, audio
circulation and book
circulation, especially in
December and January.
The Library Board took this
time to thank Pam Loui and
Liz Burks for their long time
dedication and service to the
Library. This was their last
Library Board meeting as they
have both accepted the City's
Voluntary Separation
agreement.

A regular meeting and Executive Session of The Board
of Trustees of Apache Junction Public Library was held
March 12, 2009 at 6:31 p.m. at the Apache Junction Library

City Manager George Hoffman
summarized the reason for the
Executive Session based on a
request by a Board member to
discuss Board responsibili-
ties to recommend applicants
for the Library Director to
City Council. Joel Stern
discussed Library Board
duties and responsibilities
in bylaws stating "In the
actual bylaws there is
something that talks about
when there is a vacancy for
the Library Director the
Board has the ability to
recommend to the City Council
the best -qualified applicant
for the position of Library
Director." The code will be
in conflict with the Library
bylaws as the Library Board
may not make a recommendation
to the City Council, but only
to the City Manager. The City
Manager has the sole
authority to make the
appointment. The city code
would be available on the web
in about 6 months but changes
will need to be made as there
are a lot of antiquated code
sections. George Hoffman
discussed the shortfall in
the budget and said that he
did not anticipate filling
the Library Director position
in the near future.Mr.
Hoffman stated he would
notify the Board when the
time comes for a future
recruitment of the Library
Director.It was requested
that Joel assist in providing
wording for bylaws, as it
relates to the selection of
