Board Member Barlett moved to accept the agenda as presented. Board Member Krouse
seconded the motion.

D. Acceptance of Minutes for the September 10, 2020 Regular Meeting
Board Member Walters moved to accept the minutes from the September 10,2020 regular
meeting. Board Member Borey seconded the motion.

F. Correspondence and Communications
Director Harrison introduced Penny Brumbaugh as the new supervisory librarian for youth
services. Penny Brumbaugh discussed upcoming library programs and expressed her desire to
increase youth programming for teens and school aged children.

G. Librarian's Report
Director Harrison reviewed the grants received from the state library. So successful in
popularity, Director Harrison discussed the purchase of 6 more wi-fi hotspots made available
through a discount program designed for libraries and non-profits. In addition to being able to
check out these hotspots, some are being used for our wi-fi bookmobile that travels out into the
community every other week to provide wifi access. Director Harrison also reported that
access points have been purchased to increase the range of wifi access inside and outside of
the building.This will help those in need of access during closed hours while also helping those
who may not feel comfortable coming into the library at this time.
Library Manager, Tracie Curtis reported on volunteers and some of the programs that they lead
at the library. Some volunteer run programs in addition to being held in-person are being lead
virtually via Zoom.

I. New Business
1. Welcome new library board members.
New members of the Library Board have been appointed to fill vacancies and
will take this time to make introductions to the Library Board. No action is
required.
New board members briefly introduced themselves to the Library Board.
-2. 20-562 Presentation and discussion on Code of Conduct, Conflicts of Interest, Open
Meeting Law, Public Records Law, and Parliamentary Procedure by City
Attorney Joel Stem.
City Attorney Joel Stern requested that we swap agenda item 20-562 with agenda item 20-563
so that he may be present for the election. Approved by matter of consent.
City Attorney Joel Stern provided handouts and included a summary of the Code of Conduct,
Conflicts of Interest, Open Meeting Law, Public Records Law and Parliamentary Procedure for
the Library Board.
3. 20-563 Election of Officers
This annual election of officers selects a President, Vice-President and
Secretary for the Library Board. The officer who currently holds a position
may not be re-elected to the same position, but may be nominated and
elected for any other position. Each officer is expected to serve for a one year
term.
Temporary Chairperson Graves called for a motion to open nominations for Library Board
President. Boardmember Barlett made a motion to open nominations.Vera Walters seconded
the motion. Temporary Chairperson Graves called for a roll call vote. The motion passed with all
in favor. Boardmember Barlett nominated temporary chairperson Graves for President.
Temporary Chairperson Graves called for additional nominations for President. No response.

Borey made a motion to close nominations for President. Boardmember Barlett seconded the
motion.Temporary Chairperson Graves called for a roll call vote on the motion to close
nominations.The motion passed with all in favor.
Chairman Graves called for a motion to open nominations for Library Board Vice-President.
Boardmember Barlett made a motion to open nominations. Judy Borey seconded the motion.
Chairman Graves called for a roll call vote.The motion passed with all in favor. Chairman
Graves asked for nominations for Vice-President. Boardmember Walters nominated
Boardmember Jeff Barlett for Vice-President. Chairman Graves called for additional
nominations for Vice-President. Boardmember Borey nominated Vera Walters for
Vice-President. Chairman Graves called for additional nominations for Vice-President. No
response.
Barlett received 4 ayes and 3 nays

Motion passed 4 to 3
Chairman Graves called for a motion to open nominations for Library Board Secretary.
Boardmember Barlett made a motion to open nominations.Vera Walters seconded the motion.
Boardmember Barlett nominated Boardmember Krause for Library Board Secretary. Chairman
Graves called for additional nominations for Secretary. No response. Chairman Graves called
for additional nominations for Secretary. No response. A roll call vote was taken-All members
were in favor
J. Requests for Future Agenda Items
Boardmember Barlett would like to review the budget of the library.
Boardmember Barlett would like to discuss that Maricopa county residents of Apache Junction
be allowed the same borrowing privileges as Pinal County residents.
Boardmember Barlett would like to discuss possible options for patrons to purchase library
materials.
K. Adjournment
Chairman Graves asked for a motion to adjourn. Boardmember Barlett made a motion to
adjourn the meeting. Boardmember Krause seconded the motion. All members present were
in favor.
