Call to Order Chairman Graves called the meeting to order at 6:30pm. B. Roll Call Present: 6- Boardmember Borey Boardmember Graves Boardmember Walters Boardmember Barlett Boardmember Wine Boardmember Krause Excused: 1 - Boardmember Rajski C. Acceptance of Agenda Vice Chair Barlett moved to accept the agenda as presented. Boardmember Walters seconded the motion. Acceptance of Minutes for the November 12, 2020 Regular Meeting Vice Chair Barlett moved to accept the minutes from the November 12,2020 regular meeting. Secretary Krause seconded the motion. E. Call to the Public None F. Correspondence and Communications None G. Librarian's Report Director Harrison gave a brief summary of the monthly report for November in addition to providing a patron privacy policy prepared by the library supervisors. The policy was also reviewed and recommended by the city attorney. This will become part of the library policies. We have been doing several holiday gift drives for the community. These include the Salvation Army Angel Tree, Police Department Toy Drive and the Paws and Claws animal control shelter City o1 Apache Junction,Arizona Page 1 Library Board Meeting Minutes December 10,2020 drive. We will also be doing a sock drive(new crew socks)for Genesis project. All the angel tree and toy drive tags were taken. H. Old Business None I. New Business 1. 202065 Apache Junction Public Library Budget for fiscal year 2020/2021. A library board member has requested information regarding the library budget for fiscal year 2020/2021. The library director will provide a brief summary of the budget. Board members may discuss. No action is required. Director Harrison provided an overview of the approved general fund budget for the library for fiscal year 2020/21. 2. 20-660 Library borrowing privileges for Maricopa County residents who live in the Apache Junction city limits. A library board member has requested this topic for discussion. The library director will provide a brief summary on current borrowing privileges. A discussion opportunity for board members will follow. Director Harrison provided a map of the city limits showing a small section of homes that are in Apache Junction but are technically part of Maricopa County since the homes reside on the west side of Meridian. For quite some time,the library has been providing free, full access library cards to patrons in this area. Library staff review new card memberships on a regular basis to check if addresses fall into this area and to ensure that these patrons do not get charged for non-resident cards.Vice Chair Barlett stated that he was trying to make it more fair for people who live in a different county and just trying to equal things here. Vice Chair Barlett also asked about the winter visitors and if they were allowed the same borrowing privileges as regular residents. Director Harrison stated that the circulation policy for winter visitors also provides full,free access cards if they are in the city at least 30 days out of the year. They must show proof of where they are staying while they are here. We make the library card with their home address in Apache Junction while they are here and then the alternate address is wherever their other home may be. They get full privileges because they are considered a resident. 3. 20-661 Discussion on possible options for patrons to purchase library materials. A library board member has requested this topic for discussion. The library director will provide a brief summary on the Library's mission and policy. A discussion opportunity for board members will follow. Director Harrison informed the board that the mission of libraries is to provide equity in their access of materials for patrons regardless of how much money they make or how able they are to get information. We want to provide free information to everybody. Giving patrons the option to purchase materials goes against the service model that public libraries practice day to day through the standards and guidelines provided by the American Library Association. Boardmember Walters asked if there are materials purchased through the library that are unavailable for individuals to buy elsewhere. Director Harrison stated that we do have books in City or Apache Junction,Arizona page 2 Library Board Meeting Minutes December 10,2020 our collection such as our Arizona Room that include a vast amount of arizona materials that are out of print. Due to current technologies, the print business is not as big as it once was and books are going out of print more easily. We want to protect books such as these so that other people can have access to them. We pay for library materials with public funds and we want to provide them to any patrons in the community that are interested. If somebody loses an item they would have to pay for the loss so that we hopefully can get another copy. We do also have a used bookstore in the library run by our Friends of the Library.Whenever the library is open the bookstore is open.There are many books available here and many are donated by members of the community. J. Requests for Future Agenda Items Secretary Krause would like to recommend possibly looking into an ultraviolet light machine for cleaning of library materials. Information on the machine states that it kills the Covid virus on books, DVD's CD's and more. Secretary Krause thought this might be something of interest for the pandemic as well as flu season. For those who have been home during the pandemic, Secretary Krause would also like to know if something could be put together virtually for information on job searching and how to help patrons get started working from home. K. Adjournment Chairman Graves asked for a motion to adjourn. Vice Chair Barlett made a motion to adjourn the meeting. Boardmember Walters seconded the motion.
