A. Call to Order
Chairman Graves called the meeting to order at 6:30pm.

D. Librarian's Report
Director Harrison displayed a visual chart of the daily average patron visits from April 1, 2021 to
June 21, 2021, to show the increase in visits over that time. Also mentioned was the summer
reading program statistics from 2019 to present. Although mobile library trips throughout the
community have decreased due to the summer heat and lack of outdoor events,we have begun
a partnership with the First Baptist Church in Apache Junction. Each Wednesday the church
holds a community resource center event from 9am-noon providing food bank items to the
public.The library will attend this event on Wednesday, June 30 to meet and inform the public
about library services. On May 3, 2021,we were awarded a grant for the StoryWalk at
Prospector Park through the Arizona State Library. This grant will pay for the installation of 18
posts and frames to hold pages of books and the pages will be covered with acrylic to protect
them from damage. Parks and Recreation will be installing the posts around mid-October.
Director Harrison provided pictures of what the StoryWalk could look like. The grant begins July
1 St.

Library Board of Trustees 2020/2021 Annual Report.

Boardmember Walters made a motion to approve the Apache Junction Public Library Board of
Trustees 2020121 Annual Report Vice Chair Rajski seconded the motion.

2. 21-277 Discussion and possible vote on eliminating proof of age 18 and parental
permission for circulation of audio/visual materials labeled R-Rated or for
mature audiences.
Vice Chair Rajski made a motion to eliminate proof of age 18 and parental permission for
circulation of audio/visual materials labeled R-rated or for mature audiences.Board member
Walters seconded the motion.

Director Harrison discussed the memo previously provided to the board regarding elimination of
age restrictions for circulation of nonprint library materials considered mature. The Apache
Junction Public Library's current procedure state in the Loan Periods and Limits section that:
'Audio/visual materials labeled R-Rated, for mature audience or parental advisory shall require
proof of age 18 or older or parental permission." Director Harrison's recommendation based on
the guidance from the American Library Association is to eliminate proof of age 18 and parental
permission for circulation of audio/visual materials labeled R-Rated or for mature audiences.
These standards currently apply to the circulation of print materials in the library. Director
Harrison contacted other libraries to see what their policies were and found that there was not a
single library system in Maricopa County restricting access to content for minors either in print
or nonprint. After contacting the largest libraries in Final County she found that Florence,
Maricopa City and Casa Grande do not restrict access to minors in print or nonprint. Director
Harrison also contacted the Apache Junction city attorney who agreed that it is up to the parent
to monitor their child's library materials as it is not a government function.
Currently, a mature content sticker is placed on tv series and video game materials. Director
Harrison would be willing to continue the use of stickers on those materials to provide some
awareness to parents on the type of content being checked out. Vice Chair Rajski suggested
some form of notification to parents regarding the possible change. Director Harrison will
discuss with city management the best course of action to provide notification to parents.
F. Adjournment
Chairman Graves asked for a motion to adjourn. Boardmember Walters made a motion to
adjourn the meeting.Vice Chair Rajski seconded the motion. All members present were in favor.
