HomeMy WebLinkAbout1982 03-11 Library MinutesCITY OF APACHE JUNCTION LIBRARY BOARD OF TRUSTEES 122 East Second Ave. Apache Junction, Arizona SPECIAL MEETING March 11, 1982 A special meeting of the Apache Junction Library Board of Trustees was held on March 11, 1982 at 7:00 p.m. at the Apache Junction Library pursuant to notice as prescribed by law. PRESENT ABSENT Margaret Carlin Lillian Castro Hazel Eldridge Ruby Forsberg Jan Hiller Eleanor Lewis Donald Taylor STAFF PRESENT:Elizabeth Burks, Librarian Jim Tuvell, City Manager Jeff Bell, Community Services Superintendent GUESTS:Mayor Wendell Clarke CALL TO ORDER: ACCEPTANCE OF AGENDA: The meeting was called to order by Hazel Eldridge. A motion was made by Lillian Castro to accept the agenda as presented. Motion was seconded by Eleanor Lewis, and carried unanimously. There was discussion on problems presently facing the Library Board. It was decided that Jeff Bell, Com- munity Services Superintendent, will be the staff for the Library Board of Trustees.All communications will go through the Librarian to Jeff Bell. The Librarian will be under daily supervision until the end of the fiscal year. However, according to the City Mana- ger, the Library Board can set up what ever procedures of communications that it sees fit.But, according to the manager's opinion, it should not be an island unto itself.It should be coordinated with the City.The City Manager will call other cities and research chain of command, staff, and miscellaneous procedures.Should be able to give a typed summary of discussions with other city managers at the Special Meeting on March 18, 1982. He will also make a "Job Market Survey" about the position of librarian. Procedure for invoices:The librarian Elizabeth Burks, will sign the invoice and then give it to Jeff Bell, accor- ding to the chain of command. Library Board Special Meeting 3-11-82 page 2 Questions from the Librarian:What about workshops that take place during library hours.We thought it worth while for her to be there.Can she go and leave the library with volunteers?Or should she close it.Answer:Close it; volunteers are not responsible for this kind of time period.Will she get a clerk to help with clerical duties so that she can devote her time to being a librarian.We have to find money for this as reminded by the Mayor.The City Council has to be con- vinced that this is worthwhile. We have to set a priority on what we want done first: a book count, a book inventory, or a book census.According to the Mana- ger, an estimate is good enough for insur- ance purposes or a book count is adequate for insurance.But there will be no count until after weeding. Is the Librarian covered by City Personnel rules?City Manager said he would have to investigate the status as librarian. A motion was made by Eleanor Lewis for a special meeting to be held on March 18 at 7:00 p.m. for the purpose of a job analysis by the City Manager and budget for library. Motion was seconded by Jan Hiller and carried unanimously. As reminded by the City Manager, a quorum is considered a public meeting no matter where it takes place, so beware of what we, the Board of Trustees, discuss when any of us (4 or more) run into each other even if by accident. The City Manager stated he was going to have the locks changed on the Library building.We agreed. A motion was made by Jan Hiller for invoices to go to Jeff Bell, then to the City Mana- ger for approval.Motion was seconded by Lillian Castro and carried unanimously. A motion was made by Jan Hiller to set up a permanent bulletin board for the City at the Library.Motion veconded by Margaret Carlin and carried unanimously. Lillian Castro made a motion to adjourn, which was seconded by Ruby Forsberg.Motion carried unanimously.
