HomeMy WebLinkAbout1982 03-31 Library MinutesCITY OF APACHE JUNCTION LIBRARY BOARD OF TRUSTEES 122 East Second Ave. Apache Junction, Arizona SPECIAL MEETING March 31,1982 A special meeting of the Apache Junction Library Board of Trustees was held on March 31, 1982 at 7:00 p.m. at the Apache Junction Library pursuant to notice as prescribed by law. PRESENT ABSENT Margaret Carlin Lillian Castro Hazel Eldridge Ruby Forsberg Jan Hiller Eleanor Lewis Donald Taylor STAFF PRESENT:Elizabeth Burks, Librarian Jim Tuvell, City Manager Jeff Bell, Community Services Superintendent CALL TO ORDER:The meeting was called to order by Hazel Eldridge, president. ACCEPTANCE OF AGENDA: OLD BUSINESS: Job Analysis: Ordinance: Budget: A motion was made by Lillian Castro to accept the agenda as presented.Motion was seconded by Margaret Carlin, and carried unanimously. The City Manager brought in copies of the job description for the position of the librarian.It contains a general format that he will use in future job descriptions for the City.It has as its main headings General Statements of Duties; Distin- guishing Features of the Class; Examples of Work; Required Knowledge, Skills and Abilities; and Acceptable Experience and Training.For further information, see the copy passed out to the Board. The City Manager has received some ordin- ances about library boards, but needs more of these so that he can make a determination as to what our ordinance should be.He said that ordinances of this type cover a wide range of spectrum from advisory to governing. A 5 -year capitol improvement program was discussed with the City Manager.After looking over this list, the Manager commented that perhaps there were things that other departments did not need and that a City Swap Meet could be arranged so that items could be switched around and utilized.Also, the purchase of land for the new City Complex would be taken care of by the City. Library Board Special Meeting 3-31-82 page 2 In the Library Budget for FY82 /8 3, the Manager said that monies for part-time clerical help would be easier to get than monies for a full-time employee. The hourly wage for this type of person should be about $4.20 per hour.A final determination for salaries and wages for the coming year was not agreed upon.However, we did agree on a figure of $4,000 for Capital Outlay, $4,190 for Contractural Services, $7,200 for Commodities, $2,750 for Card Catalog sets, and $250 for appraisal of books. The Manager said that he would like to have a semi-final budget by April 6, 1982 The Manager discussed the possibility of CETA help.We agreed we would accept this type of help. He wanted to know if we had discussed the salary of the Librarian for the coming year.He then related to the comparison of salaries in the Phoenix and Pinal areas, and the job skill demand at this time.He also related to a Library Director in a big library where this person is mainly a super- visor (more money in this position) and a small library where the librarian performs most all the tasks (less money). A motion was made by Margaret Carlin for all old and rare books to be appraised.The motion was seconded by Eleanor Lewis and carried unanimously.
