-Special Meeting
April 10, 1984
A special meeting of the Apache Junction Library Board of Trustees was
held on April 10, 1984 at 6:30 p.m. at the Apache Junction Library pursuant
to notice as prescribed by law.

1.Acceptance of agenda:A motion was made by Dwight Pierce to
accept the agenda as presented, and
seconded by Margaret Hammer.It
passed unanimously.
2.Discussion of proposed
1984-1985 library budget:
Two service areas in the budget will
be introduced under public services
and technical services to present
financial needs in more specific de-
tail.Money will be needed for a new
roof for the library building in the
next fiscal year whether or not there
is a new library structure.It would
be necessary in order to sell the build-
ing, so this item will be placed in the
budget.
Extra money for salaries will be need-
ed.The budget will carry salary re-
quests for a library assistant, which
here -to -for was paid by outside sources,
and for a part-time typist, a new posi-
tion we find necessary for the orderly
operation of library business.Other
items, such as magazine subscriptions,
also previously supplied outside the
budget, will become a library expense
in the next budget.
We will ask for $5,500 to start build-
ing a reference library.The present
status of that department is described
as a "disgrace", totally inadequate, and
outdated.We also will request an extra
$3,500 for children's books.
The $_6,000 alloted in the current budget
for book acquisition did not nearly cover
the needs, and money was shifted from less
urgent needs to cover the deficit.
Additional monies will be sought in the
new budget for that purpose.
One budget item, which could lighten the
burden of book acquisition is the
McNaughton Plan, under which the library
would select a base number of 200 books
which would be supplied in September,
freight free.

These books, fiction and best sellers,
would remain in the library one year,
with eight selected new titles added
each month.The cost would be $105.00
a month for nine months.The books
would remain in the library during the
summer months and be removed, free of
cost in September.
If the library decided to add some of
the books to its permanent collection,
they could be purchased at 75% of cost.
A report of city financial support for
communities in Pinal County shows Apache
Junction next to the lowest at 1.1 per-
cent of the total city budget.Only
Mammoth is lower with 1 percent.The
support ranges upward to as much as
3.5 percent of the total city budget in
Coolidge.
The consensus of the board was to work
toward convincing city officials of the
need to try to attain some semblance of
parity in financial support with other
communities in Pinal County.
Pamela Loui, Librarian, attested to the
fact that additional services are re-
quired because of the ever increasing
population of the city and its demands
on the library.The city has a popu-
lation growth of 30 percent in the
last four years.. The increase is re-
flected also in the increase of the
school population.
A motion to send a letter to the City
Council urging acceptance of the budget
was made by Margaret Hammer, seconded
by Dwight Pierce, and passed unanimous-
ly.
A motion to publish a pamphlet offering
information about the purpose of the
override election, May 15, was made by
Eleanor Lewis and seconded by Margaret
Hammer.It passed unanimously.
The meeting was adjourned on motion of the
chair.
