NOTICE OF SPECIAL MEETING
OF THE
APACHE JUNCTION CITY COUNCIL
Pursuant to Arizona Revised Statutes §38-431 .02, notice is hereby
given to the Apache Junction City Council and to the general public
that the Apache Junction City Council will hold a special meeting
open to the public on Thursday, January 31 , 1985, at 7:00 p.m. ,
in the City Council Chambers, 1001 N. Idaho Road, Apache
Junction, Arizona.
The agenda for the meeting is as follows:
1 . Call to Order -- Roll Call
2. Resolution No. 85-03, Pertaining to the non-issuance of building
permits or use permits for billboards within the City of
Apache Junction.
3. Adjournment
Copies of this agenda and additional information regarding any of
the items listed above may be obtained from the City Clerk 's
office, 1001 N. Idaho Road, Apache Junction, Arizona, Monday
through Friday, 8:00 a.m. to 5:00 p.m., excluding holidays.

SUBJECT: REQUEST FOR AGENDA ITEM - FEBRUARY 5, 1985
CONSIDERATION OF SHORT-TERM MORATORIUM ON BILLBOARDS
Background
At the January 22, 1985 Planning and Zoning Commission meeting, a public
hearing was held for the proposed Sign Code. The major item of controversy
in the draft is the prohibition of off-site advertising. The sign companies
which attended the meeting requested that the Commission study stricter
regulations of billboards as opposed to an outright ban on billboards. In
consideration of this request, and to allow time for further study of all
)rovisions of the proposed Sign Code, the Commission made the following
lotion: (Jorgensen/Taylor 5-1-0)
"BE IT RESOLVED by the Planning and Zoning Commission of the City of
Apache Junction, Arizona, that case PZ-33-84, proposed Sign Code, be
continued until the meeting of March 26 , 1985, at 7:00 p.m. , in these
City Council Chambers, and that a moratorium be placed on all high-
level-type billboard-type signs until the 16th day of April , 1985,
unless so extended or shortened by the City Council ."
Staff Recommendation
If the Council feels that a moratorium on billboards is necessary, I have
drafted the attached Resolution No. 85-03.

A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE
CITY OF APACHE JUNCTION, ARIZONA, DIRECTING THE CITY
MANAGER NOT TO ISSUE BUILDING PERMITS OR USE PERMITS
FOR BILLBOARDS UNTIL APRIL 16 , 1985.
WHEREAS, the City of Apache Junction is studying means of effectively
regulating signs and outdoor advertising, including the regulation of
offsite signs , and
WHEREAS, prior to adoption of new zoning regulations governing
billboards, the problem of inadequately regulated billboards may be further
aggravated by the installation of new billboards which conform to the City's
current regulations.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of
the City of Apache Junction , Arizona , that the City Manager is hereby
directed to henceforth prohibit the issuance of building or use permits
for billboards until April 16 , 1985 , or as otherwise directed by this
Council .
