COMMISSIONERS PRESENT: JODENE WEETER, CHAIRPERSON (arrived at 4:49 p.m.) ANDREW WHITENECK ROBERT MAYO RANDY MULLEN COMMISSIONERS ABSENT: CHRISTA RIZZI STAFF PRESENT: KATHLEEN CONNELLY, CITY CLERK JAN MASON, DEPUTY CITY CLERK 1.Call to Order/Roll Call. Commissioner Whiteneck called the meeting to order at 4:45 p.m. Deputy City Clerk Jan Mason called the roll and advised there was a quorum present. 2.Discussion on FY 2011-12 funding applications and procedure for reviewing applications. City Clerk Kathleen Connelly briefed the commission on the item. She stated she has given them the 5 applications received for this funding cycle.They are all prior applicants.They appear to be proposing almost identical services to what was proposed last year.The dollar amounts are even almost the same.Those who historically have asked for an increase in funding have done so again.The food bank is asking for a little bit more.They are asking for $20,000.It is for the purchase of food and to help them meet their utility costs.There were no problems with them in their reporting last year.The Boys and Girls Club is asking for $30,000 again and it is for the continuation of their after school program, Project Learn and their intersession programs.There were no reporting problems with them but we did have some problems with them meeting other city code requirements.They are supposed to tell us in advance when they HEALTH AND HUMAN SERVICES COMMISSION MEETING OCTOBER 25, 2011 PAGE 1 OF 4 are doing an event so that the city can convene an internal group of public works and the police department to help them coordinate the event.They had to chase them for some of their events.Last year's contract included a provision requiring them to meet all city code requirements.Their director changed and she has not met the new director. Commissioner Whiteneck asked if there was a penalty for them failing to meet the code requirements. City Clerk Kathleen Connelly stated there was no penalty built into the contract.She hoped the words being in there would send a message.It did not work.In some instances it was not their fault.They have a lot of other agencies that reach out to help them and those other agencies took charge of the event and Judy did not realize that those other agency volunteers did not come to the city.It was a lack of coordination on their part.Community Alliance Against Family Abuse is asking for $14,500 for their empowerment sessions, intervention program, legal advocacy services and general advocacy services. (Chairperson Weeter arrived.) City Clerk Kathleen Connelly continued stating East Valley Adult Resources, the group providing the programs at the senior center, are asking for $30,000 to be split evenly for the congregate meals and the home -delivered meals.There were no reporting issues for the last two groups.The last one is Mountain Health and Wellness, formerly Superstition Mountain Mental Health, asking for $23,000; $3,000 for client needs and $20,000 for psychiatric and mental health services.There were no reporting problems with them.The requests total $117,500 and there is only $80,000 to work with. Commissioner Mayo asked if the breakdown sheet has the top figure as the amount they requested and the bottom figure is what they actually received. City Clerk Kathleen Connelly stated that is correct. Chairperson Weeter commented they had reasons for every one of those totals. HEALTH AND HUMAN SERVICES COMMISSION MEETING OCTOBER 25, 2011 PAGE 2 OF 4 City Clerk Kathleen Connelly stated she did not know if they want to interview all of them and make their decisions immediately after that or just interview some of them and make their decisions.This is a lot of information and she does not know how much time they need to take to review it. Commissioner Whiteneck asked if there would be any other applications. City Clerk Kathleen Connelly stated there would not.The deadline for this funding year was January 31. Commissioner Mullen stated we had problems with the Boys and Girls Club and they now have someone new.He would like to have them brought in and see what can be done. City Clerk Kathleen Connelly stated she thought that would be a great idea. Commissioner Mullen stated they can explain to her the situation and try to prevent it in the future. Commissioner Whiteneck asked if Mountain Health and Wellness had a human resources problem last year with some turnover.Rules were not followed properly. City Clerk Kathleen Connelly stated they did.The woman who had been responsible for not filing the reports is no longer there. The person who took her place is a certified public accountant and she has not had any further problems. Chairperson Weeter asked what we know about the food bank.The president was leaving and he has been replaced but she does not know with whom. City Clerk Kathleen Connelly stated the request letter was signed by Nick Kuzmich.He is the new president.They have another new person in there. Chairperson Weeter stated she thinks they need to talk to them all. Commissioner Whiteneck stated he was going to suggest the same thing. She believed they probably do need to interview them all. City Clerk Kathleen Connelly stated that is true.Dan Taylor is still at East Valley Adult Resources so nothing has changed there.Mountain Health and Wellness still has Rob Evans for their chief executive officer, however, she does not know if he is well enough to come to the meetings.He will probably send Marge Walter who they have met before.Community Alliance Against Family Abuse has had some internal changes so it would be good to talk to them.They can do all five, but it depends on when they want to do them. 3.Selection of future meeting dates. City Clerk Kathleen Connelly stated she would like to get all the agreements awarded this year.She was unwell, lost about 6 weeks and is trying to catch up now.The second set of council meetings in December has been cancelled.In order to get it done this year, they can do it no later than the December 5 and December 6 work session and meeting.We would have to be finished by November 17 to make the deadline. There was general discussion between the commission members and staff regarding the best day and time to have a meeting.The consensus was to have the meeting on November 2 at 3 p.m. 4.Adjournment. Commissioner Whiteneck MOVED TO ADJOURN THE MEETING. Commissioner Mullen SECONDED THE MOTION. VOTE:Unanimous. The motion carried.
