COMMISSIONERS PRESENT: JODENE WEETER, VICE CHAIRPERSON GEORGIANA ELIAS RANDY MULLEN JUDY BOREY STAFF PRESENT: KATHLEEN CONNELLY, CITY CLERK JAN MASON, DEPUTY CITY CLERK COMMISSIONERS ABSENT:OTHERS PRESENT: ANDREW WHITENECK, CHAIRPERSON ED BARKER 1.Call to Order/Roll Call. Vice Chairperson Weeter called the meeting to order at 5:19 p.m. Deputy City Clerk Jan Mason called the roll and advised the commission Chairperson Whiteneck would not be attending.Upon finishing the roll call she advised there was a quorum. City Clerk Kathleen Connelly requested they introduce themselves as they have one new member that has been sworn in.Ed is a new member but cannot participate until November.The commission members introduced themselves to each other. City Clerk Kathleen Connelly commented Ed Barker was a prior member of the Health and Human Services Commission 2.Discussion on FY 2014-15 funding applications and procedure for reviewing applications.3.Status report on FY 2013-14 funding recipients. City Clerk Kathleen Connelly briefed the commission on the item. She stated only four agencies applied this year.Mountain Health and Wellness did not apply.She believes it is a •. combination of the death of Mr. Evans, the transition in staff, and their merger that they may have either forgotten about it or decided they did not need the funding.The agencies applying HEALTH AND HUMAN SERVICES COMMISSION MEETING OCTOBER 22, 2014 PAGE 1 OF 4 for funding this fiscal year are the food bank, the boys and girls club, Community Alliance Against Family Abuse and the senior center.The food bank is asking for $30,000 this year. The People there.have been wonderful to work with.Their reports have been on time and complete.The funding would be for food and operating expenses.The boys and girls club is requesting $25,000 this year for youth development programs. Their reports have been timely and complete.They have a new director who is working his way through the transition.She had recommended he contact Judy Borey if he had any questions on how things should be done. Commissioner Borey stated he had not contacted her for anything as of yet. City Clerk Kathleen Connelly continued on with her briefing. Community Alliance Against Family Abuse is requesting $18,000 for intervention services which include empowerment sessions, legal advocacy and general advocacy.Their reports are on time but they still have some confusion over non -city addresses. Their charges were well over the quarterly limit in the first quarter and they were advised that it might be made up in the last quarter depending upon what their charges were then.As many as four charges in one day appear on the sheet for one individual and she will be looking into that to determine what actually happened.Dan Taylor from East Valley Adult Resources is again requesting to use this funding for his van transportation program.He is requesting $15,000 for the congregate meals at the senior center, $15,000 for the home delivered meals, and $40,000 for the van transportation program. He has asked for this in the past but the commission has not funded it.He has been receiving $26,432 from the city for the Ride Choice program which is where people over 65 and those people over 18 years of age who are disabled can have a friend drive them to their appointments and get reimbursed for the mileage.The money for the van transportation has come from grants in the past.Last year the Gila River Indian Tribe funded the program, but they turned it down this year.He has already used about $4,000 of the Ride Choice funds and he would like to see if he can get that switched to the van transportation funding.He will have to go before the council to request that change; it cannot be done administratively as it was voted on by the council.The commission may want to ask him HEALTH AND HUMAN SERVICES COMMISSION MEETING OCTOBER 22, 2014 PAGE 2 OF 4 about this.Their reports have been complete but sometimes late and she had to remind them on occasion. 4.Selection of future meeting dates. City Clerk Kathleen Connelly asked if they wanted to interview all the applicants.The consensus of the commission was to interview all applicants. City Clerk Kathleen Connelly advised them on the possible dates for future meetings.The earliest it can be on a council agenda is November 17 for the work session and November 18 for the regular meeting for adoption.In order to make those dates, they would have to meet next week and finish their deliberations.Staff would then have to work quickly to complete everything on time.If they are unable to meet next week, they would be looking at the December 1 work session and December 2 regular meeting.She did not know if they wanted to push it back that far.The consensus of the commission was to have the interviews and deliberate on the funding next week. Due to the council meetings, the only available dates are October 29 and October 30. There was general discussion on what date would be the best to have their meeting, doing the interviews and funding deliberation in one meeting. Deputy Citw Clerk Jan Mason commented Commissioner Mullen cannot get here, as a rule, before 5 p.m. due to his job.The consensus of the commission was to break the one meeting into two meetings, starting at 5 p.m. City Clerk Kathleen Connelly suggested they interview the first three applicants on October 29 and interview the final applicant on October 30, followed by the deliberations.She stated they would take them in alphabetical order.Staff would get the - letters out the next day to the applicants.It should give them enough time to be ready for the interview.If they cannot make that date or time they can try to switch with another applicant. The consensus of the commission agreed with that process. Vice Chairperson Weeter commented since Mr. Barker is replacing Andrew, who was their math whiz, she was hoping he would be able to take over the math for the deliberations. City Clerk Kathleen Connelly stated Andrew Whiteneck used to have all the figures done for the commission when he came in and they would make whatever adjustments were needed, if any. Commissioner Mullen commented he could probably come up with some figures for them to start with. City Clerk Kathleen Connelly stated she would check with the city attorney to see if Mr. Barker would be able to vote on the funding.She would advise them when they next met. 5.Adjournment.
