Call to Order Chair Mitchell called the meeting to order at 5:00 pm. B. Pledge of Allegiance Chair Mitchell led the Pledge of Allegiance. C. Roll Call Present 4- Vice Chair Erickson Commissioner Kinner Commissioner Brennan Chairperson Mitchell Absent 1 - Commissioner Borey Staff present: Jennifer Pena, City Clerk Others present: Barbara Kelly, Contractor D. Consent Agenda Commissioner Brennan moved,seconded by Vice Chair Erickson to approve the consent agenda. Commissioner Brennan revised his motion,seconded by Vice Chair Erickson to approve the consent agenda as amended. Yes: 4- Vice Chair Erickson, Commissioner Kinner,Commissioner Brennan and Chairperson Mitchell No: 0 Absent: 1 - Commissioner Borey 21-738 Consideration of approval of agenda. 21-733 Consideration of approval of regular meeting minutes of November 22, 2021. E. Public Hearings None. F. Old Business City of Apache Junction,Arizona page 1 Health and Human Services Meeting Minutes December 27,2021 Commission None. G. New Business 21-629 Discussion and review of Apache Junction City Code Volume I, § 2-11 Health and Human Services Commission. The commission and staff discussed the following: The history of the commission before and after the city was established. Ordinance 0-84 established the commission with seven members. The council did not get enough applications or applicants to fill the seats on the commission and changed the commission to five members. The council recently received many applications for the commission so therefore changed the commission back to seven members effective November, 2022. Staff explained that council's intent was to increase the seats to help with the work the commission would like to do with the various non-profits in the city. The increased member number will also bring more talent to the city and commission. The commission and staff discussed the various duties as outlined in the city code and how the commission can reach those in need in the city. Staff also explained that the city code was developed based on what the city was experiencing at the time the code was written. The commission and staff discussed the health fair at the MGC and how the commission can survey residents to target needs. They also discussed various other ways to survey residents and their needs. 21-637 Discussion and review of Ordinance No. 084, Establishment of the Community Health Commission and Ordinance No. 708, Establishment of the Health and Human Services Commission. 21-630 Discussion and possible direction to staff regarding the review and comments submitted by Commissioner Erickson regarding the duties of the Health and Human Services Commission. Vice Chair Erickson moved,seconded by Commissioner Kinner that staff compile a letter and invite members of churches and non-profit organizations to attend Health and Human Service meetings to identify needs in the community. Yes: 4- Vice Chair Erickson, Commissioner Kinner,Commissioner Brennan and Chairperson Mitchell No: 0 Absent: 1 - Commissioner Borey The commission and staff discussed inviting non-profits to commission meetings to discuss their services. Staff will work on a letter to send to the non-profits and churches inviting them to future commission meetings. 21-736 Discussion and possible direction to staff to update the Health and Human Services Commission Request for Financial Assistance Scoring Rubric. Chair Mitchell moved,seconded by Commissioner Kinner that the scoring be increased to 100 City of Apache Junction,Arizona Page 2 Health and Human Services Meeting Minutes December 27,2021 Commission points with the additional 15 points be qualitative for this funding year. Yes: 4- Vice Chair Erickson,Commissioner Kinner,Commissioner Brennan and Chairperson Mitchell No: 0 Absent: 1 - Commissioner Borey The commission and staff discussed the rubric used to evaluate applications and if any changes should be made for the upcoming appropriations. The commission and staff discussed what can be simplified on the rubric. The commission and staff also discussed adding a rating to ask if the applicant is partnering with other organizations in the city. The commission requested overlapping of services and partnerships of service be added. The commission also discussed that the applicant refer to the rubric when completing their application. They also requested that the total be 100 and the term collaboration would be better word than partnerships. The commission discussed the rubric should include a subjective section, a qualitative section and a summary of prior year reporting provided by the NFP. H. Information and Reports 21-735 Announcement of community events. Vice Chair Erickson said Genesis is holding a Toasty Toes drive. They are collecting new white crew socks that can be dropped off at the Apache Junction Library. The drive ends January 8th. She also announced that the Genesis Project serves lunch everyday from 12:00 pm to 2:00 pm. Chair Mitchell announced this Saturday, January 8th, from 10:00 am to 7:00 pm at Prospector Park is the Apache Junction Founder Centennial Celebration. There will be a concert and activities for families to enjoy. Chair Mitchell also announced that all are welcome to the Rotary Club meeting on January 5. The meeting is held at the Gold Canyon Golf Resort and starts at 12:00 pm. Chair Mitchell announced there are several covid testing sights in the city. They are at the Central Arizona Community College Superstition Mountain Campus, 805 S. Idaho Rd (you can make an appointment or walk up), Sonora Quest Laboratories at 2080 W. Superstition Ave., Ste. B6 (call for an appointment-480-474-1001), and NextCare located at 2080 W. Southern Ave., Ste.A-1 (480-985-0172). He also announced that those wishing to receive vaccinations can contact Pinal County Public Health Department(866-860-0633), Walgreens at 2440 S. Ironwood Drive(480-288-0428) and CVS Pharmacy at 325 W. Apache Trial (480-983-1129). Walgreens and CVS provide free rides with Lyft. I. Staff Liaison's Report None. J. Selection of Meeting Dates, Times, Location and Purpose City of Apache Junction,Arizona Page 3 Health and Human Services Meeting Minutes December 27,2021 Commission 21-737 The regularly scheduled commission meetings are the fourth Monday of each month at 5:00pm in the city council chambers located at 300 E.
