1. 24-051 Nominations and election of Health and Human Services Commission
Chairperson and Vice-Chairperson
Commission members shared their background and why they wanted to serve on the commission.
Chairperson Mitchell called for a motion to open the nominations for chair person.
Commissioner Brennan moved, seconded by Commissioner Moeller to open the nominations for
the chair person.

No-0
Chairperson Mitchell called for nominations for the chair.
Commissioner Moeller nominated Michael Brennen for the chair person.
Chairperson Mitchell called for nominations for the chair person a second time.
Commissioner Volsine nominated Jeffrey Danford for the chair person.
Chairperson Mitchell called for nominations a third time.
Chairperson Mitchell called for a motion to close the nomination.
Commissioner Brennan moved, seconded by Commissioner Moeller to close the nominations.

Chairperson Mitchell called for a motion to approve the nomination of Michael Brennan as the
chair.
Commissioner Moeller moved, seconded by Commissioner Danford to accept the vote for Michael
Brennan for chair person.

Newly appointed Chairperson Michael Brennan took over the gavel for the remaining of the
meeting.
Chairperson Brennan called for a motion to open the nominations for vice chair.
Commissioner Danford moved,seconded by Commissioner Moeller to open the nominations for
the vice chair.

Chairperson Brennan called for nominations for the vice chair.
Commissioner Moeller nominated Commissioner Danford for vice chair person.

Chairperson Brennan called for a motion to close the nominations for vice chair person.
Commissioner Mitchell moved, seconded by Commissioner Moeller that the nominations for vice
chair person be closed.

Chairperson Brennan called for a motion to approve the nomination of Jeffrey Danford as the vice
chair.
Chairperson Brennan moved, seconded by Commissioner Moeller to approve the nomination of
Commissioner Danford as vice chair.

Once nominations were completed, Commissioner Mitchell recused himself from funding
discussions for Fiscal Year 2024-2025 due to his involvement in one of the non-profits that has
applied.

Agenda.

2. 24-101 Consideration of approval of regular meeting minutes of April 24, 2023.
Commissioner Danford moved, seconded by Commissioner Brennan to approve the Consent
Agenda.

3. 24-084 Presentation and discussion on FY2023-24 Quarter 1 and Quarter 2 services
provided from Superstition Food Bank, Boys and Girls Club of the Valley,
Apache Junction Community Development Corporation, Genesis, Other Side
Ministries, and Horizon.
City Clerk Jennifer Pena presented Quarter 1 and Quarter 2 reports from the non-profit

agencies for Fiscal Year 2023-2024, Superstition Food Bank, Boys and Girls Club of the Valley,
Apache Junction Community Development Corporation, Genesis, Other Side Ministries, and
Horizon Health and Wellness. She provided statistical information and informed the
Commission that Genesis Quarter 2 report remains under staff review.
4. 24-052 Presentation and discussion on the applications submitted for Fiscal Year
2024-2025 funding.
City Clerk Jennifer Pena presented an introduction for the applications submitted for Fiscal Year
2024-2025 funding for Apache Junction Community Development Corporation, Bigger Than Us,
Superstition Food Bank, A New Leaf, Begin Again Homes, Horizon Health and Wellness and
Boys and Girls Club She stated there was difficulty in opening all the email attachments from
Bigger Than Us so she is working to get more information from them. She also explained the
funding comparison table scoring rubric/point system and how review the applications.
Ms. Pena indicated one application had been overlooked and she would send that via email to
the Commission on February 27, 2024.
H. Information and Reports
5. 24-102 Discussion on the duties of the commission.
City Clerk Jennifer Pena explained the purpose of the Commission, why it was formed and the
original values for the funding.
Commissioners discussed the budget amount, Arizona's water climate, affordable housing and
the biggest challenge staff is currently facing in the school system.

Commissioner Moeller moved, seconded by Commissioner Danford to adjourn the meeting.
Chairperson Brennan adjourned the meeting at 6:31 p.m.
