CITY COUNCIL REGULAR MEETING MARCH 5, 1985 The regular meeting of the City Council of the City of Apache Junction, Arizona, was held on March 5, 1985, at the Apache Junction City Council t\ Chambers pursuant to the notice required by law. CITY MANAGER'S REPORT None PUBLIC HEARINGS PROPOSED ORDINANCE NO 357, FOUR-WAY STOP SIGN Mayor Clarke opened the hearing to the public. Director of Public Works Rich Broman explained that this proposed four-way stop sign would be located at the intersection of Meridian Drive and Superstition Boulevard, and it is antici- pated that Maricopa County will be providing the City with intergovernmental agreements for the installation of traffic signals at this location Mr. Harvey Morrison, 1834 W. Roundup, Apache Junction, wished to know why a four-way stop sign had not been installed at Ironwood Drive and Superstition Boulevard, as he felt one is necessary. Mr. Broman stated that a traffic count has been taken at that intersection and it has not been computerized to decide if the count warrants a four-way stop as yet, and when this has been done it will be submitted to the Council. Mayor Clarke asked if there was anyone who wished to speak in favor of or in opposition to the issue There being no one else wishing to address the Council, Mayor Clarke closed the hearing to the public. City Manager Michael J McNulty explained that this Ordinance should have had the emergency clause in it /I1 originally, and if the Council desires, it can be added by amendment, thereby protecting the driving public. Vice Mayor Eidson MOVED THAT ORDINANCE NO. 357 BE AMENDED BY ADDING AN EMERGENCY CLAUSE AND THAT THE ORDINANCE BE READ BY TITLE ONLY WITH THE EMERGENCY CLAUSE AND THE READING OF THE ENTIRE ORDINANCE BE WAIVED Councilman Baljo seconded the motion. VOTE Unanimous The motion carried OLD BUSINESS ACCEPTANCE OF RESIGNATION FROM AND APPOINTMENTS TO LIBRARY BOARD Councilman Damiano MOVED THAT THE RESIGNATION OF MS ALICE POLOMSKEY FROM THE LIBRARY BOARD, BE ACCEPTED WITH REGRET. AND THAT GARY L DOAK BE APPOINTED TO THE LIBRARY BOARD TO FILL THE VACANCY CREATED BY THE RESIGNATION OF MR DWIGHT PIERCE SAID TERM TO EXPIRE JUNE 30, 1987. Councilman Hill seconded the motion VOTE• Unanimous The motion carried. Agar NEW BUSINESS SOCIAL SERVICES PROGRAM ASSISTANCE ) Mr McNulty reminded that there had been a similar request several months ago, to which the Council obliged, and it would be to the benefit of the City to enter into an agreement with the Community Foundation to act as the City's agent in social service needs. Councilman Shanks stated that proper procedure in the past has been for the organization to submit a statement of what the funds are needed for and how much. Councilman Shanks MOVED THAT AUTHORIZATION BE GIVEN TO THE CITY MANAGER TO NEGOTIATE WITH THE COMMUNITY FOUNDATION TO ACT AS THE CITY'S AGENT WITH REGARDS TO SOCIAL SERVICE NEEDS. Councilman Damiano seconded the motion. VOTE Unanimous The motion carried. REGULAR MEETING OF THE CITY COUNCIL MARCH 5, 1985 PAGE 3 ormk Councilman Shanks MOVED THAT THE TWO REQUESTS FOR ASSISTANCE BE TABLED UNTIL AN OUTLINE OF THE REQUESTS ARE RECEIVED OR UNTIL THE BEGINNING OF THE NEW FISCAL YEAR, WHEN IT WOULD BE APPROPRIATE, WHATEVER COMES SOONER. Councilman Hill seconded the motion VOTE: Unanimous The motion carried APPOINTMENTS TO PRIMARY ELECTION BOARD City Clerk Kathleen Connelly explained that the list of recommendations for the Election Board is submitted to the Council, is compiled of residents with exper—nce on election boards. Councilman Damiano MOVED THAT THE ELECTION OFFICIALS AS RECOMMENDED BY THE CITY CLERK, BE APPROVED. Councilman Shanks seconded the motion VOTE: Unanimous The motion carried REQUEST FOR EXTENSION TO CLEAN PROPERTY, THAXTON Ms Connelly stated that this is Mrs. Thaxton's first request and has made an effort to clean the property, but needs more time to obtain vehicle titles in order to legally dispose of the vehicles. Councilman Damiano MOVED THAT AN EXTENSION OF 60 DAYS TO EXPIRE ON MAY 5, 1985, BE GRANTED TO MRS. DOROTHY THAXTON TO BRING HER PROPERTY INTO COMPLIANCE WITH ARTICLE 9-2 OF THE APACHE JUNCTION CITY CODE Amok Councilman Taylor seconded the motion. VOTE* Unanimous The motion carried. AWARD OF BID FOR STREET IMPROVEMENT BONDING PROGRAM, PHASE III-A Mr Broman recommended the low bidder, National Applicators, as all references and specifications provided were satisfactory. Councilman Damiano MOVED THAT THE BID PROPOSAL SUBMITTED BY NATIONAL APPLICATORS FOR THE CITY OF APACHE JUNCTION PUBLIC WORK PROJECT NUMBERS PW-84-26 THROUGH PW-84-28 IN THE AMOUNT OF $213,354.00 BE ACCEPTED. Director of Planning Chuck Newcomer briefed the Council on the amendments to the Zoning Ordinance and explained that the previously approved amendment in Ordinance No 332, were included, and that this proposed ordinance had been published and posted pursuant to State Law. Mayor Clarke asked if there was any- one who wished to speak in favor of or in opposition to the amendments Ms Midge Conway addressed the Council in objection to the proposed ordinance in relation to amendments proposed by the Zoning Re-Write Committee, of which she was a member City Manager Michael J McNulty answered Ms Conway's questions and pointed out the reasons for the various amendments Councilman Baljo added to Mr McNulty's comments. Mr Jim Bakkedahl pointed out different areas that had zonings he disagreed with. 'oak Ask Mr. Keith Stachar addressed the Council in objection to zonings in various areas of the City, and suggested different methods of zoning Mayor Clarke asked if there was anyone who wished to address the Council There being no one else wishing to speak, Mayor Clarke called upon the Director of Planning for recommendations. Mr Newcomer stated that the Planning ,•••%N staff recommended approval of the ordinance with three amendments, and that the Planning and Zoning Commission also recommended approval with four amendments, the fourth being the hours of operation allowed in certain zones. After estimates and other items were prepared by Salt River Project, the Council adopted Resolution of Intention on February 5, 1985. Thereafter, the Resolution of Intention was published and posted in accordance with Arizona Revised Statutes. The Planning and Zoning Commission continued their public hearing until March 26, with the City Council advertised to consider it on April 16th. So that there will not be a one-day "window" of opportunity for billboard permits , I am recommending through Resolution No. 85-10 to extend the moratorium to 12:00 noon on April 17, so that our new ordinance will be in effect prior to expiration of the moratorium. The other alternative would have been for the City Council to hear the Sign Code on April 2 , however, this would have left only one week between the Planning and Zoning hearing and the Council hearing: not enough time for staff research and preparation , should the Commission recommend major amendments to the Code. The site is a 5 acre parcel located between 16th and 18th Avenues, 330 feet east of Cortez Road and developed with mobile homes as a part of Roadrunner Mobile Home Park in Section 27. It is designated Medium/High Density Residential Opportunity on the General Plan. Surrounding land uses include Roadrunner Mobile Home Park, mobile homes, travel trailers, and vacant land. Planning Department Comments and Recommendations Potentially, the rezoning would allow 29 to 87 persons per acre depending on whether mobile homes or recreational vehicles are installed in the park. The 5 acre parcel would be an expansion of the existing Roadrunner Park. The City would not permit development into an RV or mobile home park unless it was an expansion of the current park. Stagecoach Road between the two 5 acre parcels has been abandoned. Staff has researched prior roadway dedications and recommends stipulating the dedication of the south thirty- three feet (33 ' ) , and the south seven feet (7' ) of the north forty feet (40' ) of the subject property for public roadway and associated purposes. The east and west thirty-three feet (33 ' ) were previously dedicated. The applicant is proposing 65,000 square feet of mini- warehouses and offices. The applicant has stated his intention to develop the project in two stages. Phase I would be development of the western portion of the property in mini-warehouses, and the eastern portion as RV storage. Phase II would include the conversion of the RV storage to mini-warehousing and retail office space. The site is a vacant 4.3 acre parcel located near the southwest corner of Delaware Drive and Greasewood Street in Section 18. It is designated Medium/High Density Residential Opportunity on the General Plan. Surrounding land uses include mobile homes, vacant land, and mobile home parks. Planning Department Comments and Recommendations 1. The major issue of concern is compliance with the City' s General Plan and suitability of the site for general commercial uses. The "Local Commercial " designation on the General Plan 's proposed Land Use Map indicates the boundary for commercial uses as south of the subject site. There are a number of design features in the sketch plan and narrative which staff feels could have been adjusted to result in a development more harmonious with its surroundings and more in line with the high quality development objectives of the Planned Development Ordinance. a. Use of 0' setbacks along the southern property boundary and adjacent to the existing laundromat property. Without careful coordination of development with adjacent properties, zero setbacks can result in degradation of adjacent property owners rights with regard to noise, view, light, and protection from damage resultant of events occurring in or to the buildings located on the property line. Trespass easements with adjacent property owners should also be established to facilitate construction, maintenance, and repair of structures on the property line. b. OPEN SPACE. The PD Ordinance requires 20% open space. No indication on the sketch plan as to where or what type of open space would be provided. Since the potential users of the project will have little need for open space (other than the retail offices) , I would suggest that it be used as a method to increase setbacks along the property perimeters and to off-set the perimeter wall and long structures to break up the lineal appearance of the project. 3. Developer has stated his intention to abandon Desert View Drive. No application has yet been filed, and this action could significantly affect development of the project by providing an opportunity to increase setbacks, provide open space and landscaping area. 4. If Desert View Drive is not abandoned, developer will have to provide proper site distance at the Desert View Drive and Greasewood Street intersection, not indicated on the sketch plan . 5. Developer shows parking and a sign structure with zero setbacks from Delaware Drive with no indications of sign height or design (as a rationale for not complying with setback requirements) or for land- scaping of the parking area along the street frontage. 6. Developer indicates use of Phase I for an RV storage without provisions of screening of this use from outside the property boundaries. Stipulation in Ordinance Staff recommended stipulation of roadway dedication to which the Commission added twenty foot by twenty foot cut-offs on the corner of Desert View and Greasewood Street. The Apache Junction Self Storage consists of 42,000 sq. ft. of rentable area of which 41,600 sq.ft. is storage rental and 400 sq.ft. is rental office space. This project is situated on a 2.04 acre site near the intersection of Delaware and Greasewood Roads in the City of Am\ Apache Junction, Arizona. The Developer has designed the project to be aesthetically pleasing from the street view as well as structually sound in the masterful blending of steel and masonry construction. The project is designed with all exterior solid masonry walls on the North, West, and South side with a pleasing blend of granite ground cover with native species of desert trees and shrubs tastefully land- scaping the Greasewood side of the project. It is the Developer's proposal to widen Greasewood and to add curb and gutter to the extent of the development of Phase I which has approx- imately 300 ft. of frontage on Greasewood. These street improvements will be to City of Apache Junction specifications and of the best quality of materials and standards of workmanship. To be economically viable, the Developer proposes to continue the improvement of Greasewood (approximately an additional 154.32') as well as 172' frontage on Delaware Drive, when the Developer is ready to move to Phase II of this project. The Developer would not be in a position to make these improvements at this time, but would commit to these improvements at a later date when he develops the Phase II portion of this project. The exisiting Laundromat at the corner of Delaware and Greasewood covering approximately .36 acres is under separate owner- ship and the Developer has no plans for improving this owner's street frontage. The Developer proposes the abandonment of Desert View Drive due to no current use nor apparent need for this street. The project site itself has an asphalt paved entrance from Delaware of 30' in width extending back into the security area of the Self Storage. The Project consists of seven buildings totaling 42,000 sq.ft. The interior buildings are all of steel construction painted white with roll-up doors on each individual storage unit, with steel beamed roof construction peaked in the center and sheeted with rustproof Zincalume Leak Proof Panels. Asphalt paving is throughout the compound and in between storage buildings with exits and emergency access paved out to Greasewood. All on site water will be retained on property with the use of drywells to conform to design requirements as established by the project engineers and the city staff. There is 24 hour security lighting, security fencing and a 24 hour on site caretaker planned with this project. The exterior masonry walls will be painted an aesthetically pleasing earth tone color to match the granite landscape and native shrubbery that the Developer is installing as part of this project (on the Greasewood frontage on Phase I). Overall, the development will be a very well built, well designed, aesthetically pleasing project. With the landscaped street frontage, all asphalt paving, and exterior masonry construction, this will be the most appealing self storage project in the City of Apache Junction. The building layout may need modification when topography; routing of offsite drainage flows through the development; and stormwater retention is considered. ' Field observations revealed offsite drainage flows westerly through the inter- section of Delaware and Greasewood to approximately the centerpoint of the project (NE corner of Phase I ) , and then is directed southwesterly to an outfall point near the SW corner of the project (SW corner of Phase I ) . Prior to giving conceptual or preliminary approval to this plan, a preliminary grading and drainage plan, along with a drainage report, should be provided in accordance with Section 33.00 of the Zoning Ordinance as amended on June 5 , 1984. Predicated on field observations and information lacking on the plan, it is highly probable that plan modifications will be required. 2. Offsite improvements phased with development is not objectionable, with the exception that a paved turnout on Delaware will be required with Phase I development, as it will be the primary access point. 3. As Desert View is not currently developed as a dirt or paved road, and as adjacent property has access from other roads , it appears that the request for Desert View abandonment could be favorably recommended to the Council . If approved by the Council , and if utilities are agreeable to abandoning or reducing their easement requirements , then that 33 feet could be included in the developable area to obtain additional storage space or open space. Essen- tially, the westerly perimeter wall could be located on the monument line of Desert View. 4. In accordance with provisions of the Development Guide, streetlight installa- tions shall be made. Based upon preliminary locations and current costs , the contribution for Phase I is estimated at $1 ,512 and $1 ,693 for Phase II . Provisions for masonry walls should include a note on the construction drawings to omit one block every ten feet at the groundline to allow for the passage of drainage. 6. Any landscaping in the public right-of-way will require a landscape mainte- nance agreement as outlined in the Development Guide. 7. Special attention is directed to the plan approval checklist as outlined on Page 3A of the Development Guide, of which a copy is attached hereto for trans- mittal to the applicant. 8. With subsequent submittals for planned development approval , dedication of 33 feet and 40 feet on Greasewood and Delaware respectively, will be required. The peak 8-hour period was from 9:30 a.m. to 4:30 p.m. inwhere 6,942 vehicles passed through the intersection. One of the warrants related to the installation of a multi-way stop (4-way) has to do with minimum traffic volumes to the extent as follows: "The total vehicular volume entering the intersection from all approaches must average at least 500 vehicles an hour for any eight hours of an average day." ''.. From the peak 8-hours as stated above, an average of 868 vehicles per hour passed through the intersection. As this exceeds the minimum traffic volume, the warrant for a multi-way stop is met. It is recommended that the proposed Ordinance No. 363 attached hereto, be approved in order to establish a multi-way (4-way) stop at the intersection of Ironwood Drive and Superstition Boulevard. Applicants for police registration under the terms of Section 8-1-1 shall be required to furnish two satisfactory photographs of the applicant, one to be attached to the applicant's registration card and the other to be retained by the police department. The chief of police shall require the applicant to file his fingerprint identification with the police department. Oa"hk B. Such applicants for police registration shall be required to furnish to the police department a complete description of the product to be sold in the city, together with information regarding sales methods to be used and references that will enable the chief of police to determine whether or not such applicant is qualified to receive a registration card as provided in Section 8-1-3. Investigation by the chief of police under the provisions of this article shall be completed within fifteen days after the applicant has given the required information. -42- Rev. 10/84 8-1-3 BUSINESS ^ 8-1-7 Sec. 8-1-3 Issuance of Registration Cards A. Registration cards under this article shall be issued upon payment of a $25 00 service charge and shall be valid for a five day period for all applicants who have complied with Section 8-1-2, unless the chief of police discovers that any such applicant is deemed not to be a proper person to be permitted to go from house to house because of any of the following reasons: ( 1) he has a criminal record, (2) he is associated with a company that has engaged in fraudulent dealings, or (3) the proposed sales proposition includes some element of trickery, fraud or deceit, in which case, in the interest of public safety and protection, the applicant shall not be registered. B. Applicants procuring a Business Occupation License in accordance with Article 8-5 of this chapter shall be exempt from paying the $25.00 service charge and shall be required to update their registration cards on an annual basis. Specifically, the individual requesting the document must provide a verified statement that the copies they are requesting will be used for either a non-commercial or commercial purpose. If the document is to be used for a commercial purpose, the individual must then provide a certified statement listing the intended use of the public record. The fee charged for copies of public records used for commercial purposes must be based upon the following stipulations contained in A.R.S. §39-121 .03(B) : ...ft. 1 . A portion of the cost to the city for obtaining the original or copies of the documents, printouts, or photographs; and 2. A reasonable fee for the cost of time, equipment and personnel in producing such reproduction; and 3. The value of the reproduction on the open market. If the document is to be used for non-commercial purposes, then copies are to be furnished "for a reasonable fee, not exceeding a commercial rate for like service." (A.R.S. §39-121 .03A) . The attached chart shows the rates charged by other cities, some of which have not yet adopted different fee schedules for commercial and non- commercial copies. The second chart shows the rates charged by different businesses within the city and in the immediate area who provide copy service at commercial rates. At present, all copies are charged at the rate of 101t per page. This does not reflect the time necessary to discuss the request with the individual , determine what their actual need is, locate the document in the central files or the official record, run the copies, collect the money and provide a receipt. Based upon the information contained in these charts, it appears that a '^ fee of 15¢ per page for non-commercial copies and 25¢ per page for commercial copies would be reasonable and in line with State law. I would also recommend establishing a fee of $1 .00 per page for any copy that is requested to be certified due to the additional administrative time involved in preparing such a certification. Resolution No. 85-11 has been written with these recommendations. An alternative motion has been prepared if the Council wishes to make amendments to the fees in the resolution. Chairman asked for discussion on work session dates for the Sign Code. 9 Mr. Newcomer suggested two separate work sessions, one for the billboard section of the Code, and one for other items in the Code. No more than two support columns 5 Billboards to maintain equal setback of the front of any building within 100 feet 6. Maximum allowable square footage of sign to be 300 square feet. Discussion of proposed billboard regulations submitted by Gannett Outdoor: Amok 1 Spacing - 400 feet between billboards on the same side of the street 2 Height - 25 foot height standard with a variance procedure for taller sign locations. 3. Size of Sign Face - 300 square feet with a variance procedure for larger sizes 4 Support columns - No more than two support columns 5 Allowable Zones - Billboards be allowed in the commercial and industrial zones 6. Setbacks - If a billboard structure of sign face is within 100 feet of a building, the billboard must maintain the same setback to the front of the building 7 Exposed Structural Elements (columns, bracing, and backs of sign faces) - All structural elements and backs of sign faces painted in earthtone colors General discussion of billboard regulations between Commission, outdoor advertising companies and members of public present. Mr. Nakagawa briefed the Commission regarding the case. 6 Chairman asked the applicant to speak. 7 Ilene Taylor gave history of the existing park and proposed use for the 5 acres under application tonight. She said they wish to get the right zoning on the property for the future. 8. Mr. Vehon stated that if a straight TH is granted and the property is sold, it could allow a high density 9 Mr Newcomer said that since the City requires 10 acres for a park, the 5 acres would have to be added to the existing 5 acre park He said that 20% would be allowed to be RV spaces with the rest mobile home spaces sPoir Page Two - Planning and Zoning Commission Minutes - February 26, 1985 10 Chairman there being no one to speak in favor or in opposition, he asked for Planning Department comments and recommendations 11. Mr. Nakagawa stated that the City Building Department would permit the development of the 5 acres only if it were an extension of the exisiting mobile home park He added that staff recommends the dedication of 16th and 18th Avenues if not already dedicated.^ 12. Chairman closed the public hearing 13 Taylor/Jorgensen M/S "BE IT RESOLVED by the Planning and Zoning Commission of the City of Apache Junction, Arizona, that rezoning case PZ-62-84, also known as Proposed Ordinance No 330, application of Burton and Ilene Taylor for their property described as, a matter of public record, requesting rezoning from GR General Rural to TH Trailer Homesite Zone, that the Commission recommends to the Apache Junction City Council the approval of said application Any stipulations or recommendations are The applicants dedicate the north forty feet (40') and the south thirty-three (33') of the subject property for public roadway and associated purposes, and that staff research the dedication requested The reason for this recommendation is that there is an existing mobile home park on the adjoining 5 acre parcel and our current ordinance requires 10 acres to operate that type of unit, so it is logical that their contiguous 5 acres should be zoned so that it could be put to its most logical use." The motion passed 6-1-0, with Mr Vehon dissenting 14 Chairman opened the public hearing on PZ-67-84, Proposed Ordinance No. 336, a rezoning from GR to CB-2/PD in Section 18 and asked for staff briefing 15 Mr. Newcomer briefed the Commission regarding the case 16 Chairman asked the applicant to speak. 17. Jerry Burgess said that he, the other applicant and the engineer were all present to answer any questions anyone might have on the project 18 Mr Vehon wanted someone to respond to the recommended changes to the plan by the Planning Department. 19 David Nicolay spoke as the developer He felt the development was the best use of the property. He said an application to abandon Desert View Drive would be submitted to the City or the road would be dedicated 20 Mr Vehon noted that the Planning Department had questions on using zero setbacks for several of the buildings 21. Mr Nicolay said that the only zero setback was on the south border and that the east border bordering the laundromat would be ten feet He said they are acquiring the property. He saw no problem with the setbacks Page Three - Planning and Zoning Commission Minutes - February 26, 1985 22 Mr. Vehon asked about the time involved in the phasing of the project 23 Mr Nicolay replied that due to financing he had informed the City, it would be within 24 to 30 months after Phase I that Phase II would be built 24 Chairman asked if anyone wished to speak in favor 25 Norman Hill said that everyone in the district had been watching the property and that he felt it would be the best use of the property He added that Desert View Drive should be abandoned. 26 Ardra Legler also spoke for the project because she and her husband do not want apartments there. She was also in favor of having Desert View Drive abandoned. 27. Chairman asked if anyone wished to speak in opposition. 28. Keith Stachar said that if the rezoning is approved by the City Council, a General Plan amendment should also be made 29 Chairman asked for Planning Department comments and recommendations 30. Mr. Newcomer stated that the major issue for the rezoning is compliance with the General Plan He said that the commercial boundary on the General Plan is approximately 300 feet north and south of Superstition Boulevard. He said in favor of the site is access to Delaware Drive. He noted design features that staff would like to see taken care of during the preliminary design phase and 20% common usable open space. He noted the RV storage area was to be screened He added that proper roadway dedications would also be required and that sight distance at the intersection of Desert View Drive and Greasewood Street was requested 31 Chairman asked if the applicant had any rebuttal 32. Jerry Burgess said that the mobile home would be a caretaker's residence and that if Desert View Drive is abandoned, that would take care of the sight distance He said he went and obtained a signature petition on his own to show the support for his project 33 Chairman closed the public hearing 34 Jorgensen/Hoaglin M/S "BE IT RESOLVED by the Planning and Zoning Commission of the City of Apache Junction, Arizona, that rezoning case PZ-67-84, also known as Proposed Ordinance No 336, application of Jerry Burgess and Robert Jones III for their property described as a matter of public record, requesting rezoning from GR General Rural to CB-2/PD General Business by Planned Development, that the Commission recommends to the Apache Junction City Council the approval of said application Any stipulations or recommendations are. 1 The applicants dedicate the north and west thirty-three feet (33') and the east forty feet (40') of the subject property for public roadway and associated purposes, and twenty foot by twenty foot cut-offs at the corner of Desert View and Greasewood Street. Page Four - Planning and Zoning Commission Minutes - February 26, 1985 2 The applicants prior to preliminary approval will confer with the Planning Department on the eight comments or recommendations made and all items must be resolved to the satisfaction of the Planning Department prior to submission to the City Council. The reasons for this recommendation are 1. The project seems to have the support of all of the surrounding property owners. 2. It seems to be a good use of this property." The motion passed 6-1-0, with Mr Heermans dissenting. 35. Chairman asked for staff briefing on MC-Z-84-207, under Requests From Other Agencies, a request for rezoning from RI-8 to R-5 36. Mr Nakagawa briefed the Commission stating that the rezoning request is for a vacant 5 acre parcel located on the southwest corner of University and Meridian He said the applicant proposes a 140 unit, 3 story apartment complex with a pool, recreation building, putting green, and laundry facilities He said the proposal does not appear compatible with the the neighborhood. 37 Chairman asked if the applicant was present, he was not. There being no one to speak in favor or in opposition, he asked for staff recommendation 38. Mr Vehon asked for clarification on density and height in the City's CR-5 zone 39. Commission discussion 40 Mr. Nakagawa stated that the Public Works Department had no objections to the project provided that street and drainage improvements be required. The Fire Department asked that fire hydrants be provided on the site and that a sprinkler system be installed in the buildings 41 Vehon/Heermans M/S "BE IT RESOLVED by the Planning and Zoning Commission of the City of Apache Junction, Arizona, that in case MC-Z-84-207, a request for rezoning from RI-8 to R-5, that the Commission recommends to Maricopa County the approval of said application Recommended stipulations are. 1 The required street and drainage improvements be handled by the developer. 2 Fire hydrants be provided on the site. 3.
