HomeMy WebLinkAbout1987-05-14 City Council Special Minutes CITY COUNCIL SPECIAL MEETING MAY 14, 1987 The special meeting of the City Council of the City of Apache Junction, Arizona, was held on May 14, 1987, at the Apache Junction City Council Chambers pursuant to the notice required by law. .=.1k CALL TO ORDER Mayor Hill called the meeting to order at 7.00 p.m. ROLL CALL Councilmen Present: Councilman Burgess Councilman Eidson Councilwoman Gardner Councilman Baljo Vice Mayor Bakkedahl Mayor Hill Councilman Absent. Councilwoman Taylor Staff Present. City Manager Bill Da Vee City Attorney David Alexander Deputy City Clerk Lori V. Clark Director of Planning Chuck Newcomer Assistant Planner Jim Nakagawa Associate Planner Julie Reid PROPOSED RESOLUTION NO. 87-26, DECLARING 1987 GENERAL PLAN A PUBLIC RECORD PROPOSED RESOLUTION NO. 87-27, ADOPTING 1987 GENERAL PLAN ) Vice Mayor Bakkedahl asked for a description of Resolution No. 87-27. Assistant Planner Jim Nakagawa explained that Resolution No. 87-27 adopts the General Plan. Councilman Eidson stated that a petition opposing the splitting of Section 22 has been submitted, and wished to know if this has been taken into consideration in the planning of the General Plan. Councilman Eidson also stated that people in Section 27 are requesting higher density and that a person in Section 33 is concerned with that area being made too low of a density, which would prevent it being developed to the best potential . Councilman Baljo expressed the opinion that the Council shouldn 't make a decision on the General Plan too quickly, but should make some of the necessary amendments now rather than after adoption. Mayor Hill stated that people ..m should be verbal prior to the City Council making a decision, possibly an additional work session on the subject, would give them that opportunity. Councilwoman Gardner stated that Councilmembers have been approached with various requests for zoning in the different areas, and that the General Plan should be acted upon at this time. Vice Mayor Bakkedahl expressed the opinion that this should not be taken lightly, but that due to growth this General Plan will have to be redone in four years, and at this time the proposed General Plan is sufficient. SPECIAL MEETING OF THE CITY COUNCIL MAY 14, 1987 PAGE ONE Vice Mayor Bakkedahl MOVED THAT RESOLUTION NO. 87-26, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, DECLARING THE 1987 APACHE JUNCTION GENERAL PLAN AS A PUBLIC RECORD, BE APPROVED AND ADOPTED. AND THAT RESOLUTION NO. 87-27, A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, ADOPTING THE 1987 APACHE JUNCTION GENERAL PLAN, BE APPROVED AND ADOPTED. Councilwoman Gardner seconded the motion. Councilman Eidson stated that the Council should consider the petitions submitted before adopting the Plan. Councilman Baljo stated that these people should have come forward before, but that is no reason to ignore their rights. Mayor Hill asked how difficult it would be to amend the General Plan if adopted at this time. City Attorney David Alexander replied that if the amendments were major in nature, it would be necessary to go through the notification process again, and if the amendments were small or minor it would not present a problem. Mr. Alexander suggested that if the resolutions fail , a motion may be made for a work session on them, with no public input, but if the intent is to allow public comment, it should be advertised. Mayor Hill stated that the lack of public comment is not the problem, but that the City Council hasn't listened prior to the submittal of petitions. Councilwoman Gardner asked if it would be possible to prohibit additional petitions, as this matter needs to be resolved as soon as possible. Mr. Alexander further stated that if petitions are going to be considered in the decision at all , another public hearing should be scheduled, this being the cut-off date for petitions, in order to hear both sides, and also that additional petitions would be defeating the purpose of previous public hearings. Mayor Hill suggested another public hearing, and that the full-time staff deal with any changes so as not to have to further extend BRW' s contract Councilman Baljo requested that a map be made available at the next meeting with the density figures clear. Vice Mayor Bakkedahl suggested that the contract with BRW should be extended for an additional work session. VOTE In Favor: Councilwoman Gardner, Vice Mayor Bakkedal Opposed: Councilman Burgess, Councilman Baljo, Councilman Eidson, Mayor Hill The motion failed. Councilman Baljo MOVED THAT RESOLUTION NOS. 87-26 AND 87-27 BE CONTINUED TO THE REGULARLY SCHEDULED WORK SESSION AND REGULAR MEETING ON JUNE 15 AND 16, 1987, AND ALSO TO HAVE A MEETING WITH BRW, COUNCIL AND STAFF ON THE FIRST THURSDAY IN JUNE. ADJOURNMENT Councilman Baljo MOVED THAT THE MEETING BE ADJOURNED AT 7:50 P.M Councilwoman Gardner seconded the motion. VOTE• Unanimous The motion carried.
