opened the meeting at 7:05 P.M.and requested the
Executive Secretary to call the roll.
called the roll and determined four (4)members
present as above
announced that a quorum was present and that the
first item on the agenda would be the approval of
the "Minutes"from the meeting of May 4,1981.
M/S "BE IT RESOLVED by the Board of Adjustment of
Th-e-City of Apache Junction,Arizona,that the
"Minutes"of the meeting of May 4,1981,be approved
as written."
The motion passed 3-1 with Mr.Burfiend voting
present because he had not attended the meeting in
question.
announced that the section for public hearings was
now open and asked Mr.Newcomer to brief the Board
on case BA -4-81 (Corsi).
explained that the applicant in this case is Norma
J.Corsi,the property owner of a parcel located on
S.Hilton Road.The property is approximately 250
feet X 125 feet.This is excluding the easements of
33 feet taken off of each side.
He said the applicant is requesting permission to
place a second mobile home on the property to house
a family member.There is currently one mobile home
located towards the front half of the parcel.
He said the variance request is to put the second
mobile home on and this would be a variance to
Section 805 of the City Zoning Ordinance which requires
the one dwelling unit per acre and a quarter.
explained that she brought a picture and a copy of
her mother's income that she gets each month.
She said that her mother could not afford anything on
her own and she was not able to keep her and what she
wanted to do was set a mobile home on the parcel for
her to live in.

asked i f the mobile home was going to go approxi-
mately 80 feet behind the present mobile home.
answered "Yes".
asked how she proposed to serve another mobile home.
answered:another septic tank would be put in.
asked how far was the mobile home from the wash.
said it was probably three or four feet.She ex-
plained that there had only been water in there
twice since she has lived there.
asked i f there was anyone who wanted to speak in
favor of the applicant or in opposition.
explained that Mrs.Corsi lives directly behind him.
He said that he bought the property there for the
spaciciousness of it,and that he plans to retire
soon and live there.
He explained that if Mrs.Corsi wanted to place a
second mobile home on the property,she should alsohavetogothroughthe'iGrandfather"clause.
asked just what his objection to Mrs.Corsi placing
another mobile home on her property was.
explained that it would be back to back with his
property.
said that she was not behind him,but that the
Quigley's were.
said he was somewhat confused after he studied the
map which was on the drawing board.
explained that she was opposed to having Mr.Corsi
place another trailer on her property because when
she had purchased the land some ten years ago,i t
was with the stipulation that only one dwelling was
allowed to 14 acres.
She said that they liked the area out there because i t
was sparsely populated and i f an exception is made
for one person,there will be others doing it,and
then we will not have what we have out there now.
stated that there were others up in the area with
more than one trailer on each lot.
explained that any mobile homes out there,unless on
an acre and a quarter now,would either be on a lot
that was split below the acre and one quarter before
enactment of the City Zoning Ordinance or else illegally
put on at one time when the County had jurisdiction
over the zoning.
stated that her neighbors to the front,back,and
side of her had no objections to her placing a second
mobile home on the property.

asked i f they had just one mobile home on their
property.
answered "Yes".One has a little house.
asked for recommendation of the staff.
said that he had a letter from the City Zoning
Administrator which read:
"Having reviewed the application with the City
Attorney,i t is my interpretation that the
request falls within the Board's authority
under Section 2403 (h).
Because of the reason given for the requested
variance,i t is recommended that the variance
be granted with the condition that when the
applicant's mother no longer needs the use of the
second trailer,the second trailer is to be
removed.Further conditioned,that the variance
for the second trailer must be renewed in nine
(9)months".
asked i f the property was sold,would i t be sold with
the variance.
replied that it would be up to the Board to specify
stipulations and conditions.
M/S "BE IT RESOLVED by the Board of Adjustment of the
m y of Apache Junction,Arizona,in the case of
BA -4-81 an application submitted by Norma J.Corsi
with property legally described as:
N 1/2,SW 1/4,NE 1/4,SE 1/4,SE 1/4 of Section
22,Township 1 North,Range 8 East of the Gila
and Salt River Base and Meridian,Pinal County,
Arizona.
Hereby granting a temporary and revocable permit,
as authorized by Section 2403 (h)of the City Zoning
Ordinance,to the applicant for placement of a
second mobile home on the subject property.This
permit shall be subject to the following conditions;
1.Only the applicant's mother may reside in
the mobile home.
2,The permit shall be good for a period of nine
(9)months.Before the end of the nine
month period,the applicant,if desirous of
renewing the permit,must notify the Board
and appear before the Board to present evidence,
satisfactory to the Board,showing that renewal
of the permit is justified.
3.All other requirements of the City Zoning
Ordinance shall be complied with.
4.All applicable regulations of other agencies
having jurisdiction shall be complied with.
The Board bases its decision on the following findings
of fact:
1.I t is because of a hardship case,with the
stipulation that the applicant's mother only
may reside in the mobile home.
2.and,as a further condition,the permit shall
cease to exist i f the applicant sells or
transfers the property".

The motion carried 3-1 with Mr.Vaughn voting "No".
stated the reason that he voted "no"was he believed
it was not in the best interest of the community
and he did not feel there was a legal hardship.

The motion passed 4-0.
