MEETING MINUTES BOARD OF DIRECTORS ROLL CALL: Chairperson Douglas Coleman Vice Chairperson Patricia Richmond Mrs.Robin Barker Mr.Joe Durbala Ms.Carol Urich Mr.Keith Hendricks Mrs.Anne Surra Others Present: Curtis Shook,District Manager Bill Farrell,District Counsel Kathleen Connelly,District Clerk George Hoffman,Asst.City Manager Doug Dobson,District Operating Mgr. Keith Lewis,District Treasurer 1.Call to order. 2.Roll call. 3.Approval of minutes of April 14,1997. Mrs.Barker moved to approve the minutes of the April 14,1997,meeting.Ms. Surra seconded the motion.The vote was unanimous. 4.Award of Bid for Project WD -97-01 for 1,000,000 gallon storage tank; authorization for District Chairman and District Manager to execute necessary documents. District Manager Curtis Shook briefed the board on the item.He stated it would be located at the site of Well No.6 in the Public Works yard.He added they had received a number of good bids as it had been projected to be as high as $350,000 per tank.The low bidder is 6 & K Steel Fabrications and they are considering talking to the company to see if they can get a second storage tank at that price as well.I t is an approximately $130,000 savings on each tank over what was projected.Mrs.Surra asked where the company is from.District Operating Manager Doug Dobson stated they are out of Colorado but have a local office in Chandler.Chairperson Coleman asked i f anyone had seen any of their work. District Operating Manager Doug Dobson stated they had checked into their background and found no problems;everyone was satisfied with their work.Mrs. Barker moved that the bid for Project WD -97-01 for a 1,000,000 gallon storage tank be awarded to B &K Steel Fabrications in the amount of $219,694.Vice Chairperson Richmond seconded the motion.The vote was unanimous. 5.Discussion of name change for Water Utilities Community Facilities District. Chairperson Coleman opened the discussion on the item.He asked i f a board Water Utilities Community Facilities District Meeting Minutes of May 19,1997 Page 1 of 4 member had requested this item.Mrs.Surra stated she had because she does not like to write WUCFD on her bills;she thinks i t is ugly.Vice Chairperson Richmond asked if there were some letters she preferred.Mrs.Surra stated she would like to see something that makes a name.She added she does not like the name for the sewer district either.City Manager Curtis Shook asked i f any employees had submitted any names.District Operating Manager Doug Dobson stated he has heard AJ Water,Apache Junction Water,Lost Dutchman Water,Superstition ;Water and Goldfield Water Company mentioned by employees.Mr.Durbala suggested the Gold Mine Water Company.Other board members commented that i t is not even in town.Mrs.Barker stated most people in town call i t the Apache Junction Water Company.Mr.Hendricks suggested the Superstition Mountain Utility Company.Chairman Coleman asked if there is any charge attached to changing the name.District Manager Curtis Shook stated there may be a nominal charge with the Secretary of State's Office and possibly in trademarking it.District Counsel Bill Farrell stated there is a small charge for a trademark;other costs would involve changing the letterhead,adopting a logo and putting i t on some equipment.District Manager Curtis Shook stated Development Services has been putting together some logos,including one that looked like the seal with a tap in it.He believes the ones that the employees have talked about show some promise,and there are a lot of people already who refer to it as Apache Junction Water.District Operating Manager Doug Dobson agreed a lot of people are saying that.District Manager Curtis Shook stated that may fit as it may become part of the city in the future.Vice Chairperson Richmond asked i f i t would still have to be called a water district,or could i t be called a company.District Counsel Bill Farrell stated that until the bond of indebtedness is paid,all legal filings would have to be under WUCFD (Apache Junction,Arizona),but the checks could be made out to "AJ"or "City of AJ".Mrs.Surra stated she did not want to use the word "city".Mr.Hendricks stated he still liked Superstition Mountain Utility Company.Mrs.Surra stated she liked Apache Junction Water. Chairperson Coleman agreed with Mrs.Surra.Ms Urich asked i f i t was Water District or just Water.Mrs.Surra stated she would like i t to be Apache Junction Water Company,which would allow the district to grow outside the city .as the word city is not used.She added it could also merge with another utility and keep the name of Apache Junction Water.Mrs.Surra moved that the Water Utility Community Facilities District adopt the name of and direct staff to look into a logo indicating Apache Junction Water Company.Ms Urich seconded the motion.The vote was unanimous. 6.District Manager report. District Manager Curtis Shook stated Well A was taken out of operation over the weekend as the pump was not performing up to standard.The gallonage was decreasing.He added this is the original well which now has a lot of sedimentation and repairs need to be done to increase the yield and quality of the water.He then deferred to Kevin Cox to brief the board further on the well. Well Operator Kevin Cox stated Gilbert Compound Pump is at the site and has started taking out the approximately 200'of pipe i t was thought needed to be replaced.As they progressed,they realized all the pipe would have to be Water Utilities Community Facilities District Meeting Minutes of May 19,1997 Page 2 of 4 replaced.It will be a bigger repair then anticipated,but it is something that needs to be done.There was a lot of damage and the repairs should increase the well back to the original amount.Mrs.Surra asked if Kevin goes before Bruce to give the reports on the water company and answer any questions about the performance and expectations of the pressure.Water Operator Kevin Cox stated he has given presentations in the past.Mrs.Surra asked what phone number he could be reached at for those people who call her to ask questions.Well -Operator Kevin Cox stated the number at work is 982-6030,and his personal pager is 731-0108.District Manager Curtis Shook asked i f it was known when Well #5 would be operational again.Well Operator Kevin Cox stated i t should be operating again on Wednesday or Thursday.Mr.Hendricks asked what had to be repaired.Well Operator Kevin Cox stated they had holes in the tunnel piping that was causing them to lose water.Mrs.Barker asked where the well was located.Well Operator Kevin Cox stated it is at 16th Avenue and Delaware.Mrs. Barker asked what area it serves.Well Operator Kevin Cox stated the water goes to the central storage tank where the new well pumps i t through. 7.District Treasurer report. District Treasurer Keith Lewis stated he was there to answer any questions from the district report.District Manager Curtis Shook asked for an analysis. District Treasurer Keith Lewis stated i t is $361.000 in the black.District Manager Curtis Shook added that money is after the county taxes had been paid out of operating revenue.The balance should still remain the same even after the CAP payment,with the revenues coming in being able to make that payment. District Manager stated with both wells operating,i f there is enough left in storage they can look at drilling another well site. 8.District Counsel report. District Counsel Bill Farrell stated they would be executing the agreement with the State of Arizona in connection with the recharge permit application.The permit will be issued in conjunction with the contract with the Roosevelt Water Conservation District.In the next 30 days a summons to appear in Pinal County Superior Court will be in the legal notices.This is to give reasons,if any, why the contract between WUCFD and the United States and the Central Arizona Water Conservation District should not be certified by the superior court.This is a contractual requirement,four public notices will appear in the form of a subpoena in the paper,and within 30 to 60 days the contract will be certified. This is for the 2,918 acre feet.The summons does not mean the city is being sued,it is a statutory requirement.He stated legally the district is in good shape otherwise. 9.Adjournment.
