Eligibility - Persons aged 60 and older and their spouses. B. Congregate Meals - A nutritious meal containing at least one-third of the Recommended Dietary Allowance for an individual, in a congregate setting. A unit of service equals one meal. The objectives of this service are to increase or maintain the diet of individuals and to increase social interaction. C. Home Delivered Meals - A nutritious meal containing at least one-third of the Recommended Dietary Allowance for an individual, delivered to the individual's place of residence. A unit of service equals one meal. The objectives of this service are to increase or maintain the diet of individuals and to encourage social interaction between participants and personnel. D. Transportation - This service provides transportation. Cne unit of service equals one trip per client one way. V. Time Line for Request for Proposal 1 ) Request for Proposal advertised and available - mid February. 2) Proposals submitted back to Pinal-Gila Council for Senior Citizens by mid March. 3) Negotiations, Evaluations, Contracts - April , 1986 4) Begin Contract - .July, 1986 The contract will be for the time period of July 1 , 1986 to June 30, 1987. Requests for proposals and contracts would be completed each year VI. Budget Requiremc s • A. The Pinal-Gila Council for Senior Citizens wishes to contract for its current level of service in each community. • B. Match Requirement - The match requirement for the Older Americans Act fund is 10%. This can be in-kind or non- federal cash. The project incase or donations made by the participants for receipt of services cannot be used as match. Neither costs nor in-kind contributions may count toward satisfying the match requirement if they have been or will be counted towards satisfying a matching requirement of another Federal grant. C. Revenue Sources - Besides the allocation of Older Americans Act money, there are two other sources of revenue. One source is the project income or donations the participants make for receipt of services. All services are provided by donation. The second source is Cash-In-Lieu-of-Commodities. For every meal served to an eligible person, the provider receives back fran the United States Department of Agriculture 56.75 which is the current rate. D. Types of Expenses - All costs expected to be incurred in the delivery of contract services. Includes such things as personnel, employee related expenses, liability insurances, food cost, fuel, repairs to vehicles, rent, utilities,-office supplies, telephone, etc. VII. Administrative Responsibilities The public or private agency or organization with which the PGCSC contracts for the provision of services will be responsible for properly administering the funds and program. FUND POSITION - GAIN(LOSS) $ 3, 438. 48 ' - ` QUARTERLY REPORT July 1, 1985 - September 30, 1985 GOAL: To improve the mental health of senior citizens within the city of Apache Junctiqn. PERFORMANCE OBJECTIVES: A. To reduce the amount of depression and prescription drug abuse, through counseling and where needed, facilitate for physician services. B. To help reduce isolation through encouragement to interact with others in churches, civic groups, day treatment programs, etc. STATUS: Epicenter has served approximately 10 senior citizens needing mostly a facilitation of other services, i .e. , transportation for medicine, food, etc. There were approximately 2 emergency involvements which Epicenter intervened in. This involvement required evaluations and petitions into the county hospital . Follow up services were also provided. GOAL: • To improve the mental health of abused neglected/troubled children within the corporate limits of Apache Junction. PERFORMANCE OBJECTIVES: A. To reduce the amount and severity of children/adolescents using alcohol or drugs through early intervention. B. To increase personal self esteem and ability to deal with emotional pressures resulting from home, school , peer relationship problems, through individual and group counseling. C. To help build healthy relationships with significant others and . ...„____ _*prove quality of life utilizing family counseling. - - - STATUS: In the first quarter, Epicenter served approximately 19 students from Apache Junction High School . These students were arrested for possession/use of • drugs. In addition there were 2 family sessions. Please note that the third page of the enclosed report includes service areas not specific to the originally stated goals and objectives. I included these areas because of the extensive amount of work currently being put into them by our staff. I am especially excited about the foster homes that are being re- cruited and licensed within Apache Junction, and wanted to share the results of our efforts with you. Sincerely, U (t) Mary Jo Good Interim Executive Director mjg Enc: (1 ) • EPICENTER FAMILY SERVICES QUARTERLY REPORT Second Quarter October 1 , 1985 - December 31 , 1985 GOAL: • To improve the mental health of senior citizens within the city of Apache Junction. PERFORMANCE OBJECTIVES: A. To reduce the amount of depression and prescription drug abuse through coun- seling and, where needed, facilitate for medical services B. To help reduce isolation through encouragement to interact with others in churches, civic groups, day treatment programs, etc. STATUS. Through Epicenter's crisis worker, Nancy Galloway, ten (10) elderly citizen re- ceived a variety of services this quarter. Three (3) of these individuals were being abused, either mentally or physically, by family members. Epicenter net- worked with Catholic Social Services and Adult Protective Services to obtain help for these individuals. Fifteen (15) phone calls were involved in facilitating this help. One (1 ) individual and three (3) married couples sought help because of their in- ability to care for themselves. Three (3) of the individuals were petitioned into Pinal General Hospital , resulting in one woman being placed in a nursing home and one (1 ) gentleman being released into suitable living arrangements. One man is still in the hospital . Again, through referrals and networking with other agencies, assistance with transportation, shopping and home care was provided. Twenty-nine (29) phone calls were involved in obtaining these needed services. Epicenter served five (5) senior citizens with direct, on-going counseling this quarter. They came to this agency seeking help with a variety of mental health problems, including coping with chronic physical illness, marital problems, family problems and serious financial difficulties. I see a real need for Epicenter to inform the senior citizen population of this area of the counseling services available to them and the availability of free ser- vices if their income falls within certain guidelines The next quarter will see a strong effort by Epicenter to focus on this area of public awareness. -2- GOAL: To improve the mental health of abused, neglected/troubled children within the corporate limits of Apache Junction. PERFORMANCE OBJECTIVES: A. To reduce the amount and severity of children/adolescents using alcohol or drugs through early intervention. B. To increase personal self-esteem and ability to deal with emotional pressures resulting from home, school and peer relationship problems through individual , family and group counseling. C. To help build healthy relationships with significant others and improve qual- ity of life utilizing family counseling. STATUS. During this quarter Epicenter provided counseling services to twenty-nine (29) individuals under the age of 18. Nine (9) of these clients were referred to us by Child Protective Services, a Division of D.E.S. , and ranged in age from five (5) to seventeen (17) . Ten (10) teen agers were referred to Epicenter by Pinal County Juvenile Probation Department and were served by way of on-going individual , group and family coun- seling sessions. Counseling was provided to ten (10) adolescents who came to Epicenter because of family or school related problems. These individuals were seen at the request of parents or other relatives who were aware of the services provided by Epicenter. -3- In addition to those services listed and outlined in the specific goals and perfor- mance sections of this report, I would like to make you aware of some other areas of direct community service being provided by Epicenter staff. Epicenter is heavily involved in providing services in foster care. We currently have nine (9) licensed foster homes in Apache Junction. During the second quarter of this fiscal year our Foster Care Recruiter received approximately 20 inquiries from families interested in the foster care program. All twenty families were pro- vided with information, which resulted in eight (8) of them following through with the somewhat intense training necessary to become licensed as a foster home. The entire process necessary for this licensing will , hopefully, be completed in the next few weeks, adding eight (8) new foster homes to serve children in Apache Junction: I am excited to report to you that two (2) video projects have been started during this quarter. Edye Ruoho, Foster Care Recruitment Coordinator, is coordinating the two projects, which are listed below (1 ) "Petitioning - A Difficult Task" (A video to be used for training police officers) (2) "What's Going to Happen to Me Now?" (A video on children going into foster care) The project on petitioning is being done in cooperation with the Apache Junction Police Department to aid officers in dealing with people who have been reported as being a danger to self, danger to others or gravely disabled. The police depart- ment is actively involved in these cases and asked that officers be trained as to the perspective of the screening worker. This gives the officers an understanding of the legal procedures and why lengthy screenings may be necessary to determine whether or not a person is petitionable. Mrs. Ruoho is writing the script and co- directing the taping of this training video We are also joining hands with the police department in developing a video for recruitment and education in foster care. The police department will help direct and video tape the script, which will help people understand how children are placed in foster care and how the process continues from that point to possible achievement of the ultimate goal of reuniting the family. I am hopeful that these joint projects will be helpful in educating both pro- fessional staff and private citizens with the knowledge and understanding neces- sary to achieve beneficial results in these two service areas. We sent out 700 letters and received 105 replies. This is equal to 15 percent. The vote is 59 to 46 against. 56 percent to 44 percent. Had the vote been the other way I would feel that we should proceed with the second phase. However, it does not appear that we will have clean-cut community support needed in order to pursue this project. Adm. s CITY COUNCIL SPECIAL MEETING JANUARY 11, 1986 The special meeting of the City Council of the City of Apache Junction, Arizona, was held on January 11, 1986, at the Apache Junction City Council „oak Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Hill called the meeting to order at 1.00 p.m. ROLL CALL Councilman Present. Councilman Jimenez, Councilwoman Gardner, Councilwoman Taylor, Councilman Eidson, Councilman Baljo, Vice Mayor Bakkedahl, Mayor Hill Staff Present. City Manager Michael J. McNulty City Clerk Kathleen Connelly City Attorney David Alexander Director of Planning Chuck Newcomer PROPOSED ORDINANCE NO. 469, REFERENDUM ELECTION (With the Emergency Clause)) City Manager Michael J. McNulty explained that the League of Cities has the opinion that any election for initiative or referendum cannot take place until the next City election, which would be in March or May of 1987, and since there has been the desire expressed to place the 1/2 cent sales tax question on the ballot, it would be in all parties interest to have this occur sooner, and that this proposed ordinance establishes an earlier time for the holding of a special election. City Attorney David Alexander stated that the Council does have the ability to provide for elections. Councilman Baljo MOVED THAT ORDINANCE NO. 469, BE READ BY TITLE ONLY WITH THE EMERGENCY CLAUSE AND THE READING OF THE ENTIRE ORDINANCE BE WAIVED. Councilman Eidson seconded the motion. ARTICLE 1-12 Referendum Petitions 1-12-1 Election Schedule 1 1-12-2 Duties of the City Clerk 1-12-3 Responsibilities of the Applicant Sec. 1-12-1 Election Schedule A special referendum election shall be held not more than one-hundred twenty (120) days after referendum petitions are received by the City Clerk unless such petitions are found to be deficient in accordance with the provisions of Arizona Revised Statutes §19-121.04(D) and unless a regular city general election is scheduled to be held within one-hundred eighty (180) days of the filing of the petitions. In the event that such referendum petitions are filed with the City Clerk within one-hundred eighty (180) days of a regularly scheduled city general election, such referendum shall be placed on the ballot at the regularly scheduled general election. Sec. 1-12-2 Duties of the City Clerk A. Upon receipt of an application for a referendum petition number as provided by Arizona Revised Statutes §19-111 and amendments thereto, the City Clerk shall assign an official number to said petitions and issue that number to the applicant. B. The City Clerk shall furnish to each applicant a copy of the text of Arizona Revised Statutes Title 19, Initiative, Referendum and Recall, and a copy of this Article 1-12 C. It shall not be the responsibility of the Clerk to furnish the applicant with a completed referendum petition form containing the proposed law or measure to be referred Upon the request of the applicant, the City Clerk shall furnish a sample referendum petition form as provided by the Secretary of State's Office. D. Unless otherwise stated by this code, the duties of the City Clerk with regard to referendum petitions shall be the same as prescribed ^ in A.R.S. Title 19 and amendments thereto, and the Arizona State Constitution. Sec 1-12-3 Responsibilities of the Applicant It shall be the responsibility of the applicant for a referendum petition to comply with the procedures for a referendum as prescribed in A.R.S. Title 19, the Arizona State Constitution, and this Code. SECTION II REPEALING ANY CONFLICTING PROVISIONS All ordinances and parts of ordinances in conflict with the provisions of this ordinance or any part of the code adopted herein by reference are hereby repealed. Mr McNulty also stated that an Ordinance pertaining to Initiative Petitions was submitted to the Justice Department, finding that this City Ordinance does not violate any Federal Laws. Mr McNulty further reported that the remaining unpaved portion of Scenic to Goldfield Road will be paved next week, and a block of Virginia east of Delaware. Cactus, Apache Junction, addressed the Council in favor the 1/2 cents sales tax, but opposed the passage of the ordinance with the emergency clause. Mr. Clarence Zehnle, 604 E. Peppertree Avenue, Apache Junction, spoke in favor the ordinance. Mr Ed Cox, 802 E Navajo, Apache Junction, addressed the Council in favor of the additional sales tax and felt that it should begin immediately. Mr Charles Harrison, 1265 N. o\ Warner, Apache Junction, expressed no objection to the sales tax, but stated that the citizens should be allowed to vote on the issue. Mr. Joe Saggio, 543 N. Ironwood, Apache Junction, spoke in opposition to passing this ordinance. Mr. Thomas Damiano, 822 E. Kachina, Apache Junction, addressed the Council in favor of the additional sales tax and paving more streets. Ms Dorothy Daniels, 5463 N. Wolverine Pass, Apache Junction, also spoke in favor of the sales tax and requested that the Council adopt this ordinance. Mr Gil Verley, 620 S. Palo Verde, requested that the Council approve this sales tax with the opinion that the business community supports this issue. Mr. George Little, 2567 W. Cholla, Apache Junction, expressed support for Ordinance No. 478. Mr Bob Green, 850 Navajo, Apache Junction, stated that the citizens of Apache Junction expressed their approval of the sales tax at the County election and another election would be redundant, and would waste monies that could be used for street repairs. Councilman Jimenez further stated that Ordinance No 478 delays the process of referendum in place at this time, and that if it is not passed, Ordinance No. 470 still remains and should Ordinance No. 470 be approved with its reconsideration nothing has been lost and a Aga\ hardship will not be caused to those that have begun the referendum, and stated that he would, for the record, vote against Ordinance No. 470. Councilman Jimenez stated that he had requested that it be reconsidered as there was a lot of confusion when that ordinance had been originally considered. Councilman Baljo expressed his feeling that there was not any confusion when action was taken on Ordinance No. 470, and that there should not be any further delay in enacting this sales tax. Councilman Jimenez stated that there is an oversaturation of mobile home parks in Apache Junction, and to rezone from General Rural to Trailer Homesite would not be conforming to the General Plan. Amb., Vice Mayor Bakkedahl stated that the demand will dictate how many parks there will be, and that family parks are rare in this area and that there is a need for this type of park Councilman Eidson stated that the park that Mr. Pratt owns has greatly improved since the change in ownership Councilman Baljo disagreed with the interpretation of the General Plan, and stated that it does not exclude any form of lifestyle. Councilwoman Gardner asked about offstreet parking and would it be sufficient Mr. Pratt pointed out the parking that would be available. Councilman Jimenez further stated that this issue is not a matter of lifestyle, but of land use. VOTE. No. 473 Page Two For that portion of the subject sites north of the highway there is a wash which follows approximately the Wickiup Road alignment. PLANNING DEPARTMENT COMMENTS AND RECOMMENDATIONS For the large parcel south of the Highway, the applicant has listed a large ... wholesale-retail plumbing business as the for the requested rezoning. For the parcel dissected by the highway "highest and best use" is listed. Also, there is a variance application filed for the large parcel south of the highway to permit an eight foot (8' ) block wall on the property lines for screening and security of outdoor materials storage. This variance request is scheduled to be heard on February 10, 1986. Page 2-46 of the General Plan states "Additional Light Industrial Zoning Opportunity areas might be approved by the City Council along or within the commercial areas in the vicinity of U.S. Highway 60 through Apache Junction. Such areas shall only be approved by Planned Development so as to provide protection of the rights of neighboring properties, and to provide for an orderly transition." For the properties south of the Highway, the zoning and uses adjacent to the site could be compatible with light industrial uses. The General Rural zoned property to the south could be adequately protected if the variance for the eight foot (8' ) block wall is approved. The major problem perceived by staff concerns the parcel dissected by the Highway. For that portion south of the Highway, with the Vista Road abandonment it could be effectively combined with the adjacent parcel , if that is the applicant's in- tention. Otherwise it is too small to serve as an industrial site. Staff has no objection to the request for C-2 Local Commercial Zoning for the portion of Parcel 2 lying North of Highway 60. The other question would be whether a site plan or planned development would be appropriate for the plumbing supply business or if our standard zoning provisions together with the eight foot (8' ) block wall provides sufficient standards. Transportation needs for this type of development will be met with the use of Highway 60 for primary access and the use of Tomahawk for secondary access. The East 15th Avenue alignment between South Tomahawk Road and Highway 60, the East 16th Avenue alignment between South Tomahawk Road and Highway 60, and the South Vista Road alignment between East 16th Avenue and Highway 60 were abandoned in a recent action by the City Council (1-21-86) The dedication for the South Tomahawk alignment has been obtained by the Engineering Department and is currently at the Pinal County Recorder's office. If approved, staff does recommend stipulating the dedication of the East thirty-three feet (33' ) of that portion of the rezoning request lying North of the Highway 60 right-of-way. No. 4, Page Three PLANNING AND ZONING COMMISSION RECOMMENDATION The Planning and Zoning Commission at their regular meeting of January 14, 1986, voted to approve the following motion: (M/S Taylor/Conway 6-1-0) "BE IT RESOLVED by the Planning and Zoning Commission of the City of Apache Junction, Arizona, that rezoning case PZ-71-85, application of Kevin E. Smith, Dana L. Smith and Emil M. Nudo for their property described as, a matter of public record, re- questing .�. rezoning from GR General Rural to CI-1 Light Industry Warehouse Zone for Parcel 1 and that portion of Parcel 2 lying South of Highway 60, and requesting rezoning from GR General Rural to C-2 Local Commercial for that portion of Parcel 2 lying North of Highway 60 that the Commission recommends to the Apache Junction City Council the approval of said application. Any stipulations or recommendations are: 1 . Applicant dedicate fifty feet (50' ) for Tomahawk Road and thirty-three feet (33' ) to center line for East 15th Avenue, East 16th Avenue and North Vista Road and North Wickiup Road along with the twenty foot (20' ) by twenty foot (20' ) cutoffs at all intersections except the intersections with Highway 60. 2. Request that the City Council continue this case so the variance approval is in hand before final action is taken on this because the variance is an integral part of the rezoning. As it stands, the property shouldn't be zoned in this method without a Planned Development. 3. Abandonment of 15th Ave. , 16th Ave. , and Vista Road, that it be contingent upon that also. The reasons for this recommendation are: 1 . Would appear to be the highest and best use of this parcel of property. 2. Under these recommendations it would be in accordance with the General Plan of the City of Apache Junction. Motion passed 5-0-1 with Mrs. Conway voting present. 4 Chairman Opened the public hearing on PZ-71-85, a rezoning from 'mi., GR General Rural and CI-1 Light Industry and Warehouse Zone and asked for staff briefing 5 Mrs Reid briefed the Commission regarding this request and noted corrections to the memo to the Planning and Zoning Commis- sion including the addition of C-2 Local Commercial for that portion of Parcel 2 lying north of Highway 60 as advertised. 6 Chairman Asked the applicant to speak 7. A.E Sullivan Stated he is the representative and answered questions 8 Chairman There being no one to speak in favor he asked if anyone present wished to speak in opposition 9 Margaret Crawford Stated she's not objecting but the new survey is not the same as her survey The lines are off about four to five feet and she's concerned about the block wall being put on the property line. 10. Smith, Dana L Smith and Emil M. Nudo for their property described as, a matter of public record, requesting rezoning from GR General Rural to CI-1 Light Industry Warehouse Zone for Parcel 1 and that portion of Parcel 2 lying South of Highway 60, and requesting rezoning from GR /'\ General Rural to C-2 Local Commercial for that portion of Parcel 2 lying North of Highway 60 that the Commission recommends to the Apache Junction City Council the approval of said application. Any stipulations or recommendations are: 1. Applicant dedicate fifty feet (50') for Tomahawk Road and thirty-three feet (33') to center line for East 15th Avenue, East 16th Avenue and North Vista Road and North Wickiup Road along with the twenty foot (20') by twenty foot (20') cutoffs at all intersections except the intersections with Highway 60. These dedications would be contingent upon City Council action on abandonment of any of these alignments. 2 Request that the City Council continue this case so the variance approval is in hand before final action is taken on this because the variance is an integral part of the rezoning. As it stands, the property shouldn't be zoned in this method without a Planned Development. 3 Abandonment of 15th Ave , 16th Ave., and Vista fRoad, that it be contingent upon that also CThe reasons for this recommendation are 1 Would appear to be the highest and best use of this parcel of property. 2 Under these recommendations it would be in accordance with the General Plan of the City of Apache Junction " Motion passed 6-1-0 with Mr Jorgensen dissenting 14. Chairman Opened the public hearing on PZ-76-85 and asked for staff briefing 15. Mrs. Reid briefed the Commission regarding this application to rezone from GR General Rural to CR-3(MH) Single Family Residence 16. Chairman Asked the applicant to speak. 17. Obert Pederson Stated that they are surrounded by this type of zoning and would like to be the same as the neighborhood. 18. Chairman There being no one wishing to speak in favor or opposition he asked for Staff's recommendations. 19. Ms. Reid Stated that staff recommends CR-2(MH) zoning classifica- tion rather than CR-3(MH). If approved, staff recommends a stipulation 20 Chairman Closed this hearing to the public. Jorgensen/Vanhoy M/S "BE IT RESOLVED by the Planning and Zoning Commission of the City of Apache Junction, Arizona, that rezoning case PZ-76-85, application of Obert G. and Doris M Pederson for their property described as, a matter of public record, requesting rezoning from GR General Rural to CR-3(MH) Single Family Residence that the Commission recommends to the Apache Junction City Council the approval of said application of a rezoning from GR General Rural to CR-2(MH) Single Family Residence Zone. The CR-3 (MH) requested rezoning has been changt_ to CR-2 (MH) and agreed to by the applicant. Any stipulations or recommendations are. 1. Applicant dedicate the East thirty-three feet (33') and the North thirty-three feet (33') of the subject property for public roadway and associated purposes along with a twenty foot (20') by twenty foot (20') cut-off at the intersection of North Warner Drive and West Foothill Street. The reasons for this recommendation are. 1. This is consistent with the General Plan 2 This is consistent with the surrounding property Motion passed 6-0-0 22. Chairman Opened PZ-77-85 to the public and asked for staff briefing. 23 Mr Class-Erickson briefed the Commission regarding this application to IL rezone from GR General Rural to CR-1(MH) Single Family Residence Zone 24 Chairman Asked the applicant to speak 25. Jim Brinkman Responded and answered questions 26 Chairman There being no one to speak in favor or opposition, he asked for staff's recommendations. 27 Mr Class-Erickson Stated that there are no objections to this rezoning, noting that it would be consistent with the medium/high residential General Plan designation for the site. The applicants dedicate the West and North thirty- three feet (33') of Parcel No. 100-33-26B, and the North and East thirty-three feet (33') of Parcel No 100-33-26D for public roadway and associated purposes along with twenty foot (20') by twenty foot (20') cutoffs at the intersection of Smoketree Street and Warner Drive and at the intersection of Smoketree Street and Desert View Drive. The applicant dedicate the south thirty-three feet (33') of the subject property for public roadway 1ak and associated purposes. The reasons for this recommendation are 1. It goes along with the City Plan and the best use for their property Motion passed 6-0-0. 38 Chairman Opened case PZ-79-85 to the public and asked for staff briefing 39. Ms. Reid briefed the Commission regarding this request to rezone from GR General Rural to CR-2(MH) Single Family Residence Zone 40. Believes that the roads are not adequate on all three sides as they are dirt. 2 When people bought in that area they were buying because it was 1$ acres and not less property 3 Feels that the schools are not adequate to handle the influx of children 4 The water system wouldn't be right, also the sewer. 5 The noise and congestion are also factors. Lawrence Renzulli Bought for to acre property and wants it to remain 48 Forrest McMann Feels this rezoning would be bad for neighborhood Bought property under present zoning Feels it would make the rest of their properties undesirable for resale Feels it sets a dangerous precedent to the neighborhood. 49. Chairman Asked for staff's recommendations 50 Ms Reid Staff recommends denial of this request based on non- compliance with the General Plan and non-compatibility with the character of the neighborhood and surrounding zoning 51. Conway/Jorgensen M/S "BE IT RESOLVED by the Planning and Zoning Commission of the City of Apache Junction, Arizona, that rezoning case PZ-79-85, application of George M Touma and George M. Touma II for their property described as, a matter of public record, requesting rezoning from GR General Rural to CR-2(MH) Single Family Residence, that the Commission recommends to the Apache Junction City Council the denial of said application. The reasons for this recommendation are. 1 Request is not consistent with the Opportunity General Plan designation for the site. 2. Request is not compatible with surrounding uses. It would be considered spot zoning Motion passed 6-0-0 53. Chairman Announced a ten minute recess Reconvened at 8 28 P M Opened to the public SUP-5-85 Stated that applicant has requested a continuance until January 28, 1986. Closed this hearing to the public and called for a motion to continue this case 54 Davies/Taylor M/S "BE IT RESOLVED by the Planning and Zoning Commission in the light of these described concerns recommend that SUP-5-85 be continued until January 28, 1986." Mr. Newcomer Stated that a certificate from the Planning and Zoning Commission would be fine. 59. Chairman Under Other Business he stated there was a possible Commission-initiative. 60. Mr. Newcomer Stated that Keith Stachar approached the Commission at the Dec 10, 1985, P & Z meeting, and asked that the Commission consider adding more intensive uses as conditional uses in the C-2 district. 61. Chairman Suggested a work-sesion between now and the hearing date Will set a date for both work session and public hearing 62. Jorgensen/Taylor "I move that the Planning and Zoning Commission initiate amendments to Section 16.0404 of the Apache Junction Zoning Ordinance and direct staff to draft possible amendments for consideration by the Commission and advertise for public hearing." Motion passed 6-0-0. 63 Mr Newcomer Put this on agenda for Jan. 28th to set dates for a work session. 64 Mr Newcomer Stated under Information and Reports that the first newsletter prepared by BRW, the Planning Consultant, announcing the date of the first public forum of the General Plan is Jan. 23 at 7 00 P M in the Chamber of Commerce Building They will ask public to identify what they feel is important land use issues in Apache Junction. There'll also be special work sessions with the Planning and Zoning Commission, other public forums, and the end result will be a recommendation from the Consultant to the Commission. The Commission will send a recommendation to the City Council 65. Mr. Newcomer Stated that the City Council directed the Planning omik and Zoning Commission to hold public hearings on an inclusion in the Zoning Ordinance provisions dealing with adult theaters, video stores, etc Also, at the Jan 28th meeting the Commission will be hearing the consideration of the Council initiated Apache Villa Age Specific Zoning 66 Conway/Vanhoy M/S to adjourn Adjourned at 8.40 P.M.
