C.het, Director of Public Safety REGARDING: Retirement of Apache Junction Police Department Badge #19 Apache Junction Police Department has retired badge #19 in honor of Officer Russ Duncan, who gave his life, while training to be more efficient in his job as a Police Officer, to better serve the community in which he lived and worked. Gas Tax Bonds are permitted under Arizona law up to 50% of the yearly income from the State Gas Tax. Voter approval is required. There is no added cost to the community. The income from the gas tax is all that is needed to retire the bonds. The law also allows the bonds to be issued for up to 20 years, we are recommending 10. The City is currently realizing $649,000 from the Gas Tax. The remaining $400,000 would be used for maintence, as we are doing now. The program will not pave all of the dirt streets in the City, but it is the quickest way to pave almost one half, plus take care of a drainage problem Southeast of the dog track. The list of streets is advisory and is subject to your final approval . '`,I ;. l t ,�,�� NP city or Apache &unction ZO February 29, 1984 MEMORANDUM TO: MAYOR AND CITY OUNCIL il THROUGH: CITY MANAGER FROM: COMMUNITY SERVICES SUPERINTENDENT SUBJECT: BUDGET OVERRIDE The Parks and Recreation Commission at their regular meeting on February 27, 1984 held a lengthy discussion on the upcoming One-Time Budget Override, and its pos- sible effect on the development of Prospector Park. The Commission voted unanimously in favor of making a recommendation to the City Council that $300,000.00 be earmarked for Prospector Park. The Commission feels this amount will allow the following: 1. Complete Engineering work required for bid documents . 2. Extend utilities to the site. 3. Construct two ballfields and adjacent picnic areas. As mentioned previously, there are three specific reasons why the Commission feels money should be allocated for this project. They are: 1 . No recreation facilities north of Apache Trail . To date, all facility dev- elopment has taken place south of Apache Trail in conjunction with the Apache Junction School District. 2. Park development is to occur in a timely manner as stipulated in the lease agreement with the Bureau of Land Management. 3. The availability of matching grant money from the Land and Water Conservation Fund allows for the opportunity of possibly doubling any amount allocated for park development. TOTAL = $210,189 TOTAL COST W/ALTERNATIVE #2 (Administration Building): Building Cost = $89,898 + $63,000 + $2,000 = $154,898 Contingency Fee = $154,898 @ 10% = $ 15,490 Subtotal = $170,388 A/E Fee = $170,388 @ 10% = $ 17,039 TOTAL = $187,427 PUBLIC HEARING: We listened to both sides , let everyone speak even after the public hearing was closed. Both sides were sincere in their respective positions . It may have seemed a difficult issue to decide but if one would analyze what really is best for the entire area, the answer is easy. First, the comments ; it is zoned CR-3 now, put houses there."j5/Putting 10 more acres of houses next to mobile zoning will not improve the situation that already exists . If houses are constructed there the traffic problem would be greater than if it were developed irk?any dult R.V. subdivision. There would be `Rem walls around the project and a possibility j2_ of 8 to 10 driveways on : ve. Most. homes in a residential area have 2 cars , some with 3 cars, plus motorcycles , boats , etc. Secondly, to construct apartments on this 10 acres may not be financially feasible as there are many units being repossesed at the present time in Apache Junction. This parcel of land, if rezoned CR-5 , could accomadate a minimum of 70 living units . To place this many units on the property, no doubt it would have to be two story construction. The veiw would definelty be blocked more than R.V. or mobile units . Again no walls , more driveways , more vehicles . Not to mention the possibility of more trash as we now are confronted with in new apartment complexes in several areas . As long as I have been on the council , the word from the public has been to place all T.H. Zoning in one area whenever possible . Library 5,500 square feet = $400,000. 2. Prospector Park 1st place = $300,000. 3. Added space City Hall Complex = $190,000. These projects represent what I believe to be 3 of the most pressing needs of the City. The Library has been the topic of considerable discussion as well as the need to develop the park. The needed space in the complex is also well known. The attached drawings are alternative ways of providing the needed room.
