McNULTY, CITY MANAGER '' L 1 FROM: .t'CHUCK NEWCOMER, DIRECTOR OF PLANNING L IW SUBJECT: POSSIBLE AGENDA ITEM FOR CITY COUNCIL MEETING OF SEPTEMBER 18, 1984 - AMENDMENT TO ORDINANCE NO. 318 - BARBED WIRE REGULATIONS In response to Councilwoman Taylor' s request for wording to allow barbed wire around mobile home and travel trailer parks, it would be most appropriate to amend Chapter 10, Section 10-1-8(b) (4) to read: "Fences containing strands of barbed wire, razor wire, or concertina wire over six feet (6' ) above the ground shall be permitted only in industrial and commercial zoning districts, and in mobile home, travel trailer, and recreational vehicle parks or subdivisions. Strands of barbed wire, razor wire, or concertina wire shall be permitted only when over six feet (6' ) above the ground and erected at the top of any fence. If the fence is inclined, it shall project over private property. " Comments From an aesthetics standpoint, this amendment would be counter to our efforts to encourage attractive walls and fences along the perimeter of mobile and RV parks. Additionally, we have been permitting parks to be constructed in medium and high density residential neighborhoods as a residential-type use, instead of treating them as commercial establishments and locating them accordingly. Allowing barbed wire fencing would significantly affect the desirability of continuing to permit TH zoning in residential neighborhoods.
