MEMORANDUM TO: MEMBERS OF THE APACHE JUNCTION CITY COUNCIL
MEMBERS OF THE RECREATIONAL VEHICLE REVIEW COMMITTEE
CITY MANAGER

SUBJECT: PREPARATION OF NEW ORDINANCES (RECREATIONAL VEHICLES)
These are points I feel should be observed by Apache Junction when preparing
the new ordinances. The city should place a freeze on further development
until the types of operations have been described and ordinances drafted
for those specific operations. The different types of operations should
be classified as follows:
1 . Campgrounds
2. Travel trailer court
3. Travel trailer park
4. Recreational Vehicle Planned Unit Development Resort
I recommend the recreational vehicle planned unit development resort for
the following reasons.
1 . A Planned Unit Development subdivision provides for control
from state, county and city government.
2. The lot owners become Real Property taxpayers.
3. Owners' pride in their property provides a backdrop for strong
in-park maintenance and adherence to architectural rules and
regulations.
A "recreational vehicle" I believe to be:
1 . A vehicle on wheels.
2. Cannot exceed 400 square feet.
3. Is approved by the Department of Transportation as a recreational
vehicle.
4. Approved by state and county government as a recreational vehicle,
establishing it as personal property.
5. Recreational vehicles are sold by sales people not licensed by
the Department of Real Estate.

If an owner of an RV changes the registration of his unit to a mobile home,
he forfeits all rights as a recreational vehicle. The removing of wheels
for the preservation of the rubber tires and skirting of the vehicle fc -
aesthetic purposes does not alter the status providing the axles are kept
in place and the vehicle is not put in a permanent foundation.
As an example, RoadHaven considers adequate recreational facilities as
important as lot size. I sugest a square footage (per lot owner) of
the entire park be used to establish the density of the park. RoadHaven
uses 4,000 square feet per lot owner. When approving the plat of a
proposed park, the City should be careful to see that all lots can
accommodate the largest recreational vehicle permitted by law, not
violating any setbacks or easement restrictions. Once a vehicle is
established as an "RV", it is permissible for that unit to park on an
easement under the same rights given any vehicle. If, for development
purposes, a park is phased, all phases should be treated as a whole
with the same restrictions.
I hope this information will be of value in strutting any new ordinances
for the City of Apache Junction.

OF THE CITY COUNCIL

SUBJECT: TELEVISING COUNCIL MEETINGS
Much has been said in the past several months about opening up
City government. One of the best ways to do this is by letting
as many people as possible see their elected officials in action.
The City has video tape equipment and a cable firm that is signing
up many of our citizens.
If you agreed, we could start with very little in the way of costs.
There would be some lights, tripods, etc. The tape would be shown
right after the meeting.
