At the September 10 Work Session council discussed scheduling interviews for the October 17 Work Session for all new,previously interviewed and reappointment applicants for the Construction Code Board of Appeals,Health and Human Services Commission,Industrial Development Authority and the Municipal Property Corporation There are no positions to fill for the Public Safety Personnel Retirement Board Appointments and reappointments for these boards and commissions will be at the October 18 Council Meeting Council did not till one position on the Board of Adjustment at the October 4 Council Meeting Council may wish to fill that position this evening There is an additional vacancy on the Parks and Recreation Commission. Council may wish to fill that position this evening. 4. PRESENTATION BY AND DISCUSSION WITH RODNEY GLASSMAN OF WASTE MANAGEMENT ON A POSSIBLE COUNCIL TOUR OF WASTE MANAGEMENT'S ECO CENTER IN SURPRISE,ARIZONA. Mayor and council have been invited to tour the newly opened Waste Management Eco Center facility recently opened in Surprise. This item "." will give council the opportunity to discuss the tour and possible dates of availability for scheduling the tour 5 PRESENTATION AND DISCUSSION ON THE STATE OF ARIZONA LEGISLATIVE REDISTRICTING. Matt Busby of the City Manager's office will update city council on the Independent Redistricting Commission's adoption of a new legislative district map for the State of Arizona. 6. PRESENTATION AND DISCUSSION ON COMMUNITY SERVICES AVAILABLE TO THE CITIZENS OF APACHE JUNCTION. Council requested that staff research how to better inform citizens of services provided in the community and applicable codes and ordinances for residential properties The item is identified in the Fiscal Year 2011-2012 Council Work Plan. 7. PRESENTATION AND DISCUSSION ON ORDINANCE NO. 1377,ADDING TO ARTICLE 4-1:PARKS AND RECREATION FEE SCHEDULE,SECTION 4-1-1(A)FACILITY AND EQUIPMENT RENTAL FEES,A NEW FEE ENTITLED"ELECTRONIC MESSAGING BOARD FEE" (WITH EMERGENCY CLAUSE). With the introduction of the new medium of a City electronic messaging board that will be available for use to announce city or local non-profit sponsored/co-sponsored community-wide events that are open and accessible to the public,a new fee for the sign's use will need to be added to the Apache Junction City Code,Chapter 4. The fee established is based on the administrative costs relating to the application processing,message programming,creation,design and duration. The user fee range for these services is$150.00-$500 00 that is based on the length of time the message is requested to be displayed and the animation complexity of the digital message to be displayed 8. DISCUSSION AND UPDATE ON TOWII._.SERVICES RFP NO. PD 2011-02. Police Department staff will update the council on the status of the Towing Services Request for Proposals,which was put out for competitive bid with a closing date of September 19,2011 The discussion will detail the submittals received and will include staff recommendations 9 PRESENTATION AND DISCUSSION ON QUARTERLY UPDATE ON DOWNTOWN REDEVELOPMENT AND IMPLEMENTATION STRATEGY. The Downtown Redevelopment and Implementation Strategy adopted by the city council with the approval of Resolution No.10-34 recommends specific goals and strategies geared toward fostering revitalization in the downtown The Resolution requires staff to provide a quarterly update to the mayor and city council on the status of the items in the work plan,and any suggested staff modification thereto This update will highlight the work and successes since the Council's adoption of the strategy one year ago This item is identified in the Fiscal Year 2011-2012 City Council Work Plan. 10. SUBJECT AGENDA ITEM FOR OCTOBER 17, 2011 (BOARD/COMMISSION INTERVIEWS) At the September 19 work session council directed staff to schedule interviews for the October 17 work session for all new applicants and reappointees for the Construction Code Board of Appeals, Health and Human Services Commission, Industrial Development Authority, Municipal Property Corporation, and Public Safety Personnel Retirement Board. The Construction Code Board of Appeals has two year terms of office. The industrial Development Authority has six year terms of office The Public Safety Personnel Retirement Board has four year terms of office The Health and Human Services Commission and the Municipal Property Corporation have three year terms of office. There are vacant positions on the Construction Code Board of Appeals and the Industrial Development Authority Most individuals whose terms are expiring have indicated a desire to be reappointed, The following list includes (a) current board/commission members who have expressed interest in being reappointed and (b) new applicants who have expressed interest in being appointed to a city board or commission Council directed staff they did wish to interview those requesting reappointment. PARKS AND RECREATION FEE SCHEDULE, SECTION 4-1-1 (A) FACILITY AND EQUIPMENT RENTAL FEES, A NEW FEE ENTITLED "ELECTRONIC MESSAGING BOARD FEE"; REPEALING ANY CONFLICTING PROVISIONS; PROVIDING FOR SEVERABILITY AND egIS DECLARING AN EMERGENCY. WHEREAS, Arizona Revised Statues Annotated ("A.R.S. ") § §9- 240 (B) (1) , (3) and 9-276 (A) (1) allows cities to regulate public places, and charge fees for using public areas; and WHEREAS, the City will be offering advertising space on a publicly owned electronic sign for City and local non-profit sponsored/co-sponsored community-wide events that are open and accessible to the general public; and WHEREAS, the City has established an administrative policy regarding allowed uses of the City' s electronic message board; and WHEREAS, the City is desirous of establishing a fee structure for the administrative costs relating to the application processing, message programming, creation, design and duration. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, AS FOLLOWS: SECTION I IN GENERAL Apache Junction City Code Chapter 4, FEES, Article 4-1 • Parks and Recreation Fee Schedule, Section 4-1-1 (A) , Facilities and Equipment eiN Rental Fees, is amended to include the following fee: Description User Fee Electronic Messaging Board Fee $150 00 - $500. 00* *Based on length of time the message will be displayed and the animation complexity of the digital message to be displayed SECTION II REPEALING ANY CONFLICTING PROVISIONS All other ordinances and parts of ordinances in conflict with the provisions of this ordinance or in conflict with any part of the code adopted herein by reference are also hereby repealed.
