SUBJECT: Council Inquiry— UNITY and Diversity Pledges
The diversity discussion continues to grow in popularity in mainstream forums. In recent
studies, diversity in the community or workplace is shown to generate greater empathy, greater
understanding, and a greater range of ideas from the stakeholders. In recent news, the State
of Indiana and Arkansas received a public backlash from businesses and celebrities after their
passage of laws denouncing diversity allowing businesses to turn away gay and lesbian
customers in the name of religious freedom
At its March 26, 2015 meeting, the Greater Phoenix Economic Council (GPEC) voted to adopt r"'S
the UNITY Pledge in hopes of marketing this region of Arizona as business friendly to a more
inclusive range of potential industry and business development. Several Phoenix area cities and
towns have also adopted either the UNITY Pledge or a diversity pledge, have added diversity
divisions to their organizations, and/or hold annual events to celebrate diversity.
In light of GPEC adopting the Unity Pledge, a councilmember inquired with city management if
the city council would be interested in doing the same.
Below is information compiled from online sources on the differences between the Unity
Pledge and a diversity pledge, which cities and towns have adopted a similar pledge or
program, and potential implications to the city if council chose to adopt one.

UNITY Pledge-What is it?
UNITY Pledge is a concerted effort by Arizona businesses and individuals to advance workplace
equality and equal treatment in housing and hospitality for Lesbian, Gay, Bisexual, and
Transgender(LGBT) individuals and their allies. The business community and like-minded
individuals understand that if we want to compete for top talent, we must have diverse and
inclusive workplaces. UNITY Pledge was created by ONE Community, a member-based coalition
of Arizona businesses and individuals dedicated to growing Arizona's economy and otherwise
improving our community

Diversity Pledge—What is it?
A pledge for diversity can be seen as a broader encompassing pledge respecting diversity
amongst all individuals and members of community, and not highlighting one group An
example, the City of Mesa's One Mesa, is below.

Or, if a continued and large scale effort is council's desire, there is potential for additional
resources to.
■ Actively promote the city's pledge to the public and the business communities,
including, but not limited to, posting information on the city's website and using letters,
flyers, and other communications to seek support.
■ Provide the council with an update on the city's activities to promote the pledge and a
status report on the number of businesses and individuals who support it, along with
suggestions on how the city can garner greater acceptance of the pledge.
■ Evaluate the outreach program and provide recommendations to enhance the pledge
program's success
Council options for consideration:
1) Adopt the UNITY Pledge with a simple education and marketing message to the public
and business community
2) Adopt the UNITY Pledge and actively promote the city's pledge; seek active support
from the community; track and report on the number of businesses and individuals who
support it;evaluate the program and provide recommendations how the city can garner
greater acceptance of the pledge
3) Develop and adopt a diversity pledge with a simple education and marketing message to
the public and business community
4) Develop and adopt a diversity pledge and actively promote the city's pledge; seek active
support from the community, track and report on the number of businesses and
individuals who support it, evaluate the program and provide recommendations how
the city can garner greater acceptance of the pledge.
�► 5) Reach out to the City of Tempe to inquire about possible participation in the regional
diversity walk and festival along with other east valley cities and towns which occurs in
January of each year.
6) Opt not to adopt the UNITY Pledge or a diversity pledge at this time

UNITY Pledge is a concerted effort by Arizona businesses and individuals to advance workplace
equality and equal treatment in housing and hospitality for Lesbian, Gay, Bisexual, and

The UNITY Pledge was created because of the overwhelming outpouring of support that ONE
Community received from business leaders following our Spotlight on Success Local Heroes
Awards Ceremony in October 2012
During the ceremony, ONE Community featured Karen and Nelda—an amazing lesbian couple
that have been in a committed relationship for 54 years. Karen shared with us through a video
shown at the ceremony how 50 years ago individuals could be fired from their job solely
because they were gay. In 2013, it is still legal in Arizona and 28 other states to fire someone
simply because they are gay or transgender It is also perfectly legal to discriminate on the
same basis in housing and hospitality
This makes little sense when you understand that LGBT people make up a combined $790 billion
in spending each year in the US. These professionals, families, and individuals are also some of
the most talented in their industries Moreover, according to a report from the Center for
American Progress, workplace discrimination, including discrimination against LGBT employees,
costs businesses $64 billion each year. The Human Rights Campaign's Corporate Equality Index
reflects that 99% of responding businesses prohibit discrimination based upon sexual
orientation and 84% of responding businesses prohibit discrimination based upon gender
identify Smart businesses want to attract LGBT professionals and travelers. Smart businesses
value diversity and know that we have a responsibility to treat this community with the same
dignity and respect as other communities.

Redevelopment Commission — Advises the city council on matters related to the redevelopment area in the
downtown Members consider new proposals for development, monitor current projects and implement the

Arizona, pursuant to Title 36, Chapter 12, Article 3,Arizona Revised Statutes. Professionals in architectural and
landscape design, planning,finance, and related fields are sought to serve on this Board.

community, bring youth issues and concerns to city council, learn about civic processes, to gain experience in
governance, and to assist with projects deemed appropriate by city council

At the March 17th City Council meeting, city council discussed their desire to add two questions to the talent bank
application for board and commission applicants Council discussed the addition of two questions added to the city's
application; Are you a graduate of the Citizen Leadership Institute?Are you a registered voter?
At that same meeting, city council also discussed beginning the application process over after the application has
been revised and made available online, including those board and commission members currently serving and who
wish to seek reappointment
These two items will be scheduled for a council direction to staff In addition, if after review and discussion of the
additional information provided on the boards and commissions found in comparable organizations, city council is
desirous of adding another board or commission to the city's roster that can be accomplished in the same direction
to staff item

Redevelopment Commission — Advises the city council on matters related to the redevelopment area in the

governance, and to assist with projects deemed appropriate by city council

At the March 17th City Council meeting, city council discussed their desire to add two questions to the talent bank
application for board and commission applicants. Council discussed the addition of two questions added to the city's
application,Are you a graduate of the Citizen Leadership Institute?Are you a registered voter?
At that same meeting, city council also discussed beginning the application process over after the application has
been revised and made available online, including those board and commission members currently serving and who
wish to seek reappointment.
These two items will be scheduled for a council direction to staff. In addition, if after review and discussion of the
additional information provided on the boards and commissions found in comparable organizations,city council is
desirous of adding another board or commission to the city's roster that can be accomplished in the same direction
to staff item.
