Bryant Powell, Assistant City Manager SUBJECT: Council Inquiry— UNITY and Diversity Pledges The diversity discussion continues to grow in popularity in mainstream forums. In recent studies, diversity in the community or workplace is shown to generate greater empathy, greater understanding, and a greater range of ideas from the stakeholders. In recent news, the State of Indiana and Arkansas received a public backlash from businesses and celebrities after their passage of laws denouncing diversity allowing businesses to turn away gay and lesbian customers in the name of religious freedom At its March 26, 2015 meeting, the Greater Phoenix Economic Council (GPEC) voted to adopt r"'S the UNITY Pledge in hopes of marketing this region of Arizona as business friendly to a more inclusive range of potential industry and business development. Several Phoenix area cities and towns have also adopted either the UNITY Pledge or a diversity pledge, have added diversity divisions to their organizations, and/or hold annual events to celebrate diversity. In light of GPEC adopting the Unity Pledge, a councilmember inquired with city management if the city council would be interested in doing the same. Below is information compiled from online sources on the differences between the Unity Pledge and a diversity pledge, which cities and towns have adopted a similar pledge or program, and potential implications to the city if council chose to adopt one. UNITY Pledge is a concerted effort by Arizona businesses and individuals to advance workplace equality and equal treatment in housing and hospitality for Lesbian, Gay, Bisexual, and Transgender(LGBT) individuals and their allies. The business community and like-minded individuals understand that if we want to compete for top talent, we must have diverse and inclusive workplaces. UNITY Pledge was created by ONE Community, a member-based coalition of Arizona businesses and individuals dedicated to growing Arizona's economy and otherwise improving our community Attached is the UNITY Pledge information form Diversity Pledge—What is it? A pledge for diversity can be seen as a broader encompassing pledge respecting diversity amongst all individuals and members of community, and not highlighting one group An example, the City of Mesa's One Mesa, is below. These professionals, families, and individuals are also some of the most talented in their industries Moreover, according to a report from the Center for American Progress, workplace discrimination, including discrimination against LGBT employees, costs businesses $64 billion each year. Queen Creek,Goodyear, Maricopa At the March 17th City Council meeting, city council discussed their desire to add two questions to the talent bank application for board and commission applicants. Council discussed the addition of two questions added to the city's application,Are you a graduate of the Citizen Leadership Institute?Are you a registered voter? At that same meeting, city council also discussed beginning the application process over after the application has been revised and made available online, including those board and commission members currently serving and who wish to seek reappointment. These two items will be scheduled for a council direction to staff. In addition, if after review and discussion of the additional information provided on the boards and commissions found in comparable organizations,city council is desirous of adding another board or commission to the city's roster that can be accomplished in the same direction to staff item.
