3. DISCUSSION ON THE LIFETIME WORK OF GARY MULHOLLAND AND RELATING ITEMS TO THE RODEO GROUNDS.
City council discussed proposed changes to the Park Naming Policy at its December 3,2012,Work Session. Councilmembers Serdy and
Wilson desire to discuss that policy in relation to Gary Mulholland's lifetime achievements and the rodeo grounds
4. DISCUSSION WITH REPRESENTATIVES OF THE APACHE JUNCTION UNIFIED SCHOOL DISTRICT ON PROPOSED
PLACEMENT OF RESOURCE OFFICERS IN DESIGNATED SCHOOLS.
In light of the recent tragedy Sandy Hook Elementary School in Newtown,Connecticut, Councilmember Serdy is desirous of the council to
discuss with representatives of the Apache Junction Unified School District the possible placement of school resource officers within
designated schools
5 PRESENTATION AND DISCUSSION ON PROPOSED AREAS OF FOCUS FOR ECONOMIC DEVELOPMENT IN APACHE
JUNCTION.
Staff will present an approach for Economic Development based on a focus of diversifying local employment and business opportunities,
.a continuing to focus on the redevelopment and enhancements to our downtown,and considering how to further advance Apache Junction as a

destination for visitors and future residents
6 PRESENTATION AND DISCUSSION ON THE PROCESS FOR OBTAINING A PERMIT FOR A SPECIAL,COMMUNITY,OR
PRIVATE EVENT.
The Downtown Redevelopment and Implementation Strategy recognizes the importance of"people"to successful downtowns Goal 6 4
specifically recommended identifying a variety of event locations and creating the number of activities that will attract residents and visitors
alike In addition to city hosted/sponsored events,staff realized the potential of better enabling the private and non-profit sectors to host more
events After brainstorming the idea with local businesses and non-profits,the group identified some process changes intended to
meaningfully advance activities in the downtown and increase the number of events Staff will briefly review the process the city currently
utilizes for special,community,and private events, and discuss ideas that may enhance the process Staff will return to city council on
February 5,2013 for direction to staff on this matter
7 DISCUSSION ON AMENDMENT TO THE APACHE JUNCTION GRANTOR AGREEMENT FOR VENDING SERVICES
(CONTRACT NO. DE081140-001)WITH THE ARIZONA DEPARTMENT OF ECONOMIC SECURITY BUSINESS ENTERPRISE
PROGRAM FOR VENDING SERVICES IN THE CITY LIBRARY.
Discussion on the need to extend existing agreement between the City of Apache Junction and the Arizona Department of Economic Security
for the period of one year for vending services in the city library

D Proposed Strategy for ED Focus Areas
Economic Development Proposed Strategy-Assess our strengths in diversifying local employment and business opportunities,
continuing to focus on the redevelopment and enhancements to our downtown, and considering how to further advance Apache
Junction as a destination for visitors and future residents
• What makes Apache Junction attractive to new business that will help increase jobs for our residents, increase private investment and
help sustain Apache Junction in the long run? What public/private assets and workforce availability do we have to offer? What can we
best accommodate? What targeted industries make the most sense and can we work more strategically pursue them?
o Gain a better understand what public assets/properties/workforce assets we have in place and what private land or properties
could present opportunities for new business ventures by identifying willing property owners.
o We currently have nine targeted industries. We may consider narrowing that list to provide a more strategic focus for
recruitment.
o Identify and laser-focus on overcoming hurdles,or taking a re-assessment of what targeted industries work for us here if the
hurdles are insurmountable
• How can we continue the momentum we've seen lately in our downtown? What elements can the City continue to contribute that will
help create that"sense of place"and how can we increase private investment and entice new businesses?
o Resolve and identify funding mechanisms that can help continue to build infrastructure and beautification projects,and consider
investing in public space in the downtown
o Understand retail sectors/businesses that are a good fit for our Primary Market Area demographics and establish a recruitment
strategy
o Listen to our local business"voice",being responsive and open to change for the good
• Should our focus on tourism and expanding visitor and residential opportunities be expanded? How can our community better take
advantage of our surrounding destinations? This has been perceived to be our"low-hanging fruit" but how can we transform from a
drive-through to somewhere beyond into a drive-to destination?
o We should determine if"tourism" is a target industry for Apache Junction and, if so,we need to better define expectations of
the City and think regionally
o Because of the number of surrounding attractions,we should consider how to support each other, consider social media
applications that spur marketing cooperation

This amendment extension will add an additional one year to the existing agreement(contract
