CALL TO PUBLIC At this time the public has the privilege to address the council with requests, communications, comments or suggestions relating to city business.All speakers must have already submitted a written "Request to Speak"form to the city clerk no later than the conclusion of the city manager's report portion of the agenda. AGENDA ITEMS 1. 26-194 Presentation and discussion on the Fiscal Year 2026-2027 budget, classification and compensation plan for city employees, and the Public Safety Personnel Retirement System (PSPRS) Pension Funding Policy. Assistant City Manager Matt Busby presented the proposed budget for fiscal year 2027. He began by highlighting the Finance team for their work with preparing the budget. He also thanked the department directors and City staff for their contribution to the budget preparation. He explained that the one time revenues remain strong and local sales tax collections continue City of Apache Junction,Arizona Pagel Special Meeting of the Apache Special Meeting Minutes May 4,2026 Junction City Council to perform well but there is a slow down in recurring revenues. This will also be the first full year impact of the incorporation of San Tan Valley and the$2,000,000.00 decrease in our annual budget. Due to these items, the budget was intentionally conservative with only 2 and a half new positions added. He went over areas that are being planned for and the major investment in the workforce. Finance Director Angelie Hawley shared key budget assumptions of positive activity with sales tax, the full impact of the urban shared income tax will create an estimated decrease of$2.1 million, employee compensation increases and capital projects will proceed as planned for the General and Special Revenue Funds. Ms. Hawley presented various slides that reflected the budget summary, general fund revenues and expenditures, special revenue fund revenues and expenditures, capital projects for FY 2027, and some of the before and after completed capital projects for FY 2026. Councilmember Heck expressed his support for the employee Classification and Compensation Study. Councilmember Cross inquired if the average salary increase is comparable to other cities in the valley. Mr. Busby responded to Councilmember Cross. City Manager Bryant Powell expressed his appreciation to Staff for their help with the Classification and Compensation Study and for their work on the proposed budget. Councilmember Nesser commented on how the City started 48 years ago with a loan from Wells Fargo Bank. D. E. AWARDS, PRESENTATIONS AND PROCLAMATIONS 4. 26-169 Proclamation designating the week of May 3rd -9th, 2026, as "Professional Municipal Clerks Week." Mayor Wilson read the proclamation designating the week of May 3 through May 9, 2026, as "Professional Municipal Clerks Week." He presented it to City Clerk Evie McKinney. She shared "fun"facts about the City Clerk profession and introduced the Clerks office staff. She also invited the Mayor, Council and the Public to an Open House at the Clerk's Office on May 7, 2026, from 2:00 p.m. to 4:00 p.m. 5. 26-187 Proclamation recognizing May 16, 2026, as "Kids to Parks Day." Mayor Wilson read the proclamation designating May 16, 2026, as "Kids to Parks Day." He presented it to Recreation Superintendent Jamie Sullivan. She spoke of the importance of this day and the vital role that parks play in childhood. She also invited the community to celebrate the day with the Parks and Recreation team by visiting Flatrion Park from 9:00 a.m. to 11:00 a.m. F. REGIONAL INTERGOVERNMENTAL UPDATES 6. 26-191 Brief summary of intergovernmental updates from mayor and councilmembers. Councilmember Cross and Councilmember Soller attended the 2026 Apache Junction Construction Expo on May 2, 2026. They each commented on the success of the expo and thanked City Staff for their help to make it a great event. Mayor Wilson also shared his positive experience attending the Construction Expo and went over some of the activities that took place. He attended the Pinal Partnership event on May 1, 2026, where they discussed Pinal County mining operations and workforce development needs for the future. Mayor Wilson stated he has received several emails and comments regarding the City's public art. He went over how public art displays are funded, the creation of the Public Art Commission, and the process of how art is placed within the City. Councilmember Soller stated that he and Vice Mayor Schroeder attended the Arizona State Peace Officers Memorial. CITY MANAGER'S REPORT 7. 26-192 City Manager's Report City Manager Bryant Powell expressed his appreciation for the City Clerk's office and the important role they play in City Government. He also praised Senior Permit Technician Leslie Castillo for her personal effort to make the annual Construction Expo a success. 8. 26-221 Presentation and update on the Youth Advisory Council. Recreation Coordinator Jody Dutra introduced the members of the Youth Advisory Council (YAC)and they presented the year end review. They took turns sharing photos and information about events they have participated in over the last year. Graduating senior Nadine Owen was honored by the City and the VFW. She was presented with a plaque from Councilmember Johnson of VFW#9399 and Heather Lyn of VFW#7968. 9. 26-193 Announcement of Current Events Management Analyst Eli Richardson shared an upcoming event: - Free Dump Week: May 4 -9, 2026, 6:00 a.m. - 4:00 p.m. at Apache Junction Landfill, 4050 S. City Manager Bryant Powell announced that this evening will be Mr. Richardson's last meeting with Apache Junction as he is moving on to a position with Pinal County. H. PUBLIC HEARINGS I. OLD BUSINESS J. NEW BUSINESS 10. 26-188 Presentation, discussion and consideration of proposed Resolution No. 26-20 authorizing the city to enter into an Intergovernmental Agreement(IGA) Amendment No. 1 with Arizona Department of Transportation (ADOT)for the City's Tomahawk Road Widening Improvement Project from Highway US60 to Southern Avenue for additional construction costs with the City's financial contribution being $908,143 and federal contribution of$4,866,101 for a construction total of$5,774,244. Project Engineer Raquel Schatz presented that the city applied for Maricopa Association of Governments (MAG) Closeout Funds to cover the additional construction costs on October 27, 2025. The additional amount will cover the increased construction costs from the original estimate that was done in 2021. The Intergovernmental Agreement with Arizona Department of Transportation (ADOT) needs to be executed prior to May 15th, 2026, otherwise funds could be in jeopardy. City of Apache Junction,Arizona Page 3 City Council Meeting Meeting Minutes May 5,2026 This project includes roadway widening to five (5) lanes and bicycle lanes on Tomahawk Road from US60 to Southern Avenue, street lighting, curb &gutter, and some drainage improvements. It also includes roadway widening on Southern Avenue for bicycle lanes and infilling the missing curb &gutter and sidewalk. The City has pursued and is hoping to utilize these available funds on Tomahawk Road between Highway US60 to Southern Avenue. The Public Works Department is requesting City Council approval to enter into an Intergovernmental Agreement Amendment"IGA"with ADOT, which will provide additional construction funds towards the Tomahawk Road Widening Improvement Project. This is an extremely aggressive timeline with the city being awarded the funds on February 2, 2026, IGA requested through ADOT on February 3, 2026, IGA Draft received March 27, 2026, IGA returned to ADOT for corrections on April 1, 2026, and Final Draft received from ADOT April 15, 2026. MAG requires that the execution of Amendment be done by May 15th, 2026. Coucilmember Cross asked if the City had anything to do with the recent work completed on Tomahawk. Councilmember Johnson asked about the timeframe of completion for this project. Councilmember Nesser commented on adding stop lights at the end of Cactus Road. An Asset Management System provides municipalities with a comprehensive, GIS-centric platform to track, maintain, and analyze infrastructure assets. It helps public agencies manage roads, water systems, and facilities through work order management, preventive maintenance, and budgeting tools, ultimately aimed at reducing costs and extending asset lifespans. Staff recommends purchasing OpenGov through their authorized vendor at Carahsoft who provided a multi-year subscription and professional services quote. Contract Number CTR046098, NASPO Master Contract Number AR2472. Term One is for is $62,603.48. The second term is for $55,323.71 for a two phased implementation total of 117,927.19. CIP 26016 was council approved FY26 budget of $125,000. BACKGROUND The creation of a Streetlight Improvement District ("SLID") is a means whereby the power expenses of streetlights are paid by the levy and collection of taxes based on the number of properties within the SLID. SLIDs are created by the initial submittal of a petition to the city to form a SLID, and the subsequent approval of three separate resolutions: 1) the intent to form a SLID; 2) ordering the installation of streetlights within the SLID, and 3) setting forth the initial annual SLID budget. The 575 residential parcels of Blossom Rock Parcel 8 have been approved. All 575 lots within Parcel 8 are currently owned by Lennar Corporation who submitted to the city a Unanimous Petition for the SLID along with an exhibit showing the boundary of the SLID. The above three described resolutions will be on the city council meeting consent agenda on May 19, 2026, for final approval. RECOMMENDATION Staff respectfully request mayor and city council approve Resolution 26-21, Resolution 26-22, and Resolution 26-23 on the city council meeting consent agenda on May 19, 2026. The Petition purports to be signed by all of the real property owners in the proposed District, exclusive of mortgagees and other lienholders . After verification of such ownership, the mayor and city council find pursuant to Arizona Revised Statutes ("A.R. S . ") § 48-615 (A) that the Petition was signed by all of the real property owners in the proposed District, exclusive of mortgagees and other lienholders . 2 . Declaration of Intention to Order Formation of the District . The public interest and convenience require and it is the intention of the mayor and city council to order the work through formation of the District pursuant to A.R. S . Title 48, Chapter 4, Article 2 . The District' s sole purpose shall be the purchase, not generation, of energy to operate the street lighting system as it now exists or is hereafter enlarged. The phrase "street lighting system" shall mean all publicly owned street and traffic lights and all wire, apparatus and other facilities now in place or hereafter constructed or acquired for the lighting of public streets and parks within the District and on adjacent streets . For purposes of this resolution and of all resolutions, RESOLUTION NO. 26-21 Page 1 of 3 ordinances and notices pertaining hereto, the SLID shall be known as and is hereby designated "City of Apache Junction Street Lighting Improvement District No. 2026-SV-BR-8" . 3 . Statutory Authority; Payment of Incidental Expenses . All proceedings pertaining to the District is authorized by A.R. S . Title 48, Chapter 4, Article 2, and all amendments thereto including, without limitation, §§ 48-616 and 48-617 . All incidental expenses shall become the obligation of the District, unless paid for by the signers of the Petition. The phrase "incidental expenses" shall mean the costs of posting, publication, recording and legal fees associated with the formation of the District and the annual levy of taxes . 4 . Protests, Objections, Waiver. In the Petition, the signers have made written consents and waivers pertaining to the ordering of the work and to the formation of the District and have specifically waived all protests and objections against formation of the District . City staff has verified such ownership and the mayor and city council find as a fact that all property owners within the District signed such Petition. Therefore, pursuant to A.R. S . § 48-617 (A) , no publication or posting of any notice pertaining to formation of the District will be made which is normally required under A.R. S . §§ 48-575 (C) and 48-578 . 5 . Engineer' s Estimate. As financing for the acquisition and construction of the initial street lighting system has been provided, the District' s sole purpose will be to purchase, and not generate, energy to operate the street lighting system. All owners of land within the District who signed the Petition waived the filing of an engineer' s estimate and no engineer' s estimate has been filed with the city clerk. 6 . Determination of Type of Lighting and Consideration of the Rate to be Paid. The type of lighting shall be the type now in place within the District which now comprises the street lighting system or such lighting facilities as may be required in the future by city engineering staff or some other entity for use within the District . The mayor and city council agree that the current rate to be paid for purchasing energy for the proposed district per street light per month and per kilowatt hour is set by the public service entity which provides the energy to light the streets (currently Salt River Project) and may be increased as they or their successors so determine in the future. The estimate of the District' s costs and expenses of purchasing energy for the operation of the street lighting system is subject to change or RESOLUTION NO. 26-21 Page 2 of 3 correction when the actual costs of operation are known and is subject to change due to inflation, new construction or acquisition of additional portions of the street lighting system. 7 . Compliance with City Outdoor Lighting Code. The District shall comply with the provisions of the Apache Junction City Code, Vol . II, Land Development Code, Article 1-10 : Outdoor Lighting Regulations, as amended. BACKGROUND The creation of a Streetlight Improvement District ("SLID") is a means whereby the power expenses of streetlights are paid by the levy and collection of taxes based on the number of properties within the SLID. SLIDs are created by the initial submittal of a petition to the city to form a SLID, and the subsequent approval of three separate resolutions: 1) the intent to form a SLID; 2) ordering the installation of streetlights within the SLID, and 3) setting forth the initial annual SLID budget. The 575 residential parcels of Blossom Rock Parcel 8 have been approved. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION ARIZONA, AS FOLLOWS : 1 . Budget Adopted. The District budget attached hereto in Exhibit A in the amount of $2, 788 . 32 is hereby adopted as the budget of the District for fiscal year 2026 - 2027 . 2 . Amount to be Raised by Taxes . The amount of the District budget set forth in Section 1 of this resolution is hereby fixed, levied and assessed as the amount to be raised by the levy of ad valorem taxes on all the real and personal property in the District or through an equal apportionment of taxes based on the number and classification of properties within the District . No irregularity in the fixing, levying or assessing the amount to be raised by ad valorem taxes or omission in the same, or irregularity of any kind in any proceedings shall invalidate such proceeding or invalidate any action to collect such taxes, including the conveyance of title by any tax deed, nor shall any failure or neglect of any officer or officers to perform any of the duties assigned to him or to them on the day within time specified will be an invalidation of any proceedings or of any action to collect such taxes or affect the validity of the assessment of the budget amount and levy of taxes or of the judgment or sale by which the collection of the same may be enforced, or in any manner affect the lien upon such property for the delinquent annual taxes unpaid thereon, and no overcharge as to part of the taxes or of costs shall invalidate any proceedings for collecting of the taxes or the foreclosure, and all acts of officers de facto shall be valid as if performed by officer de jure. 4 . Notice of Levy. City of Apache Junction,Arizona Page 1 Printed on 511412026 ORDINANCE NO. 1575 AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, AMENDING THE APACHE JUNCTION CITY CODE, CHAPTER 2 : MAYOR, COUNCIL, AND APPOINTED BOARDS AND COMMISSIONS, ARTICLE 2-1 : COUNCIL, § 2-1-5 COMPENSATION, BY REPEALING AND REPLACING IT IN ITS ENTIRETY; REPEALING ANY CONFLICTING PROVISIONS; AND PROVIDING FOR SEVERABILITY. WHEREAS, Apache Junction City Code, Vol . I , Chapter 2 : Mayor, Council, and Appointed Boards and Commissions, Article 2-1 : Council, § 2-1-5, relates to compensation of the mayor, vice mayor and councilmembers; and WHEREAS, Article 4 , Part 2 , § 17 of the Arizona Constitution regulates how and when publicly elected officers can increase their compensation and when the increases would be effective; and WHEREAS, the pay levels for the mayor, vice mayor and councilmembers in § 2-1-5 was last increased with Ordinance No. 1215 adopted on September 21, 2004 ; and WHEREAS, as part of a city-wide employee compensation study, the compensation for the mayor, vice mayor and council members was also evaluated; and WHEREAS, based on this analysis, the mayor and city council believe that a compensation increase is fully justified and therefore directed staff on April 21, 2026, to draft an ordinance increasing the mayor, vice mayor and councilmember pay to the average level disclosed in the pay study, plus an annual cost of living adjustment. NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, as follows : SECTION I IN GENERAL Apache Junction City Code, Vol . I, Chapter 2 : Mayor, Council, and Appointed Boards and Commissions, Article 2-1 : Council , § 2-1-5, Compensation, is repealed and replaced in its entirety, to read as follows : A. Effective January 5, 2027, the salary for the mayor with the term of office beginning on the same date shall be paid at the rate of $3 , 030 . 58 per month. ORDINANCE NO. 1575 PAGE 1 OF 3 B. Effective January 5, 2027, the salary for the vice mayor with the term of office beginning on the same date shall be paid at the rate of $1, 966 .25 per month. C. Effective January 5 , 2027, the salary for councilmembers with the term of office beginning on the same date shall be paid at the rate of $1, 740 . 00 per month. D. The salary for councilmembers who are serving their current terms of office from January 2 , 2024 , through January 4 , 2028, shall remain at $800 per month. However, for any councilmember who serves a term of office starting January 2, 2029, through January 4 , 2033 , the monthly salary during such term of office shall be $1 , 740 . 00 per month. E. After the above compensation levels are effective as noted above, the mayor, vice mayor and councilmembers shall thereafter be paid the following salaries : (1) The salary for the mayor shall be paid at the rate of $3 , 030 . 58 per month. (2) The salary for the vice mayor shall be paid at the rate of $1, 966 .25 per month. (3) The salary for councilmembers shall be paid at the rate of $1, 740 . 00 per month. F. When the above compensation levels are effective as noted above, the mayor, vice mayor and councilmembers shall also be paid a cost of living, base wage adjustment, general city-wide increase or any other pay increment however else characterized in the city' s payroll system, which full-time employees also typically receive on an annual basis . SECTION II REPEALING CONFLICTING PROVISIONS All ordinances and parts of ordinances in conflict with the provisions of this ordinance, or any part of the code adopted herein by reference, are hereby repealed. SECTION III PROVIDING FOR SEVERABILITY If any section, subsection, sentence, phrase, clause or portion of this ordinance, or any part of the Code adopted herein by reference, ORDINANCE NO. 1575 PAGE 2 OF 3 is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portion thereof .
