Who Decides to Change ?

8 : Business regulations concerning fortune telling

Background:
Following a complaint by a resident regarding the business
licensing fees charged to permit fortune telling businesses, Staff
were directed to research comparable codes and provide the City
Council information regarding fortune telling businesses in order
to inform a possible Direction to Staff on the matter.
Per § 8-1-1 DEFINITIONS: A "Fortune Teller" is "a person who
purports to have the ability to predict a person' s future by
palmistry, using a crystal ball or cards, or similar methods . "
There is nothing in the zoning ordinance specific to
treating fortune tellers any differently from another private
office uses, but the Business Code of the City (AJCC, Vol . I,
Ch. 8, § 8-2-7 PERMITS; FEES . ) has a specific requirement that
fortune tellers require approval from Public Safety and have a
specific and unique business licensing permit and fee of $1200 .

RECOMMENDATIONS
The Health & Human Services Commission received five applications for funding for Fiscal Year
2025-2026. The Commission met on March 10th where the applicants presented information on
their requests and the services that would be provided or lost depending on funding received.
On March 31 st the Commission discussed and voted on their final funding recommendations.
The total funding amount budgeted for FY 25-26 is $90,000.00, total funding requested by the
non-profits for FY 25-26 is $201,500.00.

- Annual Make a Difference Day

H. PUBLIC HEARINGS
Public hearings required by applicable law shall be conducted by the council and any person shall be

member thereof. Such remarks shall be limited to five(5)minutes unless additional time is granted by
the mayor. This time limitation shall not apply to applicants and their agents appearing before the council.

M. CALL TO PUBLIC
At this time the public has the privilege to address the council with requests, communications, comments
or suggestions relating to city business.All speakers must have already submitted a written "Request to
Speak"form to the city clerk no later than the conclusion of the city manager's report portion of the
agenda. If there is a group speaking on the same item, they should select a spokesperson.All such
remarks shall be addressed to the council as a whole and not to any member thereof. The mayor is
authorized to ask a speaker to stop speaking and leave the podium or to adjourn the meeting if anyone
becomes disorderly, uncivil, makes personal attacks or continues to speak about items that are not
within the jurisdiction of the city after being warned such issues are beyond the jurisdiction of the city to
act. The council may not answer questions of the speaker, discuss the matter with one another,but may,
at the conclusion: 1)respond to criticism by a speaker;2)ask the city manager to review a matter;3)
ask the city manager to place the matter on a future agenda. Each speaker must approach the podium,
