City of Apache Junction,Arizona Page 1 Printed on 511112023 RESOLUTION NO. 23-12 A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, ADOPTING THE STATEMENTS AND ESTIMATES OF EXPENSES OF THE APACHE JUNCTION STREET LIGHTING IMPROVEMENT DISTRICTS, WHICH SHALL CONSTITUTE THE BUDGETS OF THE DISTRICTS FOR FISCAL YEAR 2024, PURSUANT TO A.R. S . § 48-616 AND § 42-17101 ET SEQ. WHEREAS, the provisions of A.R.S . § 48-616 require the governing body to levy taxes upon all property in municipal street lighting improvement districts ("Districts") to pay the annual expenses of said Districts; and WHEREAS, the governing body of the municipality shall make annual statements and estimates of the expenses of the Districts, which shall be provided for by the levy and collection of ad valorem taxes upon the assessed value of all the real and personal property in the Districts; and WHEREAS, the mayor and council desire to adopt fiscal year 2024 final budget for the Districts . NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, AS FOLLOWS : 1) The Statement and Estimates of Expenses of the City of Apache Junction Street Lighting Improvement Districts for Fiscal Year 2024, attached hereto and incorporated herein as Exhibit "A", is hereby adopted. 2) The Statement and Estimates of Expenses of the City of Apache Junction Street Lighting Improvement Districts is sufficient to cover the purchase of energy. 3) The city clerk and city finance director are each directed to provide copies of this resolution and such other documents as may be necessary to cause Pinal County to levy, assess and collect the amounts described herein from ad valorem property taxes . 4) The adopted estimates shall constitute the budgets of the Apache Junction Street Lighting Improvement Districts for Fiscal Year 2024 . The Commission met on March 2711 where the applicants presented information on their request and the services that would be provided or lost related to the funding request. On April 241h the Commission discussed alternative funding recommendations and voted on their final funding recommendation. Total funding requested this year was $131,260. 1. AJ Community Development Corporation (AJ CDC) — requesting $ 6,400 for: - Administrative costs 2. Boys & Girls Club — requesting $ 35,000 for: Salaries: - 1 PTE "Youth Development Specialist", provides direct member services - 1 FTE "Program Director/Branch Director" to provide facility and financial management, community engagement, data management and professional development 3. Genesis Project— requesting $ 22,800 for: - Rent and utilities for the community resource center - Provide food, clothing, hygiene products, access to showers and heat relief - Salary for Navigator Services 4. The following provides instructions and eligibility information regarding the request for non-profit funding. Information on this program may be found at Health & Human Services Commission 1 Apache Junction, AZ - Official Website (apachejunctionaz.gov). The commission was formed under city code Article § 2-11. This program is made possible under city code Article § 2-14 Request for Financial Assistance. The city code is available at https://www.apacheiunctionaz.gov/ajcode. Application Due Date January 31, 2023 Per city code, the request for financial assistance must be submitted to the city clerk's office during the month of January to be considered for the following fiscal year. All funding is subject to the execution of an agreement with the city, the approval of a budget allocating funds to the program, and the city council's approval. Applications can be submitted in person to the City Clerk's Office or via e-mail to hhsc(a)apachejunctionaz.gov. City offices are open Monday through Thursday, 7:00 am to 6:00 pm. In 2022, BGCAZ served over 14,000 at-risk youth between the ages of 5-18 in Metro Phoenix, including the East and West Valley, while the BGCAZ Superstition Mountain Branch served 350 East Valley at-risk youth between the ages of 5-18. To mitigate risk actors and to help youth have a productive future, we strive to create a clear pathway for heir chosen career goals, and to prepare them for higher education and/or the workforce after high school graduation. According to the U.S. Department of Education, the Arizona dropout rate is among the highest in the nation (ranking 4th). The next generation is not only falling behind academically, but also faces severe risk factors that make it impossible o succeed. The youth at this branch are at-risk and high-risk for academic failure, substance abuse, gang involvement, and partaking in other risky behaviors, due to a variety of community, peer, family, poverty and individual risk factors. Youth in the geographic area are exposed o violence, drugs, and poverty. These Adverse Childhood Experiences (or "ACEs") have a tremendous impact on a youth's propensity to commit, or be a victim of, violence. ACEs also affect adult health and mortality, and future academic and career success (Centers for Disease Control, 2021). ACEs are specific, evidence-based indicators that, if experienced in youth, are proven to adversely affect how that child functions for the rest of his/her life. Youth at this branch are chronically exposed to these multiple risk factors, with a majority of youth experiencing two or more Adverse Childhood Experiences (ACEs). The Superstition Mountain Branch data revealed a variety of circumstances identified as risk factors for youth t this Club location: 5% live in non-two parent homes (single, grandparents, foster, other relative), with 33% eing single-parent homes. 2% live in households with family income below $32,000. 5% are a racial or ethnic minority. 5% participate in free/reduced lunch programs. Youth from low-income families are vulnerable to poor outcomes as adults, as these youth often lack the resources and opportunities found to lead to better outcomes. Nearly a third f youth from low-income families (29 percent) fail to earn high school diplomas, approximately three times greater than the percentage of youth from middle-income families (10 percent) and roughly six times greater than the percentage of youth from high-income families (5 percent). We use social media, direct mail, and face-to-face solicitations to raise oney from individuals (including planned gifts) and both in person and virtual fundraising events throughout the year. Funding received from individual donations and pecial events is allocated to support each of our Clubs and programs. In order for individuals to overcome the abject poverty within which they reside there is a need for access to many resouces in one place. More often than not, an individual cannot rise from their situation with help from only one social service agency. With the need for internet access, a working phone, a navigator that understands all available assistance and the ability to connect with several service providers, it is the goal of Genesis Project & The Community Rescource Center to maintain a place where people can come and connect with all basic human necessities. When navigating and coordinating the many services needed to rise above their current situation many individuals get overwhelmed and feel anxious and lost. The need for an advocate or navigator is crucial in keeping individuals on task through the process to ensure success. To whom is this happening? This is a global problem affecting every community around the world. In Apache Junction, poverty does not have a specific target and we see everyone from young children to elderly adults desperately in need of assistance from multiple agencies. Furthermore, the rurality of our city means it is even harder to access assistance locally and attend intake interviews and appointments in a way that does not require motorized transportation. Why is this happening? What are the reasons or causes for the problem? The biggest cause of this problem is the need for many forms of public assistance services that require internet, phone, knowledge of rescouces, and the mental & physical capability to navigate each agencies requirements. Without addressing each basic human need, individuals are incapable of completing all steps to overcome their current situation. As a society we know that a hierarchy of needs exists in which you cannot be sucessful without meeting the basic needs first. For instance, if individuals do not have the ability to obtain nutritious food, they do not have the ability to maintain employment, and without the abiltiy to maintain employment they do not have the ability to maintain housing, etc. This goes even deeper when we put mental and physical health into the mix and know that access to mental health support through a partnering agency will be the first step in obtaining necessary resources. What will happen if the problem is not addressed? If this problem, a personal Navigator and ongoing access to the Community Resource Center, is not addressed we will see many more individuals facing homelessness and poverty in our city. There are many steps to selfsufficiency and one cannot be met without the others. If we do not address each step individually there will not be success. We see individuals focusing on basic survival when What are the gaps between what exists and the solution? The gap that exists is the number of agencies in which individuals need to connect with and the personal ability for those same individuals to make the connections. The solution is a Navigator and The Community Resource Center. In the CRC all agencies can come together and network in one location for the betterment of individuals in need and a Navigator to act as a guide and advocate for those mentally and physically incapable of following through with each step. A very personalized experience, guided by a navigator in a 'one-stop-shop' environment, where a multitude of needs can be met in an afternoon instead of days, weeks or even months. Earth Heart Park(EHP) is the legacy left behind and designed by former CEO of Mountain Health and Wellness, Rob Evans. The park is open to the community and utilized by many of the residents of Apache Junction. It is also a great venue for community events and festivals that Horizon offers he community free of charge annually. The park, and what it brings to the community magnifies Horizon Health and Wellness's (HHW)Vision to "alleviate human suffering by empowering people o attain their optimum potential" and our missions to "provide integrated health care that addresses he whole person and promotes wellness using best practices to enhance the quality of life of the individuals, families, and communities we serve". Many residents make use of Horizon's EHP for a variety of occasions including, but not limited to: family picnics, community classes, gardening volunteer hours, relaxation, exercise, a walk with their pets, socializing, classes and events through City of AJ Parks and Recreation, and organizational fundraising events. There is never a fee to use the facilities in EHP and is open on a first come, first serve basis. Horizon also makes use of the park for many different events and client activities. Horizon has recently made many great additions to the park for the enjoyment of the residents in Apache Junction including exercise equipment, a butterfly friendly area, expansion of our community garden, a meditation fountain, and additional plants and trees. HHW has even larger plans for the ark this year. EHP currently has a community garden where residents can cultivate and harvest plants that are maintained as part of a partnership between the community and HHW. The park, at times,provides a meal for the homeless, a therapeutic respite for others, a place where children gather for art workshops, and a fun place to hold family-oriented events. In 2021 and 2022, this group has given a-way 775 pounds of;fi;ee pr-oduGe that v4as m-aii4ly given out to low income residen S of ApaGhe It Junction. Horizon has hired a Master Gardener to transform the community gardens into a Master Garden destination and teaching garden for all ages. We currently have 6 Master Gardeners and have had 41 community volunteers working in EHP's garden and logging in 1,670 hours over the past two ears. The volunteer program is a place members of the community can be a part of transforming the community garden. Many of these volunteers during the summer enjoy working in the garden after dark as the day starts to cool off. Lighting in the park has always been an issue for people wanting to host events during the late afternoon and evening hours. There is also a safety factor involved with not having adequate lighting in our park. This grant, if approved, would allow Horizon to purchase adequate lighting for the park so that the park can be used by the community more often and for evening activities that we are getting requests for. More families will feel safer to come and enjoy everything that the park has to offer with the lighting that we are requesting. Apache Junction (AJ)has a current poverty rate of nearly 14%. Creating a more accessible, free resource that all community members can access will have a positive impact on resident's physical health and mental health, making for a healthier community. With the ever-increasing population in Apache Junction, more recreational activities are needed. Currently, there are few parks in AJ and no other park in the city that has exercise stations and expanding the hours that the park could be accessible due to added lighting would increase availability of the free resource There have also been police reports made that are housed with the City of Apache Junction regarding he safety issues discussed throughout this grant proposal. The nature of the problem is the inability of at risk individuals to gain meaningful employment, which if not addressed in real time will certainly lead to a more detrimental situation that includes the possibility of becoming part of the unhoused demographic. Included in a 2019 Point In Time count, 136 unsheltered individuals were interviewed. While there is a variety of displacement reasons, one of the largest non-medical reasons included 18.4�% of those interviewed being underemployed and as a result 19.52% were unable to pay rent causing their displacement. As hnusing costs continue to multiply, the extent of this problem is will continue grc.wing. By addressing the employment issue early and directly, OSM hopes to continue having a positive impact in our community. To whom is this happening? The issues of homelessness and low income affects individuals of all ages, genders, and races . Based on the Point In Time data for Pinal County, these issues are affecting a majority of individuals in various age groups and races . The age range of 25-64 is the largest % being affected with 74 . 01% being white, 5 . 65% being African American, 9. 04% being Native American, and 11 . 30% being multiple races . Of those affected, 65 . 54% are male and 33 . 90% are female. Why is this happening? What are the reasons or causes for theproblem? In some cases this is due to the sudden loss of employment, medical or behavioral/ health events, or simply unforeseen circumstances such as the loss of a family member. Additionally, a lack of job training causes underemployment and this is specifically what OSM looks to address. It is a four week class made up of both practical kitchen skills and life coaching. Students gain Hands on experience volunteering for our bi-monthly outreach and catering. This allows students to directly provide for the community as a resource and earning an income through catering. Graduating students will be connected to local restaurants for interviews and the opportunity to obtain employment. Is this a best practice or has it been proven successful in other laces? Yes, there are similar programs running successfully in Arizona and across the country. UMOM and Catholic Charities in Pheonix both have successful culinary job training programs. They have an overall success rate of above 90%. UMOM also operates a successful cafe run by students. we have seen success through our own program. A student, Anna, was struggling with a heroin addiction and found herself unsheltered. She was 6 months sober and in a recovery program when she took became a student of A New Beginning and through our training and connection to the Mellow Mushroom restaurant in Mesa, Anna was able to maintain employment and secure housing. The Superstition Community Food Bank(SCFB)is a non-profit organization 501(c)(3)aiding individuals,families, seniors,and children facing food insecurity since 1983.Food on demand is provided to people struggling with hunger in Apache Junction,Gold Canyon,Queen Creek,Northwest Pinal County,and East Mesa.We are the largest agency food bank for United Food Bank(UFB)in the East Valley.We distribute over two million pounds of food through our warehouse annually(the equivalent over 1.5M meals)and help feed 37,000 people a year(over 13,900 eligible families). e follow the guidelines set forth by the Arizona Department of Economic Security(DES)and United Food Bank (UFB).Our food rescue program collaboration with UFB allows us to work with 14 large local grocers on a weekly basis. CFB continues to offer Commodity Supplemental Food Program(CSFP)through United Food Bank.The program rovides supplementary United States Department of Agriculture food packages to the low-income elderly of at least 60 ears of age.It is one of the fifteen federally funded nutrition assistance programs of the Food and Nutrition Service,a USDA agency.The CSFP currently serves about 600,000 low-income people every month.Our CSFP program is held on he third Thursday of each month from 7:00 a.m.to 11:00 a.m.at the Food Bank and provides area seniors with an extra monthly food distribution exclusively for them.To be eligible for CSFP,a person must reside in Arizona,be at least 60 ears old,and have a total household income that does not exceed$1396 for 1 person or$1888 for 2 people.Currently, 102 seniors are enrolled in the program with 14 individuals on the waiting list. Since 2019,the Food Bank began to offer 3 holiday meals to households during Easter,Thanksgiving,and the December holiday season.We make every effort possible to fulfill the holiday meal wishes of our eligible families by providing vouchers to cover each family with at least one holiday meal as long our supplies will meet demand.In 2022,we provided 22,500 lbs.of holiday food and feeding and additional 900 families and 150 seniors during the holiday season. e plan to expand this program to include a smaller July 41 Holiday Box. Many of the individuals/families visiting the food bank indicated they are food insecure due to the rising cost of rent, utilities, fuel,and childcare costs. Chronic health conditions and lack of health care and the rise in health care have also attributed to the need for food assistance, especially in our senior population. Feeding America,the nationwide network of 200 food banks,21 statewide associations and 60,000 partner food pantries and meal programs, today published a new report highlighting its latest Charitable Food Participation Estimate measuring the number of people who received help from the charitable food sector, of which the Feeding America network comprises a large portion. In addition, our"Rescue Food" grocery store partners have reduced their purchasing, therefor reducing the amount of food that would normally come to s.
