1. Call to Order
Chair Heather Moeller called the regular meeting of the Parks and Recreation Commission to
order at 6:00 p.m.
2. Pledge of Allegiance
Chair Heather Moeller led in the Pledge of Allegiance.
3. Roll Call

4. Consent Agenda
Commissioner Frank Schoenbeck moved that the Parks and Recreation Commission accept the
agenda as presented and approve the minutes from the March 4,2026 regular meeting.
Commissioner Felicia Madrid seconded the motion.This was approved.

5. Information and Reports
Commissioner Felicia Madrid and Commissioner Frank Schoenbeck shared positive comments
about all the new shade structures throughout the facilities. Commissioner Manny Vega shared

about volunteering at the Itty Bitty Olympics event. Commissioner Judy Borey reported on how
well received the pocket maps have been at the Chamber of Commerce.
6. Staff Report
26-121 Presentation and update on projects and opportunities in the parks and other
service areas.
Superintendent Dave Butler updated the commission on recent and upcoming projects. He
reported that the shade structures at Dutchman Dog Park have been completed. He also
presented plans for the pavilion to be installed at the Rodeo Grounds and highlighted its key
features. He shared that installation of the pavilion and light poles are anticipated by mid-June
which will mark the completion of Phase 1. Superintendent Butler also shared that the pickleball
courts are nearing completion next month and dates will be announced for the ribbon cutting
ceremony. He concluded by sharing that the Focal Point summer annuals will be planted in a
few weeks due to the higher spring temperatures.
26-122 Presentation, discussion and update on upcoming events and activities.
Superintendent Jamie Sullivan updated the commission on recent events held since the last
meeting, including Superstition Sleepover, Itty Bitty Olympics, Dino Days, and others. She noted
that unusually higher than usual spring temperatures presented challenges but reported good
attendance across all events. She also highlighted upcoming events, including the Easter event,
Mother's Day Tea, Earth Day, and April Pool's Day. In response to community interest,
Superintendent Sullivan announced the addition of a new event, Mother and Son Nerf Night,
created to meet requests for a mother-son program. She concluded by introducing Recreation
Coordinator Jody Dutra to present on the Youth Advisory Council's year-end review. Jody Dutra
explained the council's role in volunteering within the community, participating in events, and
engaging in learning opportunities. She noted that YAC is open to students in grades 8 through
12 who live in or attend school in Apache Junction. Three YAC members addressed the
commission, introducing themselves and sharing their experiences. They expressed their
enjoyment of being part of the program, highlighting opportunities to learn more about the city,
meet new people, and develop a stronger sense of community.
7. Old Business
26-123 Presentation and Discussion on the Parks and Recreation Fee Study.

Management Analyst Riley King presented additional information regarding the ongoing fee
study. At the Commission's request, she provided an overview of adult sports program fees and
compared current Parks and Recreation pricing to benchmark averages. She also reviewed
rental usage data, highlighting the most and least frequently rented facilities, and presented a
revenue breakdown chart. In closing, Riley King shared examples of event costs and noted that
staff will present fee recommendations and outline next steps over the summer.
Commissioners had opportunities for questions, comments and discussion with staff.
8. New Business
26-124 Presentation and discussion on the Parks and Recreation Scholarship
Program.
At the request of Commissioner Frank Schoenbeck, Recreation Superintendent Jamie Sullivan

presented an overview of the Apache Junction Parks and Recreation Scholarship Program. She
explained that the program is largely funded by proceeds from the Lost Dutchman Marathon,
which helps provide financial assistance to participants in need. Superintendent Sullivan noted
that the program covers 50%of youth programs, fully funds swim lessons and youth
memberships, and in select instances, covers event participation costs. She concluded her
presentation by responding to questions from the Commission as well as outlining the
department's plans to expand outreach and increase awareness of the program.

26-125 Regular Meeting of the Parks and Recreation Commission to be held at 6:00
p.m. on May 6, 2026 in the city council chambers located at 300 E.

Commissioner Diele Kyhn moved,seconded by Commissioner Frank Schoenbeck that the regular
session of the Parks and Recreation Commission be held May 6,2026 in the city council chambers
located at 300 E Superstition Boulevard,Apache Junction.This was approved.
