MEMORANDUM TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
THROUGH: CITY MANAGER)

SUBJECT: COUNCIL STIPULATIONS ON BUDGET
During the recent budget work sessions and tentative budget adoption meeting,
members of the council discussed various stipulations concerning the budget.
If it is the council 's intent to include these stipulations, the appropriate
time would be at the final budget adoption on June 26th as part of the
adopting resolution. These various stipulations are as follows:
1 . That the grant funds for the Apache Junction Gerontology Foundation,
Inc. , in the amount of $25,000, be distributed in accordance with
the recommendations of the Apache Junction Area Community Foun-
dation in their memorandum dated June 11 , 1986.
2. That the grant funds for the Central Arizona Shelter Services,Inc. ,
in the amount of $1 ,000, be distributed in accordance with the
recommendations of the Apache Junction Area Community Foundation
in their memorandum dated June 11 , 1986.
3. That the amended budget for the City Clerk's office as discussed
and presented on June 11 , 1986, be adopted as the departmental
budget for fiscal year 1986-87.
4. That the grant funding in the amount of $30,000 for the Apache
Junction Area Community Foundation be based upon a contract approved
and adopted by the City Council .
5. That departmental requests for adjustments in clerical position
salaries be permitted if funds are available within the depart-
mental budget and if first discussed with the city manager and
approved by the city council by an appropriate ordinance amending
the classification plan.

RECOMMENDATIONS WOM THE APACHE JUNCTION AREA COMM+'TITY FOUNDATION, INC.
TO THE
APACHE JUNCTION CITY COUNCIL, REGARDING AGENCY FUNDING REQUESTS TO THE CITY
JUNE 11, 1986
Three different human service agency proposals to the City for funding assistance were
referred recently to the Apache Junction Area Community Foundation for recommendations.
One of the services for which the City contracts with the Foundation is to screen such
proposals, make appropriate recommendations back to the City for their disposition, and
monitor use of funds that may be allocated.
Therefore, a special Grant Screening Committee of the Community Foundation has met to
discuss these proposals and to make such recommendations based on the extent to which
the proposals meet our evaluation criteria* for funding.
PROPOSAL #1
Mr. John Granillo, President of the newly-formed Apache Junction Gerontology Research
Foundation, Inc. , has requested for that organization a one-time grant of $25,000 to-
ward its total first year budget need of $65,620. This money is intended for opening
an office, with staff to pursue grants for funds to provide large scale free health
screening and research with the elderly (55 years and over) in Apache Junction.
The Grant Screening Committee agreed that this proposal and the services it could lead
to for Apache Junction senior citizens would be very valuable. Likewise, the research
it could generate would produce much helpful information about the health problems of
our senior citizens. As you may recall from a prior report to the City Council from
the Community Foundation, lack of affordable and accessible health services is the
highest ranked human service need in our community, as judged by health and social
service providers as well as the public.
RECOMMENDATION: That, if funds are available, the $25,000 funding request be provided
by the City to the Apache Junction Gerontology Research Foundation, Inc. , but that it
be withheld on a monthly prorated basis until the Gerontology Research Foundation has
done two things: ••
1. Develops, to the Community Foundation's satisfaction, more clearly stated and fea-
sible program goals and objectives for its methods and functions, and
2. Provides satisfactory evidence to the Community Foundation of having obtained
specific funding commitments for the remaining $40,620 specified in the Gerontology
Research Foundation's budget needs for its first year. The $40,620 should also be
determined on a prorated basis, but in reverse of the City's $25,000 prorated
funding. For example, if it takes four months for the Gerontology Research Founda-
tion to obtain the other funding to complete its budget needs for the remaining
eight months of the year, the City would then release 8/12's of the $25,000. This
would help to assure that adequate funds exist to staff and operate an office for
the remainder of FY 1986-87 before the City's $25,000 allocation is provided.
Also, the Gerontology Research Foundation would be expected to send cumulative
quarterly evaluation reports to the Community Foundation so as to permit monitoring
of City funds which may be allocated.
*AGENCY EVALUATION CRITERIA: (1) Is the agency incorporated and does it possess a 501
(c)(3) tax status as a non-profit organization? (2) What are the agency's long-range
funding sources and are they realistic? (3) What funds are being sought and specifi-
cally how are they to be used? (4) What percentage of the agency's clientele are Apache
Junction residents? (5) Are the agency's program goals, objectives, services and func-
tions clearly stated and feasible? (6) Can the agency's methods, effectiveness, and use
of potential City funds be evaluated by the Community Foundation so as to permit ade-
quate monitoring for maximum accountability? (7) Will the agency's stated use of funds
requested be compatible with high priority-ranked human needs in Apache Junction, as
determined through surveys obtained and/or conducted by the Community Foundation? (8)
Is the project compatible with the Community Foundation's annual plan for orderly devel-
opment and coordination of Apache Junction's human service system?
PROPOSAL #2
The Central Arizona Shelter Services, Inc. , which provides temporary shelter and ancil-
lary services in Phoenix for the homeless, has requested for that organization an allo-
cation of $10,000. This is intended to help offset costs for services to the 15% of
their clientele who are referred to that shelter by Apache Junction agencies, organiza-
tions and City departments. The 15% figure represents 1 ,300 days of shelter care.
RECOMMENDATIONS: That, if funds are available, the Central Arizona Shelter Services,
Inc. be provided a donation of $1,000, provided that two requests be filled by that or-
ganization:
1. That its cumulative quarterly evaluation reports to the Community Foundation be
very specific in its documentation of client referrals from Apache Junction, i.e.
the specific number and addresses of Apache Junction residents served vs transients,
plus who or what agencies referred them vs number of self-referrals.
2. That a C.A.S.S. representative visit Apache Junction some time during the coming
fiscal year to assess our problems with transients needing shelter and to make
recommendations for helping to alleviate those problems.
PROPOSAL #3
The Center Against Sexual Assault serves the East Valley area as well as all of Mari-
copa County. It provides counseling and related services to rape victims, and also
provides educational services aimed at rape prevention. C.A.S.A. requests that the
City of Apache Junction donate $10,000 to help offset annual costs of their services
to Apache Junction residents.
RECOMMENDATIONS: Within Apache Junction, Epicenter and Against Abuse agencies are al-
ready jointly addressing the problem of rape. If any funds are available and are con-
sidered for this problem by the Apache Junction City Council in the near future, they
should be allocated to Epicenter and Against Abuse. Therefore, no grant funds are re-
commended for C.A.S.A. at this time.
NOTE: Any funds approved by the City for grants recommended by the Apache Junction Area
Community Foundation, Inc. should be allocated on a quarterly basis, dependant
on satisfactory quarterly cumulative evaluation reports to the Community Founda-
tion. However, in the case of start-up funds for a new agency, the first quar-
ter's allocation may need to be made in advance.

SUBJECT: AMENDED BUDGET REQUEST
In accordance with council discussion at the May 29th work session,
I have reviewed the Clerk' s office budget with other members of
the department in order to find those areas where expenditures
could be reduced to accommodate the $ 1710 necessary to be able
to reclassify the two clerk-receptionists to "Administrative
Clerk Receptionists" at a Range 9. The attached page identifies
the amended expenditures as follows :
A. ITEM #9 - OFFICE SUPPLIES - reduced to $3255
Staff feels that this reduction can be accommodated by close-
ly monitoring supply use , looking for comparable items at a
lower price , and buying items while on sale .
TOTAL COST REDUCTION OF $245.00
B. ITEM #15 - PRINTING, BINDING - reduced to $2100
Staff feels that this reduction can be accommodated by the
gradual change throughout the year from the legal size paper
currently in use to letter size paper as mandated by state
law. This practice will alsc save considerable money in
the change from legal size minutes-type paper to letter
size paper for our permanent records .
TOTAL COST REDUCTION OF $400.00
C. ITEM #21 - FIRE PROOF FILE CABINETS - reduced to $700
Staff feels that by consolidating existing records , dispo-
sing of those on a state-approved records disposal schedule ,
and by placing additional records in storage , one fire
proof file cabinet should be able to meet our immediate needs .

by the City Manager.

ORDINANCE NO. 514
AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF
APACHE JUNCTION, ARIZONA, AMENDING, REVISING AND ADOPTING
THE CLASSIFICATION PLAN FOR THE CITY OF APACHE JUNCTION,
ARIZONA; REPEALING ANY CONFLICTING PROVISIONS; PROVIDING
FOR SEVERABILITY; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
APACHE JUNCTION, ARIZONA , AS FOLLOWS:
SECTION I IN GENERAL
That in accordance with the City of Apache Junction Personnel
Policies Rule V. Classification, Section 2. Adoption, Amendement and
Revision of Plan, the following amendments shall be made to the classi-
fication plan for the City of Apache Junction:
1 . That the City of Apache Junction Positions and Salary
Ranges, attached hereto as "Exhibit A", be adopted as
presented.
2. That the City of Apache Junction Salary Schedule (Revised
July 1 , 1986) , attached hereto as "Exhibit B", be adopted
as presented.
SECTION II EFFECTIVE DATE
The effective date of the amendments and revisions as listed in
Section I above shall be July 1 , 1986.
SECTION III REPEALING ANY CONFLICTING PROVISIONS
1r All ordinances and parts of ordinances in conflict with the pro-
visions of this ordinance, or any part of the code adopted herein by
reference, are hereby repealed.
SECTION IV PROVIDING FOR SEVERABILITY
If any section, subsection, sentence, clause, phrase or portion of
this ordinance or any part of the code adopted herein by reference is, for
any reason, held to be invalid or unconstitutional by the decision of any
court of competent jurisdiction, such decision shall not affect the validity
of the remaining portions thereof.
SECTION V EMERGENCY CLAUSE
It being necessary for the preservation of the peace, health and
safety of the City of Apache Junction, Arizona, that this ordinance become
effective immediately, an emergency is hereby declared to exist and this
ordinance shall be effective immediately upon its passage and adoption.

A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF
APACHE JUNCTION, ARIZONA, FULLY ADOPTING ESTIMATES OF
PROPOSED EXPENDITURES BY THE CITY OF APACHE JUNCTION
FOR THE FISCAL YEAR BEGINNING JULY 1 , 1986 AND ENDING
JUNE 30, 1987; DECLARING THAT SUCH SHALL ESTABLISH THE
BUDGET OF THE CITY OF APACHE JUNCTION FOR FISCAL YEAR
1 1986-87.
WHEREAS, in accordance with the provisions of Title 42, Sections
301 , 302, 303 and 304, Arizona Revised Statutes, the Apache Junction City
Council did, on June 11 , 1986, make an estimate of the different amounts
required to meet the public expenses for the ensuing year, also an estimate
of revenues from sources other than direct taxation, and the amount to be
raised by taxation upon real and personal property with the City of Apache
Junction, Arizona; and
WHEREAS, in accordance with said sections of said title, and
following due public notice, the Council met on June 11 , 1986, at which
meeting any taxpayer was privileged to appear and be heard in favor of or
against any of the proposed expenditures or tax levies; and
WHEREAS, it appears that publication has been duly made as
required by law, of said estimates together with a notice that the City
Council would meet on June 26, 1986, at the City Council Chambers for the
purpose of making tax levies as set forth in said estimates; and
WHEREAS, it appears that the sums to be raised by primary taxation,
as specified therein, do not in the aggregate amount exceed that amount as
computed in Title 42, Section 301A, Arizona Revised Statutes;
NOW, THEREFORE BE IT RESOLVED, by the Mayor and City Council of
the City of Apache Junction, Arizona, that the said estimates of revenue
and expenditures shown on the accompanying schedules as now increased,
reduced or changed by and the same are hereby adopted as the budget of the
City of Apache Junction, Arizona, for the fiscal year 1986-87.

,APACHE JUNCTION CITY COUNCIL REGARDING AGENCY FUNDING REQUESTS TO THE CITY
JUNE 26, 1986
At last week's budget hearing, I presented to the City Council on behalf of the Grant
Screening Committee of the Apache Junction Area Community Foundation some recommenda-
tion's from that Committee concerning a proposal for funding for $25,000 made to the
City recently by the newly-formed Gerontology Research Foundation in Apache Junction.
At that time all City Council members were given additional descriptive materials by
representatives of the Gerontology Research Foundation.
Eventually, the Gerontology Research Foundation plans to provide a large variety of
free health screening tests for senior citizens in Apache Junction, and to use the
results for extensive health research.
However, due to time constraints, our Committee's recommendations made last week had
to be based on limited general information made available to us. Therefore, the Grant
Screening Committee met again earlier this week with representatives of the Gerontology
Research Foundation to obtain additional information. Based on that meeting, and
speaking again for the Grant Screening Committee, that Committee wishes to slightly
alter its previous recommendations.
The Grant Screening Committee still feels that the potential health screening services
for the elderly which could be provided here by the Gerontology Research Foundation
would be very significant and valuable assets to the community.
According to new information we have obtained, the $25,000 being sought from the City
by the Gerontology Research Foundation is intended solely for "start-up" money for the
project. It would be used to hire a part-time grant writer and secretary and set up
an office for a three month period. In turn, during that three months, the grant
writer would seek both large foundation grants to develop the planned health screening
services, as well as donations and small grants for office operating costs beyond the
initial three months.
Since the Community Foundation Board of Directors has not as yet had an opportunity to
discuss and ratify the Grant Screening Committee's recommendations to the City Council,
and since the City Council must make a decision about our recommendation at this time,
it is necessary for the Grant Screening Committee, alone, to make its recommendations
directly to the City Council. They are as follows:
That if the funds are available, the City allocate up to $25,000 to the Geron-
tology Research Foundation, to be given to the Apache Junction Area Community
Foundation, Inc. for monitoring and distributing to the Gerontology Research
Foundation over a three month period.
However, funding should be delayed until the Gerontology Research Foundation
has fully completed its written responses regarding questions in the Community
Foundation's "Criteria for Funding Approval", and submits the responses to the
Grant Screening Committee (deadline July 9th) for prompt review and recommen-
dations to the Community Foundation's Board of Directors for consideration and
action at its next meeting (July 14th) .
This procedure will satisfy the Community Foundation's standard protocol for any
part of its Committee's recommendations, as well as legal implications for any
Board of Directors' actions.
In accordance with customary grant procedures, Community Foundation Board approval would
mean that the Gerontology Research Foundation would be provided an advance sum of $8,000,
as they requested; the remainder would be allocated on a monthly prorated basis after
receipt of satisfactory monthly evaluation reports to the Community Foundation.
