Discussion or consideration of employment, assignment, appointment, pro- motion, demotion, dismissal , salaries, disciplining or resignation of a public officer, appointee or employee of any public body, except that, with the exception of salary discussions,an officer, appointee or employee may demand that such discussion or consideration occur at a public meeting. The public body shall provide the officer, appointee or employee with such notice of the executive session as is appropriate, but not less that 24 hours for the officer, appointee or employee to determine whether such discussion or consideration shall occur at a public meeting. (Discussion on city manager contract) 2. Discussion or consideration of records exempt by law from public inspection. 3. Discussion or consultation for legal advice with the city attorney. 4. Discussions or consultations with designated representatives of the city in order to consider its position and instruct its representatives regarding negotiations with employee organizations regarding the salaries, salary schedules or compensation paid in the form of fringe benefits of employees. 6. In speaking with Mr . Gary Brown, he explained the recruitment procedure they have followed in other cities : Upon formal approval by the City Council , Anderson and Assoc . begins the procedure by both personally contacting potential candidates and open recruitment . Their first step is for a representative of the company to meet individually with each member of the council in order to formulate a candidate profile . This profile is then presented to the council as a composite of what the members feel is the best type of candidate for the job . Once the type of candidate is defined , they contact potential candidates individually, through professional associations , and through open recruitment . Upon the closing date for applications , they then sort the resumes , perform preliminary background checks , and do the pre-screening personal interviews . Once the selection has been narrowed to the most suitable candidates , a second expanded background check is conducted for further information. A recommendation is then presented to the council of candidates and alternates , as well as information on all others interviewed . The council will be provided both a verbal and a written brief- ing on all of the finalists . Anderson and Associates does recommend that the council conduct the final interviews in order to be able to make a final decision. They will , however , coordinate these interviews between the can- didates and the council . A representative of Anderson and Associates will be present at the July 14th work session to make a presentation to the council . In recent months they have assisted the cities of Chandler, Show Low, Lake Havasu City and Gilbert in recruiting for a city manager . It will take approximately 60 to 90 days from the time of opening the recruitment to locate the candidate , but it may take as long as 5 months depending on the amount of notice for former employers , etc . The customary fee charged for this type of service is $12 , 000 plus expenses . There is no overhead included in the expenses and will include items such as travel , clerical assistance , etc . Under the present city code , it is not necessary to advertise for bids for this type pf service because it is considered a "professional service" and subject to a council-approved selection process . kmc
