1986 COMMUNITY DEVELOPMENT BLOCK GRANT
ADOPTION OF RESOLUTIONS
Four resolutions have been enclosed in your packet. These resolutions
are included in the application to the State and are a requirement of
the application process.
Resolution 86-31 allows the staff to submit an application to the State
for grant funds.
Resolution 86-32 identifies the community need and what is proposed
to fill this need.
Resolution 86-33 states that if anyone is displaced as a result of this
project the City will follow the plan developed by the State for assistance
to such persons. NO DISPLACEMENT WILL OCCUR.
Resolution 86-34 commits local funds to help leverage grant funds.
The City' s leverage will be staff hours devoted to the administration
or inspection of the project. The combined staff hours (percentage)
devoted to administration or inspection for the 1985 CDBG Planning Grant
and 1986 CDBG Program are:Director of Planning - 8%, Assistant Planner - 30%,
Building Official - 8.6%, and the Planning Secretary - 4%.

RESOLUTION NO. 86-31
A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY
OF APACHE JUNCTION, ARIZONA, AUTHORIZING THE SUBMISSION
OF AN APPLICATION FOR STATE COMMUNITY DEVELOPMENT BLOCK
GRANT FUNDS AND CERTIFYING THAT SAID APPLICATION MEETS
THE LOW-AND MODERATE BENEFIT REQUIREMENTS OF THE STATE
CDBG PROGRAM
WHEREAS, the City of Apache Junction is desirous of undertaking
community development activities, and
WHEREAS, the State of Arizona is administering the Community Develop-
ment Block Grant Program; and
WHEREAS, the State CDBG program requires that CDBG funds requested
benefit at least 60% low-and moderate-income persons for activities justified
as benefiting low-and moderate-income persons, and
WHEREAS, the State CDBG program requires that CDBG funds requested
benefit at least 51% low-and moderate-income persons for activities justified
as aiding in the prevention or elimination of slum or blight, and
WHEREAS, a grantee of State CDBG funds is required to comply with the
program guidelines and Federal Statutes and regulations.
NOW, THEREFORE, BE IT RESOLVED THAT the Mayor and City Council of the
City of Apache Junction, Arizona authorizes application to be made to the State
of Arizona, Department of Commerce for CDBG funds, and authorizes the Mayor
to sign application and contract or grant documents for receipt and use of
these funds, and
THAT this application for State CDBG funds meets the requirements of
low-and moderate-income benefits for activities justified or benefiting low-
and moderate-income persons and for activities justified as aiding in the
prevention or elimination of slum and blight; and
THAT, the City of Apache Junction will comply with all State CDBG
program guidelines, Federal Statutes and regulations applicable to the State
CDBG program and the certifications contained in the application

A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY
OF APACHE JUNCTION, ARIZONA, IDENTIFYING COMMUNITY
DEVELOPMENT AND HOUSING NEEDS AND ACTIVITIES TO BE
UNDERTAKEN TO MEET SUCH NEEDS
WHEREAS, Title 1 of the Housing and Community Development Act of
1974, as amended through the Housing and Urban-Rural Recovery Act of 1983,
states that the primary objective of the Title and the community development
program of each grantee is the "development of viable urban communites by
providing decent housing and a suitable living environment and expanding
economic opportunities, principally for persons of low and moderate income.. ”,
and
WHEREAS, Section 106(d)(2)(D) required the Governor of each state
to certify that each unit of general local government to be distributed funds
will identify its community development and housing needs, including the
needs of low and moderate income persons, and the activities to be undertaken
to meet such needs
NOW, THEREFORE, BE IT RESOLVED THAT the Mayor and City Council of
the City of Apache Junction, Arizona hereby state that the community development
and housing needs of the City of Apache Junction including the needs of low
and moderate income persons are
A center for the handicapped
AND BE IT FURTHER RESOLVED THAT the Mayor and City Council of the
City of Apache Junction hereby state that the activity proposed to be under-
taken to meet such needs are•
Construction of a center for the handicapped.

A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY
OF APACHE JUNCTION, ARIZONA, ADOPTING A PLAN TO MINIMIZE
DISPLACEMENT AND ASSIST PERSONS ACTUALLY DISPLACED AS A
RESULT OF ACTIVITIES FUNDED IN WHOLE OR IN PART WITH
1986 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
WHEREAS, the Housing and Community Development Act of 1974, as amended
by the Urban-Rural Recovery Act of 1983, Section 104(s)(A) and Section 104(j),
required that all recipients of Community Development Block Grant funds
develop plans to minimize displacement and to assist persons actually dis-
placed as a result of activities funded in whole or in part with CDBG funds,
and
WHEREAS, the State of Arizona, Department of Commerce, has developed
a strategy, recordkeeping requirements and resource materials to implement
such a plan,
NOW, THEREOFRE, BE IT RESOLVED, that the Mayor and City Council of the
City of Apache Junction, Arizona, hereby adopt a strategy to minimize dis-
placement and agree to document all such efforts, certify that the City of Apache
Junction will not initiate any displacement activity until a source and specific
amount of funds to provide assistance and reasonable benefits to those dis-
placed has been identified and approved by the Department of Commerce, name
Kathleen Connelly to be responsible for providing counseling and assistance
to those displaced, should such actions be necessary, and adopt the strategy,
recordkeeping requirements and informational procedures recommended by the
Department of Commerce to insure that assistance and reasonable benefits are
provided to those displaced

OF APACHE JUNCTION, ARIZONA COMMITTING LOCAL FUNDS AS-
LEVERAGE FOR THE 1986 COMMUNITY DEVELOPMENT BLOCK GRANT
APPLICATION
WHEREAS, The City of Apache Junction has adopted Resolution Number
86-31 which authorizes submission of an application to the State of Arizona.
Department of Commerce for Community Development Block Grant (CDBG) funds
for the 1986 program year, and `` /,
WHEREAS, that application indicated that $/4'o/ will be committed
by the City of Apache Junction as leveraged funded, and
WHEREAS, the Commerce 1986 Program Summary requires that all local
leveraged funds or resources be committed in the form of a resolution by the
governing body, and that such a commitment contain an opinion by the applicant's
legal counsel that the leveraged funds represent a binding commitment, legally
enforceable under State laws,
NOW THEREFORE, BE IT RESOLVED that the Mayor and Council of Apache
Junction hereby commit $ to the 1986 CDBG program, and that the Mayor
and Council of Apache Junction hereby state that this commitment is legally
binding based on the legal opinion of City attorney and such funds or resources
will be subject to an audit at the termination of the grant.

SUBJECT: APPOINTMENTS TO CITY PERSONNEL BOARD
The city is presently lacking a full personnel board because of the resig-
nation of one member and the expiration of three additional terms. There
has been an attempt to contact the three members whose terms have expired:
Virginia Seeman is out of town until September so no contact was possible;
Gary Collins has indicated that he would be willing to be reappointed;
and Lowell Arnold had not returned the call to the city as of this memo.
Attached are talent bank applications from several other interested parties.
All of these individuals will be contacted about attending the Monday
night special council meeting in order to speak with the council and to
answer any questions that the council members may have. Any other
applications that are received before Monday night will be presented to
you at the meeting.
Please note that there are four vacancies presently on the personnel board
and that at least three persons should be appointed in order to make the
board operational .
This item will appear on the agenda for the Monday night special meeting.
