McDANIEL i4.11fig, DIRECTOR OF PUBLIC SAFETY SUBJECT: HIGHWAY SAFETY GRANT PURSUANT TO A BID OPENING HELD ON MAY 12, 1980 AT 10 AM AT CITY HALL AS A RESULT OF A GRANT OF SOME $68,500.00 FROM THE OFFICE OF HIGHWAY SAFETY, SEVERAL VENDORS WHO WERE LOW BIDDERS, SOLE BIDDERS OR SELECTED DUE TO OTHER BIDS NOT MEETING SPECIFICATIONS ARE RECOMMENDED FOR THEIR SUBMISSION TO THE CITY COUNTIL FOR THEIR APPROVAL OF OUR RECOMMENDATIONS AND AWARD OF BIDS TO THE VENDORS IN THEIR RESPECTIVE AREAS. SOME TIME AGO, A RESOLUTION AUTHORIZING THE CITY OF APACHE JUNCTION TO ENTER INTO AN AGREEMENT WITH THE OFFICE OF HIGHWAY SAFETY TO SECURE THESE GRANT FUNDS WAS APPROVED BY THE CITY COUNCIL. NOW THAT WE HAVE RECEIVED APPROVAL TO GO TO BID AND IN FACT HAVE DONE THAT AND OPENED THE BIDS FOR THE TRAFFIC ENFORCEMENT EQUIPMENT FOR THE DEPARTMENT OF PUBLIC SAFETY, THE OFFICE OF HIGHWAY SAFETY REQUESTS THAT THE CITY COUNCIL FORMALLY AWARD THE BIDS. FOLLOWING THIS, PURCHASE ORDERS CAN BE SENT OUT TO CONFIRM THIS ACTION BY THE COUNCIL TO THE RESPECTIVE VENDORS. We wish to guarantee that all equipment items included in the bid meet or exceed all published specifications con- tained in your call for bids. Motorcycle Radio: Motorola is responding with its environ- mentally rugged MITREK mobile radio. The MITREK mobile radio meets "Shock Test" Method 516. 2, procedure III; "Vibration Test" Method 514 . 2, Procedure VIII and "Rain Test" Method 510 . 1, Procedure I of MIL SPEC 810C. While the MITREK mobile radio meets or exceeds all industry specifications listed for a motorcycle environment, the MITREK has not been factory tested for this application. While all electronic specifications will remain guaranteed, Motorola cannot assume respon- sibility for any motorcycle balance or maneuverability degradation that could result from installing the MITREK mobile radio on a motorcycle. 2.) --Lr CONTROL CENTER Motorola is proposing a Centra-Com control center containing three (3) high-bay 43 " bays containing all of the control center electronics, recording equipment and associated items. The status panel requested is designed around infor- mation acquired from Arizona DPS. It includes thumb wheel switches for man identification and three color keyed push- push switches for each man-status. Drawings of the panel are attached. BASE STATION AND ANTENNA SYSTEM The base stations proposed are the "Micor" solid-state 60 watt compa stations. The equipment items enclosed for the antenna system include a Phelps Dodge combiner allowing two antennas to be combined for the four base station transmitters and receivers. All combiner, multi-coupler and protective devices along with the base stations will be housed in your existing radio building. Canyon State Communications will be subcontracted by Motorola to perform all installation and warranty repair work as required. The status panel will be designed and built by Motorola at it' s local communications depot in Tempe.
