RESOLUTION NO. 81-04 A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, FOR THE ADOPTION OF THE TENTATIVE BUDGET FOR THE CITY OF APACHE JUNCTION, ARIZONA, FOR THE FISCAL YEAR 1981-82; HEREWITH SETTING FORTH THE TENTATIVE ESTIMATES OF THE MONIES NECESSARY FOR THE PUBLIC EXPENSES FOR THE CITY OF APACHE JUNCTION, ARIZONA, FOR THE FISCAL YEAR 1981-82, THE RECEIPTS AND EXPENDITURES, AND THE AMOUNTS COLLECTIBLE FOR THE FISCAL YEAR 1981-82; AND GIVING NOTICE OF THE TIME AND PLACE FOR HEARING TAXPAYERS FOR THE ADOPTION OF THE FINAL BUDGET. BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, AS FOLLOWS SECTION I In accordance with the provisions of the laws of the State of Arizona, the statements and schedules herein contained are hereby adopted for the pur- pose as hereinafter set forth as the Tentative Budget for the City of Apache Junction for the Fiscal Year 1981-82. SECTION II That the City Clerk be and hereby is authorized and directed to publish in the manner prescribed by law the estimates of expenditures, as here- inafter set forth, together with a notice that the City Council will meet for the purpose of final hearing of taxpayers and for the adoption of the 1981-82 Annual Budget for the City of Apache Junction on the 20th day of May, 1981, at the hour of 6 30 p.m. in the City Council Chambers, 1001 N Idaho Road, Apache Junction, Arizona SECTION III Money from any fund may be used for any of these appropriations, except money specifically restricted by state law or by City Ordinance or Resolution The transfer of any sums within any specific appropriation may be made upon the approval of the City Manager SECTION IV The statements and schedules of the Tentative Budget are hereinafter set forth in Exhibits A through D. DAVIS City Clerk APPROVED AS TO FORM City Attorney ANNUAL BUDGET EXPENDITURE LIMITATION On June 3, 1980, Arizona voters approved the addition of Section 20 to Article IX of the Arizona constitution, whereby an expenditure limitation was established on the annual budgets of counties, cities, and towns. Subsequently, the Economic Estimates Commission was instructed to determine and publish prior to April 1 of each year the expenditure limitation for the following fiscal year for each county, city, and town. On March 31 , 1981 , the Economic Estimates Commission furnished the City of Apache Junction, Arizona, with the actual figures of the expenditure limitation for Fiscal Year 1981-82. It is mandatory that the City of Apache Junction, Arizona, adhere to this directive. The formula used to calculate the expenditure limitation amount is as follows: Expenditurest = Expenditures1979_80 X GNP Deflatort X Populationt GNP Deflator1978 Population1978 where: Expenditurest = Expenditures subject to the limitation for fiscal year Ht. Expenditures1979-80 = Expenditures which are subject to the limitation for fiscal 1979-80, i .e. the base level . GNP Deflator = GNP Implicit Price Deflator for the calendar year pre- ceding the fiscal year for which the limitation is being calculated. GNP Deflator1978 = GNP Implicit Price Deflator for calendar year 1978. Populationt = Population for the political subdivisions as of July 1 preceding the fiscal year for which the limitation is being calculated. Population1978 = Population for the political subdivisions as of July 1 , 1978. Consequently, only the following appli- cable items are exempt from the spending limit for the City of Apache Junction , Arizona: 1 . Revenues received as payments of dividends or interest. 2. Federal grants of any type and aid of any type, including both federal categorical funds and federal revenue sharing.
