Chairperson Wilson called the special meeting to order at 6:30 p.m.

1. 25-619 Approval of minutes of the meeting of October 21, 2025.
Boardmember Heck made a motion to approve the minutes of the October 21,2025,meeting.Vice
Chairperson Schroeder seconded the motion.

2. 25-620 Presentation, discussion and consideration of a Construction Agreement
between Water Utilities Community Facilities District and Willmeng
Construction, Inc., for Well 8 block wall in an amount of$157,052.63 to begin
December 2025.
Boardmember Cross made a motion that the Construction Agreement for Well 8 block wall
between Water Utilities Community Facilities District and Willmeng Construction,Inc.using the
City of Apache Junction Master JOC Contracting—Trade Agreement in the amount of$157,052.63
be approved.Board Member Soller seconded the motion.

Mr. Loggins presented an overview of a Construction Agreement with Willmeng Construction,
Inc. for Well 8 block wall in the amount of$157,052.63. The District purchased the property
adjacent to the existing Well 8 site and will be constructing an eight-foot wall to enclose the
entire property. The District is recommending utilizing the City of Apache Junction Master JOC
Contracting-Trade Agreement.
3. 25-621 Presentation and discussion of an engineering agreement between Water
Utilities Community Facilities District and Colliers Engineering & Design, Inc.,
for engineering services for water main extensions crossing US Route 60 at
Goldfield Road and Idaho Road in an amount of$88,800.00 to begin
December 2025.
Mr. Loggins presented an overview of an Engineering Agreement between Water Utilities
Community Facilities District and Colliers Engineering & Design Inc. for engineering services for
water main extensions crossing US Route 60 at Goldfield Rd and Idaho Road in the amount of
$88,800.00.
4. 25-622 Presentation and discussion of an Emergency Interconnect Agreement with
Arizona Water Company for delivery of potable water.
Mr. Loggins presented an overview of an Emergency Interconnect Agreement with Arizona
Water Company for delivery of potable water. They pay a monthly fee for the interconnect and
when water is needed, they will be charged for the water they use. The interconnect will be
located off 36th Avenue and a line will run between the District's transmission line and Arizona
Water's storage tank. The water will only be delivered if the District has excess water.
