Sponsors:Liz Langenbach 9.Call to Public Arizona Open Meeting Law allows individuals to address Commission on any issue within the jurisdiction of the Commission. Commission may not answer your questions or discuss your comments at this time. However, at the conclusion of Call to the Public, Commission may do any of the following: 1) respond to criticism made by any individual who addresses the Commission; 2) ask staff to review a matter; 3) ask staff to place the matter on a future agenda. Commission shall not discuss or take legal action on matters raised at Call to the Public unless the matters have been properly noticed for discussion and legal action. Please stand, approach the podium microphone and state your name and address after being called to speak. There is a three (3) minute time limit per speaker. 10.Call for Future Agenda Items At this time Parks and Recreation commissioners or Parks and Recreation staff members are given the opportunity to suggest a topic or topics to be added to the next or any subsequent agenda of the Parks and Recreation Commission. Commissioner Judy Borey shared that she has been receiving a lot of questions about upcoming Parks and Recreation events and activities while volunteering at the Apache Junction Chamber of Commerce. Staff Report6. 25-592 Presentation and update on projects and opportunities in the parks and other service areas. Superintendent Butler reported on current park projects. He shared with the commission that construction on the pickleball courts has begun, with completion expected by summer 2026. He also shared that shade structure installations at Prospector Park playgrounds are underway, and the irrigation project is scheduled for completion by year-end. He also provided updates on shade and fencing improvements at the pool and the playground and shade structure work at Superstition Shadows Park. Superintendent Butler noted that the first part of the Rodeo Grounds project is expected to wrap up in early January 2026, with the final part of the project is planned to begin in March 2026. His updates concluded by informing the commission that the Multi-Generational Center's painting project is supposed to be done by Christmas of this current year. 25-593 Presentation, discussion and update on upcoming events and activities. Superintendent Jamie Sullivan provided an overview of activities and events from the past month. She noted a strong turnout for the first annual Turkey Trot and expressed appreciation to the Superstition Food Bank for providing free pies and Image Eye Care for sponsoring the event shirts. She also reported excellent attendance at recent events, including the Full Moon Hike, S’mores and Stories, and the Adaptive Painting held in partnership with Mesa Parks and Recreation. Superintendent Sullivan concluded with a preview of upcoming events, including the Holiday Event and Light Parade on December 6, 2025, Friday Fishing, and more. She encouraged Commissioners to participate or volunteer at the upcoming activities and events. Old Business7. 25-594 Discussion and update on Tree City USA. Outdoor Recreation Coordinator Elliott Anuta presented an overview of Tree City USA and explained how Apache Junction earned the designation. He shared data on Arizona’s Tree City communities, highlighting that Apache Junction is the youngest city to receive the Growth Award. He also reviewed the requirements for the upcoming application and the criteria needed to qualify again for the Growth Award. Director Liz Langenbach provided information on Salt River Project’s Right Tree, Right Place program, noting its value in expanding tree plantings as well as contributing points toward the Growth Award. She also announced that Parks Supervisor Shawna Hash received her Certified Arborist, which will add additional points to the application. All questions from the commission were answered. New Business8. 25-595 Election of Parks and Recreation Commission Chairperson and Vice-Chairperson. Chair Heather Moeller called for a motion to open nominations for the position of chairperson of the Parks and Recreation Commission. Vice Chair Diele Kyhn motioned to open nominations, seconded by Commissioner Lamont Klepper. A roll call vote was conducted. The motion passed unanimously. Chair Heather Moeller called for nominations for the position of chair. Commissioner Judy Borey motioned to nominate Chair Heather Moeller as the Chair of the Parks and Recreation Commission. Chair Heather Moeller called for a motion for the election of Chair Heather Moeller as Chair of the Parks and Recreation Commission. Vice Chair Diele Kyhn motioned, seconded by Commissioner Judy Borey. A roll call vote was conducted. The motion passed unanimously to approve Chair Heather Moeller as the Chair of the Parks and Recreation Commission. Chair Heather Moeller called for a motion to open nominations for the position of Vice Chairperson of the Parks and Recreation Commission. Commissioner Felicia Madrid motioned to open nominations, seconded by Vice Chair Diele Kyhn. A roll call vote was conducted. The motion passed unanimously.
