9.Call to Public
Arizona Open Meeting Law allows individuals to address Commission on any issue within the
jurisdiction of the Commission. Commission may not answer your questions or discuss your comments
at this time. However, at the conclusion of Call to the Public, Commission may do any of the following:
1) respond to criticism made by any individual who addresses the Commission; 2) ask staff to review a
matter; 3) ask staff to place the matter on a future agenda. Commission shall not discuss or take legal
action on matters raised at Call to the Public unless the matters have been properly noticed for
discussion and legal action. Please stand, approach the podium microphone and state your name and
address after being called to speak. There is a three (3) minute time limit per speaker.

Commissioner Frank Schoenbeck moved that the Parks and Recreation Commission accept the
agenda as presented and approve the minutes from the April 1, 2026 regular meeting.
Commissioner Diele Kyhn seconded the motion. This was approved.

Commissioners shared about volunteering at recent events and made positive comments about
all of the recent projects completed at several facilities and how impressed they were with the
renovations at the Superstition Shadows Aquatic Center.

26-182 Presentation and update on projects and opportunities in the parks and other
service areas.
Parks Superintendent Dave Butler shared updates on current and ongoing projects. He
announced that the new 10-court pickleball expansion at Prospector Park is nearing completion,
with a ribbon-cutting ceremony scheduled for May 28, 2026. He also shared photos of the new
courts, as well as the pavilion structure currently being installed at the Rodeo Grounds. He
concluded with updates on the Focal Point flowers and announced that both dog parks will
operate on alternating maintenance schedules with later closure times. He noted that this
approach will ensure that at least one dog park remains open, while also providing early morning
access for patrons during the summer temperatures.

Recreation Superintendent Jamie Sullivan reported on recent events held since the last
meeting, noting that higher-than-normal spring temperatures affected some events, including
Earth Day, though attendance remained strong. She shared that the shuttle system worked very
well during the Easter event, and patrons are becoming accustomed to parking at the Rodeo
Grounds and riding the shuttle to the park. She also highlighted participation for the first ever
Nerf Night and the Art Olympics event, with plans to expand both programs next year due to
their positive turnout. In addition, she announced several upcoming events, including the
sold-out Mother’s Day Tea, National Kids to Parks Day on May 16, 2026, and the free Family
Pool Night on May 29, 2026, among others. She concluded by discussing the upcoming all-staff
training sessions designed to prepare staff for the busy summer season with aquatics,
activities, and camps.

Attachments:
Management Analyst Riley King presented the staff-recommended fee changes to the
Commission as part of the ongoing fee study. She explained that the proposed changes
primarily affect fees that were not updated during the last fee study and therefore have remained
unchanged for 10 years. She also noted that additional fee changes are being proposed to
address new amenities at the Rodeo Event Center. Management Analyst King presented a
comparison chart outlining current market rates, existing fees, and proposed fee adjustments
for residents, non-residents, and commercial users. Commissioners were given the opportunity
to ask questions, provide comments, and discuss the proposed changes with staff. She also
reviewed the overall process, noting that staff will address the Commission’s feedback and
return at the June meeting with final recommendations for approval. If approved, the proposed
fee changes will then be presented to City Council for discussion.

§ 4-1-4 REFUNDS.
All refunds shall be made in full, except for a 10% administrative processing fee, with a $5
minimum.
§ 4-1-5 PROMOTIONAL DISCOUNTS
(A) Intent. The Parks and Recreation director or his or her designee may from time to
time establish promotional discounts to encourage and increase participation in programs and
memberships, especially for off season events.
(B) Limitation: With the exception of a limited quantity of free day passes to the multi-
generational center or aquatic center, no promotion may exceed 50% off the regular price of
admission.
§ 4-1-6 FEE CATEGORIES
(A) No Fee Category: The Parks and Recreation Department has priority use of all
facilities and recreational areas. When facilities are not in use for Parks and Recreation sponsored
activities, they shall be available on a permit/no fee basis to the following:
(1) All other city departments.
(2) City council approved special events (considered annually during budget
process).
(3) Partner agencies with formal agreements.
(B) Partial Fee Category: Groups that meet the following Local Youth Serving Agency
criteria will have priority use with those above, on a reduced fee basis (25% of regular public
rates):
(1) Youth Serving Agency is a 501(c)(3) non-profit organization.
(2) Youth Serving Agency is governed by local, unpaid volunteer board and unpaid
staff.
(3) Participant members are made up of a majority of City of Apache Junction
residents.
(4) Youth Serving Agency participation is open to the public and not “by invitation
only” or limited by any means other than the natural makeup of the league (i.e. no cuts and
must have minimum participation/play rules in place).
(C) Full Fee Category: When facilities are not in use by the Parks and Recreation
department, or the groups listed above, they will be made available to other Apache Junction
residents, groups or organizations on a permit/fee basis.
(D) Non-Resident Fee Category: Individuals that do not reside within the incorporated
limits of the city shall be charged a fee that is 25% more than the listed facility rental fees in §4-
1: FACILITY AND EQUIPMENT RENTAL FEES, with the exception of Pool Entry/Passes and
Multi-Generational Center Entry/Memberships.
(E) Commercial Fee Category: Businesses and other for-profit organizations shall be
charged a fee that is 50% more than the listed facility rental fees in § 4-1-1 FACILITY AND
EQUIPMENT RENTAL FEES, with the exception of Pool Entry/Passes and Multi-Generational
Center Entry/Memberships. Facilities that are on a Bureau of Land Management Recreation and
Public Purpose Lease will not be eligible for commercial rentals.
§ 4-1-7 PRIORITY RESERVATIONS AND REGISTRATIONS
The Parks and Recreation director or his or her designee may establish a priority registration or
priority reservation period for Apache Junction residents. Programs and facilities with the highest
participation and/or use shall be considered for priority registration or priority reservation for
Apache Junction residents.
