record law, parliamentary procedures and code of conduct.
21-645 Discussion on Fiscal Year 22/23 Health and Human Services Application and
Funding timeline.
City Clerk Jennifer Pena gave a brief overview of the timeline for the funding process.

The commissioners gave the following reports:
Chair Mitchell:
Rotary Club of Superstition Mountains is having their annual gold tournament on December 18,
2021, It starts at 10:00am and held at the Gold Canyon Golf Resort.
Thanksgiving Dinner at Restoration Covenant Fellowship Church on November 25 at 11am.
They are located at 9333 E. Main Street in Mesa, Arizona.
Genesis Project is serving a Thanksgiving dinner and the Salvation Army gave away 200 boxes
containing everything needed for a thanksgiving meal.
Vice Chair Erickson:
The Boys Girls Club will be moving in January to a new location.
VFW Post 7968 is having a thanksgiving dinner for veterans at 1:00 pm on Thanksgiving day.

§ 2-11-1 CREATION.
(A) The Health and Human Services Commission of the City of Apache Junction, Arizona, is
hereby created.
(B) Staff responsibilities shall be assigned through the City Manager's office.
(Prior Code, § 2-11-1)
§ 2-11-2 MEMBERSHIP AND TERMS OF OFFICE.
(A) The Health and Human Services Commission shall consist of 5 members who shall be
appointed and approved by the Council.
(B) (1) The appointments to this Commission shall be for terms of 3 years each, with the
terms of members so staggered that the terms of no more than 3 members shall expire in any
given year.
(2) Upon expiration of the term of office, all new appointments shall be made by the Mayor
and Council for full 3-year terms and all such terms shall expire on October 31, except that in
the event of death or resignation of a member, the vacancy shall be filled by appointment of the
Mayor and Council for the unexpired term.
(C) At least 3 of the 5 members shall be residents of the city, with no more than 2 being non-
residents from within the zone of influence.
(D) No individual shall be appointed to the Commission if the individual has received funding
from the city either as an individual, or if such person has served on the board of any agency or
been the employee of any agency that has received funding from the city at any time during the
preceding 12 months.
(E) No former member of the Health and Human Services Commission shall make
application to the city for funding as an individual or as the employee or representative of any
agency within 12 months after they have ceased to be a member of the Commission.

§ 2-11-3 COMPENSATION AND EXPENSES.
The members of the Health and Human Services Commission shall receive no salaries or
other remuneration for their services as members of the Commission and shall not be entitled to
personal expenses incurred by them in the discharge of their official duties, except to the extent,
purposes and amount such expense is first authorized and approved in advance by the Council.

§ 2-11-4 OFFICERS.
The Commission shall elect a Chairperson and Vice Chairperson from among its members to
serve for a period of 1 year. The Vice Chairperson shall preside at Commission meetings in the
absence of the Chairperson.

§ 2-11-5 DUTIES.
The Health and Human Services Commission is hereby charged with the following duties:
(A) To conduct public hearings to determine the needs of city residents with regard to public
health needs, provision of human services and care of the elderly, handicapped and
developmentally disabled;
(B) To enhance the development of the public health through public forums, seminars and
work with other agencies;
(C) To review requests submitted by health and human service providers (non-profit
agencies) for city funding and to make recommendations to the Council regarding that funding;
(D) To assist in the development of health care facilities; and
(E) To make recommendations to the Council regarding elderly health care and emergency
transportation programs.

§ 2-11-6 MEETINGS.
(A) The Commission shall establish a regular meeting date which shall be placed on file in
the office of the City Clerk.
(B) Special meetings may be called by the Chairperson.
(C) A quorum shall consist of 3 members for the transaction of all business.

§ 2-11-7 VACANCIES.
Vacancies shall be filled in accordance with the provisions of Vol. I, § 2-11-2 for the unexpired
term of the member affected.

§ 2-11-8 REMOVAL OF MEMBERS.
(A) Members of the Commission serve at the pleasure of the Council and may be removed
from office by the majority of the Council.
(B) A member of the Commission shall not be absent from more than 3 consecutive
meetings.
(C) If such an absence occurs, the remaining members of the Commission shall vote to
retain or recommend to the Council that the absentee member be relieved of his or her duties
on the Commission.

AN ORDINANCE OF THE CITY OF APACHE JUNCTION,ARIZONA,
AMENDING CHAPTER 2 OF THE CITY CODE. BY ADDING ARTICLE
2-10 ESTABLISHING THE APACHE JUNCTION COMMUNITY HEALTH
COMMISSION,PROVIDING FOR THE REPEAL OF CONFLICTING
ORDINANCES,AND PROVIDING FOR SEVERABILITY.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY
AS FOLLOWS:

Section 2-10-1 Creation
The Community Health Commission of the City of Apache Junction,
Arizona,is hereby created.
Section 2-10-2 Membership and Terms of Office
A.The Community Health Commission shall consist of seven (7)
members who shall be appointed by the Mayor and approved by the City Council.
One Commissioner shall be a member of the City Council.
B.The appointments shall be for three (3)years each with the
terms of members so staggered that the term of office of no more than two (2)
members shall expire in any one year.The initial appointments of members
shall be for two (2)members with terms beginning upon their appointment and
expiring March 1,1981,two (2)members with terms beginning upon their
appointment and expiring March 1,1982;one (1)member with a one-year term
beginning upon his appointment and expiring March 1,1983.Thereafter,they
shall all serve for a term of three (3)years or until their successors are
duly appointed and qualified.Honorary members shall serve for a term not
to exceed one (1)year.
C.All members shall be residents of the City of Apache Junction
except as otherwise provided for ex -officio members.
Section 2-10-3 Compensation and Expenses
The members of the Community Health Commission shall receive no
salaries or other remuneration for their services in such capacity,and shall
not be entitled to personal expenses incurred by them in the discharge of
their official duties,except to the extent and purposes and amount such
expense is first authorized and approved in advance by City Council:

JUNCTION
The Commission shall elect a Vice Chairman and Secretary from its
members to serve for a period of one (1)year.The City Council member appointed
to the Commission shall serve as its Chairman.The Vice Chairman shall preside
at the meetings in the absence of the Chairman.

Section 2-10-5 Duties
There is hereby vested in the City of Apache Junction Community
Health Commission the following duties:
A.To hold public hearings to determine public health needs.
B.To insure the development of community health care for all
individuals with a minimum of interference from outside
services.
C.To review and recommend to the City Council approval/disapproval of
any health care system originating outside the corporate
limits and operating within the corporate limits.
D.To aid in the development of health facilities and to attempt
to locate and coordinate community needs with medical professionals
in desired fields.
E.To address methods of transportation and health care for the
elderly.
F.To present a hospital development plan to the responsible
agencies,coordinate with City staff to insure its proper
planning and zoning.
Section 2-10-6 Meetings
The Commission shall establish,as its regular meeting date,the
second Thursday of each month at 7:00 p.m.in the City Council Chambers,
1001 N.Idaho Road.Special meetings may be called by the Chairman or at the
request of a majority of Commission members.A quorum shall consist of
four (4)voting members for the transaction of all business.
Section 2-10-7 Vacancies
Vacancies shall be filled in accordance with Section 2-10-2 by
the City Council for the unexpired term of the member affected.
Section 2-10-8 Removal -of Members
Members of the Commission serve at the pleasure of the Council
and may be removed by the Mayor with the concurrence of the Council.A member
shall not be absent from the Commission's meetings for more than three (3)
consecutive meetings,the remaining members of the Commission shall vote
to retain or recommend to the City Council that the absentee member be

SECTION 2 REPEAL OF CONFLICTING ORDINANCES
All ordinances and parts of Ordinances in conflict with the provisions
of this ordinance or any part of the Code adopted herein by reference are
hereby repealed.
SECTION 3 SEVERABILITY
If any section,subsection,sentence,clause,phrase,or portion of
this ordinance or any part of the code adopted herein by reference,is for any
reason held to be invalid or unconstitutional by the decision of any court of
competent jurisdiction,such decision shall not affect the validity of the
remaining portions thereof.

the City of Apache Junction,Arizona,that this ordinance become effective
immediately,an emergency is declared to exist,and this ordinance shall
be effective immediately upon passage and adoption.

Re: Duties of the Health and Human Services Commission
The Apache Junction Health and Human Services Commission has been tasked by the City to
perform 5 duties. The following is a partial list of potential tasks and ideas related to the
assigned duties.
Duties:
1. Conducts public hearings to determine the needs of
City residents with regard to public health, provision
of human services and care of the elderly,
handicapped and developmentally disabled.
Public hearings may be conducted at regular HHSC meetings to help identify public health and
human service needs of residents.
Regularly scheduled HHSC meetings are relatively new to our community. Residents and
agencies may not be aware that they can present health and human service-related issues, ideas,
and solutions through public hearings at these meetings. We need to identify ways to encourage
public agencies and residents to present their needs, issues, and solutions.
2. Enhance the development of public health through
public forums, seminars and work with other agencies.
Note: HHSC members need to be aware of local public health needs and services before they
can “enhance the development of public health”. The commission discussed visiting agencies to
learn about their provision of services, which may be particularly important when new members
are appointed. We also discussed ways to visit – group tour vs. individual visits and how to
avoid violating public meeting laws.
Ways HHSC members can help enhance the development of public health:
Panel discussion at the annual mayor’s breakfast to help inform community members of
community needs and resources.
Participate in community activities
- HHSC presence
o at regularly scheduled community events and celebrations such as the
November Health and Wellness Expo, Project Connect Events, etc.
o visit Community Resource Center at Genesis
o Participate in Annual Homeless Count
Participate in community needs assessment activities:
Survey – short surveys on select topics could be done by commissioners at community events
to identify specific needs.
Focus Groups – conducted at a mayor’s breakfast, the multigeneration (senior) center,
churches, over 55 parks, human service agencies that serve local residents, etc.
Seminars – encourage community activities that enhance public health and safety. Work with
community agencies and services to help identify topics and ways to present to the community.
Work with agencies:
Help identify ways that agencies can collaborate with each other to more effectively meet
community needs.
Report / announce local agency events during HHSC meetings
3. Reviews requests submitted by health and human
services providers for the City funding and makes
recommendations to the Council regarding such
funding.
This duty is the primary function of the HHSC. The future use of electronic applications and
review processes will make this duty easier for commissioners and more equitable for agencies.
4. Assists in the development of health care facilities
Technically, the HHSC can merely make recommendations regarding the development of health
care facilities. A more accurate description of this role would be “assists in identifying the need
for health care facilities and services”.
Example: One identified need that impacts the health of citizens is housing. When an elderly
person loses their spouse, they may be left without adequate income to pay rent and at risk of
losing their housing. A potential solution may be through a shared housing program. Agencies
that assist with shared housing help identify potential roommates and do background/financial
checks to assure a good match. The agency could also help new roommates adjust to their new
living arrangements through brief training and potential case management. No known programs
were available to our community two years ago. This idea was shared with one of the agencies
serving our community and that agency has moved forward with securing partnerships and
funding with other agencies to pursue this service within our community. This type of service
could be extended to other at-risk populations.
5. Makes recommendations regarding elderly health
care and emergency transportation programs.
This role has been addressed in the past, resulting in the development of current emergency
transportation services that are better adept at meeting our population needs.
A frequently unidentified need of the elderly is identifying ways to avoid isolation and
loneliness, which leads to poor health. Our community has many over-55 parks that offer social
activities to their residents. Just outside their gates are seniors who live in isolation due to lack
of transportation and/or health issues, lack of family or social support networks. Perhaps a
community program could be established within Apache Junction to encourage local park
managers to allow nearby residents to participate in social activities offered within their park.
