Chairperson Brennan called the meeting to order at 4:00 p.m.

3. 25-109 Consideration of Fiscal Year 2025-2026 Health and Human Services funding
recommendations to be presented to City Council at the April 14, 2025, Work
Session.
Commissioner Moeller moved, seconded by Vice Chair Danford that funding for Health and
Human Services for Fiscal Year 2025-2026 be as follows:
Apache Junction Community Development Corporation (AJ CDC) in the amount of$7,000.00 for
overall operating expenses.
Begin Again Homes in the amount of$2,000.00 for emergency housing for Apache Junction
residents.
Boys and Girls Club of the Valley in the amount of$9,000.00 for the mentorship program (6,000.00)
and the hardship to individuals program ($3,000.00).
Over-Flo Missions in the amount of$2,000.00 for emergency food boxes or hot meals for Apache
Junction residents.
Superstition Community Food Bank in the amount of$70,000.00 for the purchase of emergency
food ($50,000.00)and to expand the Student Backpack Program to 2 new schools ($20,000).

Chairperson Brennan asked City Attorney Joel Stern to clarify the funding process per the City
Code requirements in an email prior to this meeting. He summarized the response for the
Commission members and for the record. The City Code requires non-profit organizations to
show the use of funding to benefit residents rather than non city residents. The exception to this
rule is the Food Bank, as they provide statistical reporting in a less specific manner so that
privacy rights are not compromised.
Commission members stated their individual recommendations and reasoning behind them.
They debated on the amounts for each non-profit and landed on 3 options for the final funding
recommendation.
Representatives from the Food Bank, Begin Again Homes, Over-Flo Missions, and the Boys
and Girls Club each spoke with the Commission and answered additional questions.
The Commission agreed that option 3 was the best choice for Fiscal Year 2025-2026 Funding.
