Tuesday,July 7, 2026 7:00 PM City Council Chambers A. CALL TO ORDER Mayor Wilson called the meeting to order at 7:00 p.m. B. INVOCATION AND PLEDGE OF ALLEGIANCE Councilmember Heck gave the invocation and Councilmember Johnson led the meeting attendees in the Pledge of Allegiance. C. City of Apache Junction,Arizona Page 1 City Council Meeting Meeting Minutes July 7,2026 Yes: 7- Mayor Wilson, Vice Mayor Schroeder, Councilmember Nesser, Councilmember Heck, Councilmember Johnson, Councilmember Cross and Councilmember Soller No: 0 1. 26-352 Consideration of acceptance of agenda. 2. 26-350 Consideration of approval of minutes of the special meeting of June 15, 2026. 3. 26-351 Consideration of approval of minutes of the regular meeting of June 16, 2026. 4. 26-302 Consideration of approval of Employment Agreement with Ian N. Service for Apache Junction Municipal Court Associate Magistrate Services. 5. 26-329 Acknowledge receipt of the Annual Report of the Apache Junction Public Library Board of Trustees for the 2025-2026 Fiscal Year. 6. 26-336 Consideration of approval of proposed Resolution No. 26-30, authorizing the city to enter into an Intergovernmental Agreement with Pinal County for the city's participation in the Pinal County hosted Annual Safety Roadeo. 7. 26-337 Consideration of approval for on-call consulting services for RFQ PW 26-02 Engineering On-Call Services Fiscal Year 2027-2030, authorizing the city to enter into agreements with consulting firms in each of three service areas for on call consulting services. 8. 26-339 Consideration of approval of the procurement of new and replacement fleet vehicles outfitted with lighting and equipment in the amount of$1,028,300.00, budgeted for fiscal year, 2026-2027, utilizing the cooperative contracts with the State of Arizona Contract Numbers CTR059323 and the City of Chandler cooperative contract number PD5-055-4859. 9. 26-341 Consideration of approval of an agreement with the Greater Phoenix Economic Council (GPEC), retroactive to July 1, 2026, for economic development services for the term of one year(FY2026-27) in the amount of $22,004.00, and the re-appointment of Councilmember Bambi Johnson as the City of Apache Junction representative to the GPEC Board of Directors. E. AWARDS, PRESENTATIONS AND PROCLAMATIONS 10. 26-292 Proclamation designating July 2026 as"National Parks and Recreation Month." Mayor Wilson read the proclamation designating July 2026, as"Parks and Recreation Month." He presented it to Parks and Recreation staff members. Parks and Recreation Director Liz Langenbach thanked Mayor and Council for recognizing them and she shared a video showcasing events and programs Parks and Recreation offers. City of Apache Junction,Arizona Page 2 City Council Meeting Meeting Minutes July 7,2026 11. 26-335 Presentation, discussion, and update with Pinal County Attorney Brad Miller. Pinal County Attorney Brad Miller presented an update on crime in Pinal County and specifically Apache Junction over the last 3 years. He went over various topics including emerging crime trends, the location with the most crime in Apache Junction and the importance of public safety. Councilmember concerns included the type of crime at the Apache Junction Walmart, clarification on the map in the presentation, crimes involving illegal immigrants, crimes involving homeless people, drug related crime rates and juvenile crime. Mr. Miller responded to all concerns. 12. 26-340 Presentation, discussion, and update with Sophie Dessart from Florence Copper. Manager of Communications and Public Affairs at Florence Copper Sophie Dessart presented the process that they use to produce copper called In-situ copper recovery. She went over how this works, their production and the community benefits. Councilmember concerns included the chemicals used for this process, if they are the only copper mine that uses this process, and the type of area they need to expand their operation. Ms. Dessart responded to all concerns. Councilmember Cross and Mayor Wilson thanked Ms. Dessart for her presentation. 13. 26-343 Presentation, discussion, and update with Chairperson Gail Evans of the Apache Junction Community Development Corporation (CDC), regarding grant award presentation of fire equipment to the Superstition Fire and Medical District. Mayor Wilson announced that this item will be presented at a future meeting. F. REGIONAL INTERGOVERNMENTAL UPDATES 14. 26-354 Brief summary of intergovernmental updates from mayor and councilmembers. Councilmember Johnson spoke about the 4th of July celebration that Parks and Recreation hosted. She commented on the amount of people that attended, thanked the Parks and Recreation staff for all their hard work and for honoring her and the Mayor as veterans. Mayor Wilson spoke about his enjoyable experience at the 4th of July celebration and thanked the Parks and Recreation staff. He also announced that the library garden is open and encouraged the community to visit. G. CITY MANAGER'S REPORT 15. 26-355 City Manager's Report City Manager Bryant Powell thanked Parks and Recreation staff, the Apache Junction Police Department and Public Works Staff for their help in making the 4th of July event successful. He shared several photos from the event and thanked veterans Mayor Wilson and Councilmember City of Apache Junction,Arizona Page 3 City Council Meeting Meeting Minutes July 7,2026 Johnson for their service. H. PUBLIC HEARINGS 16. 26-342 Presentation, Discussion and Public Hearing of the development fee study update including the Land Use Assumptions, Infrastructure Improvements Plan and Preliminary Draft Fees. The City's development fee consultant, Tischler Bise, will provide a presentation on development fees in preparation of an update to the development fee study and implementing ordinance. Deputy Director of Development Services Sidney Urias introduced Ben Griffin with Tischler Bise to give an update on the proposed development impact fees study that was presented to Council on April 20, 2026. He went over the land use assumptions and infrastructure improvement plans. He also explained the process for adopting impact fees. Councilmember concerns included the entire presentation being available for the public to view and clarification on the fee increase for multi-family versus single family. Mr. Griffin responded to all Council concerns. Mayor Wilson opened the Public Hearing, receiving no comments, he closed the Public Hearing. I. OLD BUSINESS J. NEW BUSINESS K. COUNCIL DIRECTION TO STAFF L. SELECTION OF MEETING DATES, TIMES, LOCATIONS, AND PURPOSES M. CALL TO PUBLIC Catherine Meek, 1327 S. Belair Road,Apache Junction, spoke about America250 celebrations and doing things to make the world a better place. She also encouraged the community to attend the Council meetings. Noah-James Markham, Tempe, spoke on various topics including Planning and Zoning Commission decisions, child trafficking, growth in the City and extending the light rail. Donna Carr, 2178 W. Virginia Street,Apache Junction, shared her experience with the Resolution Copper Mine tour. Andre Meek, 1327 S. Belair Road, thanked the City for the 4th of July celebration. N.
