ATTENDANCE:

The first meeting of the Apache Junction City Council was held
Tuesday, November 26$ 1976 at the Councty Services Building on N.
Ocotillo Rd. in attendance were council members, residents, re-
presentatives of the Pinal County government, correspondents from
the Mesa Tribune, Apache Sentinel, and KPHU TV. sixty-six persons
signed the sheet that was passed around.
UA'TH OF OFFICE AND ELECTION OF MAYUR:
The meeting got underway at 7:30 p.m. with County Supervisor,
Jimmy xaram, administering the oath of office to the new council
members, Roy Hudson, John Granillo, Virginia Seeman, Jerry Burgess
Marie shanks Vinton Peck, and Tom Damiano. Proceedings to select
a mayor and dice-mayor began with Jerry burgess nominating Roy
Hudson and Marie Shanks nominating Vinton Peck, who declined. John
Granillo moved the nominations be closed. it was seconded and
carried. Roy Hudson was elected Mayor. John Granillo and Virginia
Seeman were the nominees for vice-mayor. John Granillo was elected
to that post with six votes.
TIME AND PLACE OF MEETINGS ESTABLISHED:
r The time and place of meetings was then to be decided. The Rev.
Cal Hill urged the new council to give our new city priority over
other matters. Virginia Seeman moved that meetings be held the
first and third Wednesday of each month. Marie Shanks seconded
the motion. it was carried unanimously. John Granillo moved that
7:00 p.m. be chosen as the time. The motion was seconded by Tom
Damiano and carried unanimously. After considering Superstition
Mountain Elementary School and the County ,Services Building the
council opted to use the County services Building due to its'
central location, subject to approval of Pinal County. Apache
Junction High School Library had been originally chosen, but it
lies just outside the city limits.
OPEN MEETINGS LAW DISCUSSED:
John Hestand, Deputy Pinal County Attorney, reviewed with the
council the provisions of the open meeting law, and assured he would
furnish a copy to Roy Hudson for future reference in keeping with-
in the legal bounds, since a violation of this law makes any action
during the meeting null and void.
AGENDA FOR NEXT 14BETING SET:
Agenda for the next meeting was then discussed. Mr. Karam sug-
gested the council invite representatives from the Arizona League
of Cities and Towns and the Central Arizona Association of
Governments to offer help and advice. Vinton Peck stated a census
must be discussed and initiated as soon as possible as well as
some office space. A small office in the County Services Building
has been donated to us by the County for use at this time or until
another facility can be provided, and as long as the City does not
interfere with county government.

CITY LIMITS SIGNS DISCUSSED:
Mr. Peck brought up checking into the cost of signs to designate
city limits. Roy Hudson suggested possibly getting together with
the State Department since signs would be placed. on U.S. 60.
ROLE OF CITY COUNCIL AND COUNCIL MEMBERS:
Mr. Peck asked when we should assume our role as a city, complete �
'with court, and the general consensus of the council and county
representatives was there is no deadline as such, but this will be
worked. out during the transition period. Mr. Peck also asked
about each council member's role. He suggested each council mem-
ber head an area of responsibility and to implement a practice of
selecting four council members from certain areas and three at
large, or something similar. Roy Hudson suggested it might be
difficult to break it down into precincts that wary. John Granillo
moved the matter be tabled to the next meeting so we can discuss
this with ALCT. The motion seconded by Vinton Peck and. carried.
PETITION SUBMITTED AGAINST BUSINESS:
Mark Henry, a resident of Apache Skies Mobile Home Park, submitted
a petition against the B&B Feed Store, as many residents of that
park feel that a business of this type should not be located near
a residential area due to fire hazard, rodents, dust, and main-
tenance problems.
PRESENTATION OF DOCUMENTS TO NEW MAYOR:
Jimmy Karam presented the list of persons in attendance and the
documents to Roy Hudson.
NOTICE OF HEARING:
The council was informed that on November 28, 1978 at 4:38 p.m.
suit was filed against the county by Gerald Coltharp, who contends
the incorporation election of November 7, 1978 was in violation of
Arizona State Law. He seeks to nullify the election. A copy of
the notice of hearing was provided to the mayor.
OFFER OF ASSISTANCE:
John Forsberg, resident, offered. his congratulations and assistance.
Meeting adjourned at 8:50 p.m.
Approved this day of 1979 by the Mayor and City Council.

Park, submitted a petition against the B&B Feed
Store, as many residents of that park feel that a
business of this type should not be located near
a residential area due to fire hazard, rodents,
dust, and maintenance problems.
