HomeMy WebLinkAbout1978-12-06 City Council Regular MinutesRegular Meeting of City of Apache Jct.City Council December 6,1978 ATTENDANCE: The meeting opened at 7:02 with the Pledge of Allegiance and reading of the minutes of the November 28 meeting.Minutes were approved as read.All sev,en council members were present. LEGAL AID FOR COUNCIL DISCUSSED: John Granillo reported he had contacted the MartineT,Curtis and Goodwin legal firm and Sue Goodwin of that firm was present.Mr.Curtis,also of that firm will be presenting some suggestions at the December 20,1978 meeting.No agreeotent has been made with any law firm at this time.This is strictly for ideas and advice and will be placed on the agenda for December 20,1978. BINGO LICENSE AND LIQUOR LICENSE DISCUSSED: Correspondence has been received.We have an application for liquor license for the Alpha Beta Market under construction,and an application for bingo license for a mobile home park.Some persons felt that no action on the part of the council was required.Vinton Peck opposed voting on the bingo and liquor license applications pending further investigation of the applicants. Tom Damiano moved to table voting on the licenses until December 20,1978. Vinton Peck seconded the motion and i t was carried. NESS BOULEVARD RIGHT-OF-WAY: A petition of abandonment signed by property owners was submitted regarding a portion of Ness Boulevard.Vinton Peck opposes abandonment of right-of-way due to congestion in that area.Representatives of the Arizona League of Cities and Towns that were present were asked for advice by the council. They advised tabling the matter.Resident Sam Gardom expressed his opinion that to abandon right-of-way may later mean having to condemn the property at full market value.Vinton Peck moved to reject petitions.Marie Shanks seconded the motion.John Granillo and Jerry Burgess favored consideration but Vinton Peck believes that consideration would be in disregard of community interest.The motion was defeated.John Granillo moved to table the matter pending further research.Tom Damiano seconded and the motion was carried. B &B FEED STORE DISCUSSED: Regarding a petition submitted to the council on November 28 by residents of the Apache Skies Mobil Home Park,the B &B Feed Store is not in viola- tion of zoning laws and the building is in accordance with the permit. Marie Shanks moved that some documented evidence be presented regarding health hazard,after which the council would reconsider.Roy Hudson sug- gested inspection by the fire marshal.Vinton Peck seconded Marie Shanks' motion which was carried. ARIZONA LEAGUE OF CITIES AND TOWNS OFFER ASSISTANCE: Dwight Stenbakken and Catherine Connolly from the Arizona League of Cities and Regular Meeting Cont'd December 6,1970 Page 2 Towns made a presentation about their organization.They will advise and assist in development and will mail information on legislation affecting the function of the council.Their primary resource comes from membership at $200.00 an- nually or 7ct per capita,whichever is greater.Catherine Connolly advised that a census will cost about $4000 -$5000 and suggested contacting George Hum n in Washington,D.C.to get the request for census in as soon as possible. Material to aid in conducting the upcoming election was -distributed. COUNCIL MEMBERS ASSIGNED COMMITTEE DUTIES: One council member was assigned to head each of seven committees to organize business.Jerry Burgess,Parks and Recreation;Vinton Peck,Streets and Right- of -Way;Virginia Seeman,Police and Fire;John Granillo,Insurance,Budget and Finance;Tom Damiano,Planning,Zoning and License;Marie Shanks,Policies and Records;Roy Hudson,Employees and Clerical Personnel.Residents who can offer help are encouraged to do so.John Granillo moved to approve these posts. Virginia Seeman seconded the motion.Motion was carried. LIABILITY INSURANCE DISCUSSED: Roy Hudson contacted O'Donnell Insurance Agency for information regarding coverage.Two representatives from O'Donnell Insurance Agency were present. John Granillo requested that several plans be presented at a later date. POLICY FOR AUDIENCE INPUT: Tom Damiano reminded everyone that no smoking is allowed in the building.Also residents should state their name and address when making statements. CENSUS COMMITTEE: A census committee was formed.The acting clerk will write a letter to the Apache Sentinel and appeal to the public for assistance.Marie Shanks will head that committee. MAILING ADDRESS: Marie Shanks advised getting a post office box,but at this time a post office box is difficult to get.The council will continue to use the address of the County Services Building.' BANK ACCOUNT OPENED: The incorporation committee donates $100.60 left over from their funds to the new city.Marie Shanks moved to open a new account with the Copper State Bank.This will be a signature account used as a petty cash fund.John Granillo seconded and the motion was carried. TREASURER DISCUSSED: Richard Damiano has volunteered to help with the treasury.His duties will be more clearly defined when the council determines what he can and cannot do under 1aw. Regular Meeting Cont'd December 6,1978 Page 3 MAGISTRATE DISCUSSED: At the request of Vinton Peck,Roy Hudson and John Granillo will discuss with Justice of the Peace Percy Davis the possibilities of Percy Davis acting as magistrate. CONSTRUCTION OF CITY HALL DISCUSSED: There was some discussion regarding construction of a city hall and the pos- sibilities of constructing a municipal airport.No motions were made.
