ATTENDANCE:
The Regular Meeting of the City Council of Apache Junction was
called to order by Mayor Hudson at 7:00 p.m. January 24, 1979 at
the County Services Building in Apache Junction. The Acting Clerk
called the roll. The following Council members were present:
Roy Hudson, John Granillo, Virginia Seeman, Marie Shanks, Jerry
Burgess, Vinton Peck, and Thomas Damiano.
APPROVAL OF MINUTES:
Discussion was held of the minutes of the meetings of December ao,
1978,January 3, 1979,January 10, 1979,January 17,1979.Council
member Shanks made the motion that the minutes of December 20, 1978
be accepted.Vice -Mayor Granillo seconded the motion.The council
passed the motion unanimously.
Vice -Mayor Granillo made the motion to accept the minutes of Jan.
3, 1979.Council member Shanks seconded. Motion passed unanimously.
Council member Damian° made the motion to table the 'minutes of
January 10, 1979 and January 17,1979.until the regular meeting
of January 31, 1979 to give the Council time to study and make
any corrections. Council member Burgess seconded. Motion passed
unanimously.
Council member Burgess made the motion that the Mayor and Council
have a recess for an executive meeting.Vice -Mayor Granillo
seconded. Motion passed unanimously and a recess was called at
7:20 p.m. The Council Meeting reconvened at 7:45 p.m.
COMMITTEE REPORTS:
Employee Applications;
Mayor Hudson gave his report on employee applications.Vice -Mayor
Granillo read resolution #79-2 concerning the employment of
Isabel Ballard as City Clerk and City Magistrate.Vice -Mayor
Granillo made the motion to adopt resolution #79-2. Council member
Shanks seconded and the motion passed unanimously.
Mayor Hudson read a brief resume of the qualifications of Isabel
Ballard, who was hired by the passing of resolution #79-2 by the '
Council.Mayor Hudson stated the salary of the City Clerk and
City Magistrate would be $1,296.00 per month.
Mayor Hudson reported that William Platt, former City Attorney for
the City of Coolidge, had applied for the position of City Attorney
for the City of Apache Junction. Mayor Hudson suggested that
Council member Shanks, Vice -Mayor Granillo and Mayor Hudson meet
with Mr. Platt Monday, January 29,1979 to discuss his qualifi-
cations for the position of City Attorney of Apache Junction.It
was also decided to meet with Susan Goodwin, another applicant for
the position, on the same Monday night.

Public Hearing;
Vice -Mayor Granillo reported that a public hearing would be held
on the one percent sales tax adoption at the Superstition Mountain
Elementary School on January 25, 1979 at 7:00p.m. in the Gym.
Insurance:
After a discussion on liability insurance and blanket bonding for
the Council Vice -Mayor Granillo made the motion that the Council
accept the offer from O'Donnell Insurance Agency for the liability '7
insurance to be placed with the St. Paul Insurance Co. covering
the period until June 30 for a premium of $148.00. Council member
Damiano seconded the motion. Motion passed unanimously.
Vice -Mayor Uranillo made the motion to accept the offer from
O'Donnell Insurance Agency for a blanket bonding of the Council
members for the sum of $2500 per member at a cost of $75.00 per
year.Council member Damiano seconded. After a discussion the
motion passed unanimously.
Parks and Recreation:
Council member Burgess made a report on Parks and Recreation.He
stated that he and some Council members were going to attend a
Grants Seminar in Florence.
Streets and Right -of -Ways:
Council member Peck made a report on Streets and Right -of -Ways.
Council member Peck said that he had been approached concerning
the problem of the intersection at Broadway and Palm Springs Blvd.
and that he was studying the situation. He also said that he had
been advised bf traffic problems at Cortez and Highways 67 and 89.
Council member Peck said that one of his main concerns was the per-
pendicular parking problem along the Trail. He felt it was a very
dangerous situation and would like the Council to recommend to
D.P.S. to enforce parallel parking only for the Trail. Discussion
was held regarding the conditions of the roads and the actions.
Council member Peck will consult with County engineers concerning
these problems.
Planning and Zoning:
Council member Damiano presented to the Council a letter from
Planning and Zoning in Florence asking for the recommendations of
the Council concerning zoning in specified areas. Mayor Hudson
read the Council the reply to this letter sent to the Planning and
Zoning Commission that contained the recommendations that were made
at the meeting of January 17, 1979.
Policies and Records:
Council member Shanks reported on Policies and Records she had some
material on election preparations. She said the Council would have
to buy supplies, print ballots, etc.

Council member Shanks said there was nothing we could do on the
census at this time. All the action that could be taken the
Council had taken and they would just have to wait for the results.
Council member Shanks made the motion that the application for a
Bingo License from Burton and Irene Taylor at the Roadrunner Trailer
Court, 1617 South Cortez, be accepted. Council member Seeman
seconded the motion.Motion passed unanimously.
Elections:
Discussion of the election process followed. Mayor Hudson suggested
that an affidavit of residence in the city limits be obtained from
all voters. The Council discussed the quantity of ballots for the
primary election. The figure 3,000 was mentioned. A discussion
was held on the number of voting places. Council member Peck made
the motion that the Council agree to two voting places --that 22A
vote at the Fire Station and 22B vote at the Superstition Mountain
Elementary School as was the usual custom. Council member Shanks
seconded the motion.With a roll call vote the motion passed with
Council members Seeman, Burgess and Mayor Hudson voting against,
and Council members Peck, Damian°, Shanks, Vice -Mayor Granillo
voting in favor of the motion.
Mayor Hudson stated that he had asked Mrs. Barbara Peck to be on
the election committee. He asked for any volunteers.Mrs. Ballard
volunteered. Richard Damiano volunteered. Council member Shanks
will present an election resolution at the next meeting.
There was no unfinished business.
-Proper Name for University Drive:
Council member Peck asked that any reference in the previous minutes
of University Drive be changed to the proper: name of Superstition Dr.
There were no orders of the day.
Delaware Right -of -Way:
Richard Damian°, from the audience, presented a letter to Council
member Peck regarding the right-of-way on Delaware. Council member
Peck took the letter under advisement.
Council member Shanks made the motion to adjourn. Vice -Mayor Granillo
seconded. The meeting adjourned at 9:00 p.m.
Approve this day of 1979 by the Mayor and City Council.
