City Council January 31, 1979 The regular Meeting of the City council of Apache Junction was called to order by Mayor Hudson at 7:07 p.m. January 31, 1979 at Superstition Mountain Elementary School. Mayor Hudson waived the roll call since all Council members were present. CHANGES 1N PREVIOUS MINUTES: The following changes were made on the minutes of January 17, 1979: Cover sheet and first page --change name of Richard Damiano to Thomas Damiano. First page --change spelling of name Jerald Burgess to Jerry Burgess. Second page --(paragraph 3)- change 150 acres re -zoned to CR-1. Third page --(Public Hearing -Pirates cove) --asked for and were approved of a new liquor license. APPROVAL OF MINUTES:., Vice -Mayor Granillo made the motion to approve the minutes of January 17, 1979 as corrected. Seconded by Council member Damiano. Motion passed unanimously. TREASURERHS REPORT: General Fund: Vice -Mayor Granillo reported on January 1,1979 a balance of $100.00 with a deposit of $5.00 bringing the balance of the General Fund to $105.00. Census: The Census requires $2,605.00. This leaves a balance of $41,055.00. Invoice Payments Approved: The following invoices were discussed and approved: Vice -Mayor Granillo made the motion to approve payment to Council member Shanks for miscellaneous expenses as documented for the amount of $58.03. Council member Damiano seconded.Motion passed unanimously. Vice -Mayor Granillo moved to issue a warrant for services rendered v to Valley Newspapers, Inc., for the amount of $153.20.Council member Seeman seconded the motion. Motion passed unanimously. 'Regular Meeting cont'd January 31,1979 Page 2 Vice -Mayor Granillo moved to issue warrants for services rendered to the Mesa Tribune for the amount of $173.15. Council member Burgess seconded. Motion passed unanimously. Council member Seeman moved to reimburse Council member Shanks from- the General Fund.Vice -Mayor Granillo seconded. Motion passed unanimously. RECESS: Mayor Hudson called a recess at 7:25 for an executive meeting with Attorney Michael Curtis. The council meeting reconvened at 7:35 p.m. COMMITTEE REPORTS: Personnel: Mayor Hudson reported that Council members Shanks, Vice -Mayor Granillo and himself had been on the committee to recommend a City Attorney. Vice -Mayor Granillo read Resolution 79-3 appointing Michael A. Curtis of the Law Firm of Martinez, Curtis, Goodwin and Karasek, as the City Attorney. Vice -Mayor Granillo moved to accept Resolution 79-3.Council member Damiano seconaed and motion passed unanimously. ORDERS OF THE DAY: Mayor Hudson then asked for committee reports.Vice -Mayor Granillo said he had no report but there would be a discussion later on the one percent sales tax. Parks and Recreation: Council member Burgess reported that he had attended a seminar in Florence on writing grants. Streets and Right -of -Ways: Council member Peck asked for an extension of time for his report. Police and Fire: Council member Seeman reported that she had met with William McDaniels and was in the process of contacting Sheriff Reyes for information on contracting with the Sheriff's Office for continued law enforcement in the City of Apache Junction until the City was able to provide its' own. Council member Seeman said there would be another meeting February 5, 1979 and that any interested persons please attend this meeting as they would need help and input on this subject. Regular Meeting contld January 31, 1979 Page 3 Planning and Zoning and License: Council member Damiano reported that Jim Lindsay had contacted him about another Apache Villa 4 to be located at Ironwood south of 12th Avenue.Council member Damiano had just received this request. He asked that he give a report on it at a later date. Policies and Records: Council member Shanks reported the County would help with the election costs and supplies. CETA FUNDING: Mayor Hudson asked Jeff Gongoll of CAAG to give a report on the CETA funding for the City. Mr. Gongoll reported the CETA contracts had been approved by the Manpower Committee and the CAAG committee. He stated all that was needed now were the signatures and a res6- lution from the Council signed. They would then be returned to CAAG and Mr. Blackburn would sign, and returned to the City as signed contracts. Council member Damiano made the motion to adopt a resolution that the Mayor be authorized to execute a contract between CAAG and the City under Title II. The contract number being 52027 for CETA funds.Council member Burgess seconded the motion.Motion passed unanimously. Attorney Curtis said he would prepare a resolution for the CETA funds.,It would be resolution 79-4 and would be prepared for the signature of the Mayor and certified by the Clerk, and then returned to CAAG. REPRESENTATIVE RUDD: Council member Peck made the announcement that Representative Eldon Rudd would be Apache Junction February 1, 1979 and Mr. Rudd had invited the Mayor and the Council to meet him. ARIZONA REVISED STATUTES: Mayor Hudson reported that Rose Moffatt had been here during Lost Duchman Days and had presented to the City of Apache Junction copies of the Arizona Revised Statutes. Mayor Hudson asked for any input from the audience. POST OFFICE: Mr. Cookie Parks asked if there had been any action on his letter to the Council regarding the post office. Council member Shanks said she would get with him later to discuss the matter. Regular Meeting contld January 31, 1979 Page 4 ROAD CONDITIONS: There was a discussion of the road conditions and repairs in the City.There was a request from the audience for the Council to complain to the County of the poor conditions of the roads. COMMEMORATIVE COIN: Council member Peck presented the Council with a commemorative coin which the Lions Club of Apache Junction would like to sell which celebrated the incorporation of Apache Junction. This coin would be produced in gold which would sell for $300.00, in silver which would sell for $25.00, and in bronze which would sell for $10.00. This would be a money making project for the Lions Club. It would have the dates df the history of Apache Junction --l923 when Apache Junction was founded and 1979 when Apache Junction was incorporated. The Lions Club would like the approval of the Council to make this the official commemorative coin for the incorporation of Apache Junction. Mayor Hudson directed the City Attorney to prepare the appropriate resolution to adopt the coin as the official Apache Junction Commemorative Coin. PUBLIC HEARING: The hearing for the one percent sales tax for the City of Apache Junction began at 8:00 p.m. This was the second hearing.The first meeting had been held January 25,1979.Listening to input from the audience, the Council members individually stated their unqualified support for the necessity of the one percent sales tax. Mayor Hudson asked the City Attorney to prepare a resolution. Vice -Mayor Uranillo made the motion to adopt a resolution enacting an ordinance to institute a one percent sales tax.Council member Damiano seconded the motion. Motion passed unanimously. Vice -Mayor Granillo made the motion that the meeting adjourn. Council member Damian° seconded. Motion passed unanimously. Meeting adjourned at 9:00 p.m. Approved this day of 1979 by the Mayor and City Council. CITY CLERK
