February 14,1979
The Work Session of the City Council of Apache Junction was called to order
at 7:00 p.m.by Mayor Roy Hudson.
The Pledge of Allegiance was lead by Mayor Hudson.
Councilmembers present:Jerry Burgess;Tom Damiano;John Granillo;Vice-
Mayor Vinton Peck;Virginia Seeman and Marie Shanks.
Staff present:Susan Goodwin and Michael Curtis,City Attorneys;and Isabel
C.Ballard,City Clerk.
Mayor Hudson explained that this meeting is a work session and that no official
action would be taken tonight.Mayor Hudson called on Susan Goodwin to give her
reports.
Susan Goodwin reported on the following:
1.The Social Security Agreement with the Arizona State Retirement System,
and stated that Michael Curtis could go into a further explanation when
he arrives.
2.The intergovernmental agreement with the Arizona State Department of
revenue on "Agreement for Collection of Taxes"of the 1%levy of the
Transaction Privilege Tax.Also,that by supplying the Department of
Revenue with the names of the businesses within the incorporated area,
considerable time starting collections could be saved.
John Granillo asked i f the Chamber of Commerce would have a list of all the
businesses in the area to use as a starting point.The Council discussed the
matter and Sgt.McDaniels said the Chamber does have a list and he would assist
the City Clerk in listing the businesses within the incorporated area.
The Council discussed the Dog Racing on the Transaction Privilage Tax and would
possibly meet with Ron Sotomayor at a later date.Vice -Mayor John Granillo
will get all the information to present to the Council.
Mayor Hudson called on Isabel Ballard for her requests on office supplies,
machinery,furniture,and recommendations.
Isabel Ballard requested and recommended as follows:
1.Requested general office supplies -example;City stationary and enve-
lopes,City Seal,type paper,pens,clips,minutes books,ledgers,journ-
als,etc.,etc.
2.Requested office machinery consisting of a tape recorder,copy machine,
calculators,and typewriters.Office furniture consisting of typewriter
tables,book shelves,desks,file cabinets recommended with hang fold-
ers.And also for the Magistrate Court;two docket books with sheets
to fit,Magistrate Seal and many pre -typed forms (complaints,summons,
etc.).
Mayor Hudson reported that he has set aside some desks,adding machine and type-
writers at the Arizona State Surplus and would like the City Clerk and Virginia

Seeman to go to the surplus with him to make a recommendation to the Council
on purchasing the items.
3.Requested a $50.00 petty cash system for the purchasing of small items
and postage.
4.Recommended that a payroll account be opened separate from the General
Fund for the purpose of handling the employee withholding taxes and for
easier auditing.
5.Asked if Monday,February 19,1979 (Presidents Day)would be considered
a legal holiday for City Employees.The Mayor and Council felt that
because there aren't any personnel policies stating the holidays,
they instructed the City Clerk to keep City Hall open.Mayor Hudson
explained that the personnel policies will be recommended and adopted
in the near future.
6.Recommended to the Council that she look into an employee medical plan.
The Council directed the City Clerk to get some bids for their review.
Vice -Mayor John Granillo asked i f the Arizona State Retirement Social Security
Agreement was the same as the Arizona State Retirement supplement to Social
Security.The answer was no,and the Council directed the City Clerk to get the
information on the Arizona State Retirement System.
Isabel Ballard reported that the City Council could join the State Compensation
Funds'"Association Dividend Plan"through the League of Arizona Cities and
Towns which in turn would give the City of Apache Junction larger premium dollars
at the end of each year.
Isabel Ballard informed the City Council on the Summer Youth Program from Title
III SPEDY --i f they wished for her to submit a proposal and i f so to give her
some ideas or direction.Proposal must be in by Feb.23rd.,also the youths
must be supervised.The Mayor and Council directed the City Clerk to write a
proposal with a labor type discription.
Susan Goodwin reported that Cathy Connelly from the League of Arizona Cities
and Towns is willing to help the City put s:together a City Code at no cost to
the City.Cathy Connelly has the experience since she has written around twenty
City Codes for other municipalities throughout the state.Also the Interm Code
on administration has been passed out for the Councils review,and for action
next week.
Mayor Hudson requested that Councilmember Virginia Seeman pick a committee of
three City Councilmembers along with Cathy Connelly and Isabel Ballard to put
together City Code and a Magistrate Code.
Councilmember Virginia Seeman asked Councilmember Marie Shanks and Vice -Mayor
John Granillo.Councilmember Marie Shanks accepted and Or -Mayor John Granillo
said he could assist prior to March 12 only,since he will be out of town after
that date.Councilmember Virginia Seeman said she definately wanted Cathy

Connelly and Isabel Ballard on the committee.
Streets and Right of Ways
Councilmember Vinton Peck reported on the street signs in which he got a lot of
static from the County and he talked about different types of signs.He also
addressed the problem at Broadway and State Highway 60,80,and 89,and reported
that the County approved the plan and has all the equipment,guard rails,etc.
and will start the job as soon as the weather will permit.
Subdivision Plan (Apache Villa #4)
The subdivision of Ray Homes presented a request of approval on Phase #4 of Apache
Villa Subdivision on Ironwood between 12th and 16th Streets.The City Council
asked questions and discussed the matter.Mayor Hudson informed Ray Homes that
they will take action next week at the Regular Meeting.
A representative from the Sundancer asked the City Council i f the 300 feet
started from the building or from the property line for a Liquor license.Mayor
Hudson referred her question to Michael Curtis.Mr.Curtis said he would give
her an answer the next day.
Councilmember Vinton Peck mentioned that the State has a bill on a no food tax
and suggested that as individuals we should let our Senators know how we feel
about it.
Councilmember Vinton Peck requiested that the attorney look into the Delaware
easement on the power lines next to the Greyhound Race Track.I t is a 30 ft.
easement that goes down their fence.Find out what kind of right of way or
easement the Salt River Project may have.Mrs.Huff also complained on the same
issue.
Councilmember Marie Shanks reported she is still pushing on the Census with the
help of the City Attorney.
Mr.John Schmidt representing the Palm Springs Home Owners Association would like
to go on record supporting the sales tax (Transaction Privilage Tax)and presented
Mayor Hudson with a proposal.
Mrs.Dolores Vickrey stated she read the most degrading article in the Sentinel
and she had to attend the Council meeting to see for herself and commented on
the good job the City Council is doing.
Councilmember Vinton Peck stated that he resented being left out of the article.
There being no further topics for study or discussion,Mayor Hudson called that
the Meeting be adjourned.
