June 6, 1979
A regular meeting of the City Council of Apache Junction was held on the 6th
day of June, 1979 at the Apache Junction City Hall, pursuant to notice as
required by law.
The meeting of the executive session was adjourned at 7:55 p.m.
The meeting of the regular session was called to order at 8:00 p.m. by Mayor
Virginia Seeman.
Invocation was presented by Jimmy Eidson.
The Pledge of Allegiance was led by Vice -mayor John Granillo.
Councilmembers present
Mayor Virginia Seeman, Vice -mayor John Granillo, Jerry Burgess, Thomas Damiano,
Jimmy Eidson, Norman Hill and Marie Shanks.
Staff present
Mike Curtis and Susan Goodwin, City Attorneys; and Isabel C. Ballard, City Clerk.
Approval of Minutes
Regular Meeting - May 16, 1979
Vice -mayor John Granillo made a motion the minutes of May 16, 1979 Regular
Meeting be approved as corrected,seconded by Jerry Burgess.Motion carried
unanimously.
Special Meeting - May 30, 1979
Marie Shanks made a motion the minutes of May 30, 1979, both Special Meetings,
be approved as correct, seconded by Vice -mayor John Granillo. Motion carried
unanimously.
Special Meeting - June 2, 1979
Jimmy Eidson made a motion the minutes of the June 2 Work Session and Special
Meetings be approved as correct, seconded by Vice -mayor John Granillo. Six (6)
voted yes - Mayor Virginia Seeman, Vice -mayor John Granillo, Thomas Damiano,
Jimmy Eidson, Norman Hill and Marie Shanks.Jerry Burgess abstained because he
was not present at either meeting.Motion carried.
Resolution No. 79-12
Vice -mayor John Granillo read Resolution No. 79-12 which established the
procedures for the orderly conduct of the business of the City Council of Apache
Junction for meetings and work sessions.
Councilmember Assignments
Mayor Virginia Seeman appointed the councilmember assignments as follows:
Executive Committee: Mayor Virginia Seeman, Vice -mayor John Granillo, Marie Shanks;
Planning and Zoning: Thomas Damiano;
Streets and Right -of -Way and Public Works: Norman Hill;
Magistrate, Policies, Animal Control:Marie Shanks;
Police and Fire: Jim Eidson;
Parks and Recreation:Jerry Burgess;
Budget and Finance: Vice -mayor John Granillo

Thomas Damiano then read a letter dated May 24, 1979 which included the map
of the Superstition Estates Subdivision area.On October 13, 1964 the Board
of Supervisors signed an ordinance reclassifying lots 1 thru 220 from CR-3
to CR-5.Since the lots in question have been sold as multiple units a
planning commission has been reouested to initiate the change.Thomas Damiano
made the motion to recommend lots 1, 2, 3 and 46 thru 61 Superstition Estates
Subdivision be re -zoned from CR-3 to CR-5, seconded by Jerry Burgess. Motion
carried unanimously.
BA -34-79
Mr. Haus represented Mr. John Pihaglic and Mrs. Anne Vader who had reauested
to live side by side on one lot.Mr. Damiano explained to Mr. Haus that we
are in a period where we will be adopting the Pinal County Planning and Zoning
Ordinance to take effect July 1, 1979.A motion was made by Thomas Damiano
to table this request until after July 1, 1979 when we have our own ordinance,
seconded by Marie Shanks.Motion carried unanimously.
State Land Applications Commercial Lease and Right -of -Way
Mayor Virginia Seeman requested Roy Hudson to make the presentation on the
State Land.Mr. Roy Hudson presented the planned use and explained the procedure
in applying for the land and the State needs to know the intended usage of the
land.Thomas Damiano made a motion that the City Council approve to fill out
the application as soon as possible for 100 acres of state land and also the
application for right-of-way on the southwest corner of Section 16 of the
proposed state land, seconded by Vice -mayor John Granillo. Motion carried
unanimously.
Police Protection Intergovernmental Agreement
Mayor Virginia Seeman explained the Police Protection Agreement drawn up by
the city attorney, Mr. Bateman, Mr. Heston and the Sheriff's Department for
continued law enforcement for the City. Attorney Mike Curtis explained the
Agreement and said the Resolution is supported by staff and supervisors and
the supervisors will sign it and execute it for City Council approval and a
cover letter should be sent with the proposal requesting prompt execution.
Marie Shanks made a motion to adopt Resolution No. 79-23 "A Resolution of the
City Council of the City of Apache Junction, Pinal County, Arizona authorizing
the Mayor of the City of Apache Junction, Arizona to enter into an Intergovern-
mental Agreement with Pinal County to provide Police Protection Services for
the City", seconded by Vice -mayor John Granillo.Motion carried unanimously.
Prisoner Meals
Mayor Virginia Seeman reported she had spoken with Mr. Heston regarding prisoner
meals and it is suggested the City set up a charge account with Golden West
Restaurant as the same restaurant that currently handles the meals at a cost
of $2.00 per meal and to create a proper accounting for the cost of meals incurred
after July 1, 1979.Motion was made by Norman Hill to authorize the City Clerk to
open an account at the Golden West Restaurant for the purpose of feeding prisoners
after July 1 and create the accounting, seconded by Thomas Damiano.Motion
carried unanimously.
Lease of Office Building
Mayor Virginia Seeman explained the Intergovernmental Agreement for the lease
of office space from Pinal County.Motion was made by Marie Shanks to adopt
Resolution No. 79-24 per the contractual agreement with the County for the lease
of office faeilities for City use after July 1, 1979, seconded by Vice -mayor
John Granillo.Motion carried unanimously.

Employment Applications
Job Titles and Advertisement
Mayor Virginia Seeman explained the list of positions and where they have been
advertised and a suggested list for advertisement of new positions.Marie
Shanks stated the advertisements for jobs should be placed for a longer period
of time such as July 16th as an ending date. City Clerk, Isabel Ballard,
explained she thought the Planning Director position should be filled, if
possible, by July 1st and to advertise it for two more week -ends for a total
of four week -ends. Vice -mayor John Granillo made a motion the advertisement for
Planning Director continue two more week -ends and June 20, 1979 at 5:00 p.m.
as the deadline date and time, seconded by Thomas Damiano.Five (5) voted yes -
Mayor Virginia Seeman, Vice -mayor John Granillo, Jerry Burgess, Thomas Damiano,
Jimmy Eidson. Two (2) voted no - Norman Hill and Marie Shanks.Motion carried.
Marie Shanks made a motion to instruct the City Clerk to prepare advertisements
for the other positions for City Manager, Magistrate and/or Assistant Magistrate,
Magistrate Clerk and Executive Secretary and such other positions as may be
necessary after review of classifications of comparable cities, with a cut-off
date of July 16, 1979 at 5:00 p.m., and with the understanding they are not being
created, but for creating a poolA3f interested applicants, seconded by Vice-
mayor John Granillo.Motion carried unanimously.
Checking Account for Magistrate Court Bonds
Mayor Virginia Seeman called on the City Clerk to report on the checking account
for court bonds.City Clerk, Isabel Ballard reported the need for a checking
account for posting a cash bond and explained the money must be readily available
if a person either forfeits the bond or is found not guilty at which time the
money is to be returned to that person.A motion was made to authorize the
Mayor and the City Clerk to establish an account "City Magistrate Bond Account"
by Vice -mayor John Granillo, seconded by Thomas Damiano. Motion carried unanimously.
Town Meeting
Mayor Virginia Seeman reported a Town Meeting Committee must be established by
June 11th.City Clerk, Isabel Ballard reported that some people had already been
contacted to serve on the Committee and others would be notified prior to June 11th.
The City Council added more people to the committee list.Marie Shanks made the
motion Thursday, June 28th from 6:00 to 9:00 p.m. be set as the Town Meeting date
and time and the location of the meeting to be at the discretion of the Committee,
seconded by Jerry Burgess.Motion carried unanimously.
Budget and Finance
Vice -mayor John Granillo reported the Data Processing Interviews and Proposals
received from the three local banks for General Ledger and Payroll and Vice -mayor
John Granillo recommended Valley National Bank and made a motion to approve a
Data Processing Contract for General Ledger and Payroll with Valley National
Bank, seconded by Marie Shanks. The question by roll call voted six (6) yes -
Mayor Virginia Seeman, Vice -mayor John Granillo, Jerry Burgess, Thomas Damiano,
Norman Hill and Marie Shanks. One (1)voted no - Jimmy Eidson. Motion carried.

Special Meetings for June
Mayor Virginia Seeman stated she felt it important for one month to hold
special meeetings rather than work sessions to gather up the loose ends before
July 1st.Marie Shanks made a motion to hold Special Meetings the 2nd and 4th
Wednesdays for the month of June, seconded by Jerry Burgess.Motion carried
unanimously.Motion carried unanimously.
City Mobile Units for Office Space
The City Council discussed the purchasing of two mobile units for office space.
Vice -mayor John Granillo made a motion to put out for bid two mobile units
24 x 64 to be put on the property per the specifications prepared by Mr. C.T.
Parks and seconded by Jimmy Eidson. Motion carried unanimously.
Unpaid Bills and Financial Report
Vice -mayor John Granillo read the Financial Report and Unpaid Bills and made
a motion to instruct the City Clerk to pay the unpaid bills as read, seconded
by Marie Shanks. Motion carried unanimously.
Office Equipment
City Clerk, Isabel Ballard read a suggested list of office equipment to be
purchased and the need for the office equipment, the time it takes to deliver
this equipment and suggested the Council should act on this now.Attorney Mike
Curtis emphasized the need for good equipment and stated his firm is willing to
contribute a Norelco dictating and transcribing unit at their expense to supply
compatible systems for his office as well as the City.Marie Shanks asked the
City Clerk to add to the list of needed office equipment a safe, podium and a
P.A. system and to put these items out for bid.
Topics for Discussion and Progress Reports
Police Department
Mayor Virginia Seeman informed the Council of the Law Enforcement Package which
was included with the agenda packet.
Budget and Finance
Vice -mayor John Granillo discussed setting up a meeting with Cathy Connelly to
work on the budget.
Letter of Intent - Recreation Grant
Jerry Burgess reported he has made pre -application for a federal grant stating we
do intend to apply for a total cost of $104,000 of which the City will pay
$26,000, other local monies $26,000 and the federal government will pay $52,000.
If the City is accepted a formal application will then be filed.
Planning and Zoning Commission Board
Board of Adjustments
Advisory Board
Mayor Virginia Seeman discussed the Planning and Zoning Commission Board and
the Board of Adjustments should be in effect by July 1st and the persons involved
in these Boards should be selected now so they can meet prior to actually going
into operation and asked how these people will be selected.There was a lengthy
discussion on the procedure of selecting people to serve and it was concluded
the Advisory Board is one source of drawing people from to serve on the Planning

and Zoning Commission Board and the Board of Adjustments.The Planning and
Zoning Commission Board and the Board of Adjustments must consist of persons
living within the City, but the Advisory Board, if people are drawn from it,
may be replaced by persons residing outside the City.
Vice -mayor John Granillo made a motion the councilmembers select one person from
each square mile within the area to serve, seconded by Jerry Burgess.Motion
carried unanimously.
Thomas Damiano made an amended motion to select possibly three people from each
section in the event one of the positions cannot be fulfilled for one of the
sections which is not inhabited or persons not willing to serve.Amended motion
dropped.
Norman Hill
Norman Hill called on Mr. John Demlin to speak on the airport proposal south of
Base Line Road.Mr. John Demlin reported on a proposed airport for small aircraft
planned near the present industrial zoning.
Announcements
Mayor Virginia Seeman announced the City Clerk, Vice -mayor and Mayor will sign
bank cards as soon as the meeting is adjourned.
City Clerk, Isabel Ballard reported a letter received from CAAG on a Public
Speaking Workshop to be held June 22nd and any councilmembers may attend if they
so desire.
