HomeMy WebLinkAbout1979-06-13 City Council Special MinutesSpecial Meeting of the City Council of Apache Junction June 13, 1979 A special meeting of the City Council of Apache Junction was held on the 13th day of June, 1979 at the Apache Junction City Hall, pursuant to notice as required by law. The meeting was called to order at 8:00 p.m. by Mayor Virginia Seeman. Invocation was presented by Marie Shanks. The Pledge of Allegiance was led by Vice -mayor John Granillo. Councilmembers present Mayor Virginia Seeman, Vice -mayor John Granillo, Jerry Burgess, Jimmy Eidson, Norman Hill and Marie Shanks. Councilmembers absent Thomas Damiano Staff present Susan Goodwin, City Attorney; and Isabel C. Ballard, City Clerk Guest Speaker Mr. Bob Bodean of the CAAG Manpower Program Grants presented and narrated the CETA Program which is a federally subsidized program for the purpose of creating employment and training for those that are unemployed.He explained the eligibility criteria, various titles of the program and how they are applied to CETA workers, prevailing wages and benefits, major revisions since the program was created in 1973 and the cooperation needed by cities and towns to employ CETA workers.Mr. Bodean further stated CAAG will be sending the Request for Proposals to the City soon for the City to participate in the program if they so desire. Council Action City Seal Mayor Virginia Seeman and City Clerk, Isabel Ballard reported one been submitted as well as a design for stationery letterhead by a desires not to be paid for his services but to simply receive the and lives in Maricopa County.Marie Shanks said she would like to designs come in from city residents. Planning and Zoning Vice -mayor John Granillo reported for getting people to represent different and moved to reconsider the motion he individual from each of the 12 square Motion carried unanimously. Vice -mayor John Granillo read the list for the Planning and Zoning Committees and made the motion to appoint the following people to serve on the Advisory Committee - Bill Furness, Roy Hudson, Clay Worst, Dan Shannon, Earl Laabs, Dayton Hayes, Richard Broman, Priscilla Gardner, George Baljo, Wendell Clark; Planning and Zoning Commission - George Baljo, Iry Hill, Art Strange, Roy Hudson, Cookie Parks, Theron Adams, Joe Saggio:Board of Adjustments - Bill Nunn, Joe Jessamine, Bill Furness, Don Nesser.Mr. Joe Bonucci volunteered to serve on the Board of Adjustments, seconded by Jimmy Eidson.Motion carried unanimously. Special Meeting June 13, 1979 Page two Mayor Virginia Seeman explained the Ordinance to be adopted will call for a three year staggered term and two people must be appointed to serve between July 1, 1979 and June 30, 1980: two people to serve from July 1, 1979 to June 30, 1981; and two people to serve from now until 1982.Vice -mayor John Granillo stated the Planning and Zoning Committees will have to meet at least two times prior to July 1st to familiarize themselves with the procedure and to begin the transition from county to the city. Personnel Policies Mayor Virginia Seeman reported the Personnel Policies are not yet finalized and are being re -typed. Animal Control Contract Marie Shanks called on Susan Goodwin to report and read Resolution No. 79-25 for Animal Control Services, which is basically a one year contract one full time -person newly hired-by-the county to reside in and for five days a week provide 24 hour emergency services and impoundment area, and a vehicle with the cost of operations, maintenance, impoundment facilities will be supplied for a total cost of $15,000 for the contract. Fees and fines would amount to about $1,000 to $1,200 yearly.Marie Shanks made a motion to adopt Resolution No. 79-25 Intergovernmental Resolution, seconded by Vice -mayor John Granillo.Motion carried unanimously. National Municipal Membership Marie Shanks reported on an earlier meeting she attended in Scottsdale and in that meeting such things as fiscal paralysis, Proposition 13, and what will happen to cities such as Apache Junction if funds are cut off were discussed.The membership consists basically of the publication of seminars, publication in the National Civic Review which becomes a part of the City Library. Marie Shanks made a motion each councilmember subscribe to4M2gttrship in the National Municipal League and to pay the cost from the general fund, seconded by Norman Hill.An amended motion was made by Marie Shanks that the City of Apache Junction subscribe to membership in the National Municipal League, seconded by Norman Hill.The amended motion carried unanimously. Donation on Beginning of Swimming Pool Fund Jerry Burgess read a letter received from XI Beta Lambda Sorority with a donation of $25.00 to begin a Swimming Pool Fund and made a motion to turn over to the City Treasurer with instructions to open a Public Works Reserve Fund designating this $25.00 for a swimming pool, seconded by Norman Hill. Motion carried unanimously. Change of Meeting Night Jimmy Eidson stated he felt the people of Apache Junction were being denied attending City Council Meetings on Wednesday eveningsLbecause there are church meetings being held on the same night and suggested holding City Council Meetings on Thursday night.Mr. Joe Saggio reminded the Council the Fire Department and School Board Meetings are also held on Thursday evenings.With the conflict of dates, councilmembers decided this be tabled and placed on the agenda for the last week in July for reconsideration. Special Meeting June 13, 1979 Page three Personnel Mayor Virginia Seeman announced the need of two secretaries.Vice -mayor John Granillo made a motion to authorize the City Clerk to hire two qualified executive secretaries at the best possible salaries, seconded by Marie Shanks. Motion carried unanimously. Purchase for Office The City Council discussed the immediate need for office equipment as listed at the previous meeting of June 6th.Jimmy Eidson made a motion to authorize the City Clerk to purchase necessary office equipment up to $2,000 per item, seconded by Jerry Burgess.Motion carried unanimously. Police Contract - 79-23 The City Council discussed the changes in the Police Intergovernmental Agreement. A motion was made by Marie Shanks to ratify the changes in the agreement in the Police Department Contract or Resolution No. 79-23, seconded by Vice -mayor John Granillo.Motion carried unanimously. Topics for Discussion and Reports Budget and Finance Vice -mayor John Granillo reported the budget is looking good and we are in the black. Parks and Recreation Jerry Burgess reported there are 6 city employees through the Summer Youth Program and are available if anyone in the community has any work that needs doing that would benefit the City as a whole, and if so to call the City Clerk. Planning and Zoning Vice -mayor John Granillo reported Planning and Zoning Meetings are held every Tuesday night at 7:00 p.m. until July 1st. Police and Fire Jimmy Eidson reported applications are being accepted until about the middle of July. Streets and Right-of-Way/Public Works Norman Hill submitted prices on equipment that is needed to begin working on the streets.Mr. Cookie Parks assisted in the preparation of the budget of the needed equipment and submitted his specifications for a pick-up truck to purchase, leasing a dump truck and the bid basis for those items to be purchased.Norman Hill reported he will begin working on the air conditioning costs for the City Hall mobile unit next week. Magistrate/Policies/Animal Control Marie Shanks reported Magistrate Court is in operation and office furniture is needed to control court records and kept in proper order, and is still working on Animal Control. Special Meeting June 13, 1979 Page four Executive Committee Planning and Zoning Administrator Mayor Virginia Seeman requested the Council to get a Zoning Administrator before hiring a Planner and this position must be filled by July 1st and suggested that possibly CAAG could suggest someone to fill the interim period for a week or 10 days or to approach a sister city asking for an assistant from them for Zoning Administrator.Vice -mayor John Granillo made a motion to grant permission to the Mayor to look into an interim director for Zoning Administrator in order to comply with the law, seconded by Norman Hill. Motion carried unanimously. Announcements Planning and Zoning Hearings Mayor Virginia Seeman announced Planning and Zoning Ordinance Hearings will be held June 21 and June 22, 1979 from 7:00 to 9:00 p.m. City Code Hearings Mayor Virginia Seeman announced City Code Hearings will be held June 20, 1979 at 7:00 p.m.The Executive Session will be at 6:00 p.m. followed by the City Code Hearing, following by the regular meeting. Mayor Virginia Seeman announced the position of City Clerk has been filled at the pleasure of the Council. Input from the Floor Doris Mathews asked where the names came from of the people to serve on the committees for Planning and Zoning.Mayor Seeman told Doris Mathew council- members were asked to submit names at the last meeting and Mr. Damian° who has Planning and Zoning submitted names of people that were worked on by he and other councilmembers. Mr. Cookie Parks asked about the Planning and Zoning Commission, Advisory Committee and the Board of Adjustment.Susan Goodwin explained the Planning and Zoning Commission and the Board of Adjustment and the only function of the Advisory Committee is to think about future things like annexation, or what the city might need in the future or long-range planning and this Committee cannot take any final or official action.
